NOW ~ THEltEFORE" B,E IT RESOLVED: SECTION 1: That the City Council of the City of Vernon does hereby go on record as supporting~ and urges the adoption by Con- stitutional Amendment through initiative m.easure" a plan for re-apportioning the State Senate as proposed by the Honorable Frank G. Bonelli" Chairman of the Board of Supervisors of Los Angeles County. SECTION 2.: The City Clerk of the City of Vernon shall certify to the passage of this Resolution and thereupon and thereafter the same shall be in full force and effect. 1959. DORN 502 HALL OF RECORDS Los ANGELES 12, CALIFORNIA August 5, 1959 AliI; '4_ 111956 J-~ /~ TO: Honorable Mayor and City Council of all Southern California Cities SUBJECT: Senate Reapportionment Gentlemen: I have been requested to comment upon the stand taken by the Board of Directors of the League of California Cities in recommending "no action" by members cities in answer to a request from the Los Angeles County Board of Supervisors to endorse a proposed initiative consti- tutional amendment reapportioning the State Senate. I think that the action of the Board of Directors of the League of California Cities has done a grave injustice to the sixty-five cities within our County and to the other cities in the nine other Southern counties by injecting themselves into and taking sides in an issue such as that of reapportioning the California State Senate. To take the weak position that any endeavor to reapportion the State Senate and qualifying a constitutional amendment to appear on the ballot in November of 1960 would destroy the statewide unity necessary to insure passage of the two billion dollar state water bond issue is decidedly not positive thinking. Before the people of your city and. other cities throughout the ten southern counties of California are asked to support a two billion dollar bond issue on which each of us in the ten southern counties will be picking up the tab to the extent of some sixty-three per cent Justifies, in my opinion, all the more need for reapportionment of the State Senate to insure that in further deliberations and decisions the cards will not be stacked against us as it is now and that under my 20-20 reapportionment program, we shall be assured of a fighting chance of securing that which is equitable. It would have been much better had the Board of Directors of the League of California Cities taken a complete hands-off policy relative to reapportionment rather than to join in opposing on the side of the northern "cow county" senators. r-" .. To: Honorable Mayor and City Council of all California Cities Subject: Los Angeles County Request Re Senate Reapportionment (I Gentlemen: The Board of Directors of the League of California Cities recommends that all City Councils receiving a request from the Los Angeles County Board of Supervisors to adopt a resolution endorsing a pro- posed initiative constitutional amendment reapportioning the State Senate take "no action" on such request. It is the opinion of the members of the League Board of Directors that such an initiative measure appearing on the Nove,mber 1960 General Election Ballot would destroy the state-wide unity necessary to insure passage of the State Water Bond issue which will appear on the same ballot. The problems brought about by explosive growth and development make unity essential to the welfare of California and all and any forms of sectionalism should be avoided. The cities of California have a vital and continuing interest in legislation affecting municipal powers and duties. They enjoy the largest measure of home rule of any cities in the country and this is true of all municipalities of CaliforniaJ whether chartered or general law and whether north" south" metropolitan or rural. This home rule has been fostered and protected as much by the Senate as by the Assembly. If the metropolitan areas of California require additional senators, they should be provided" but not at the expense of other urban or rural areas. Stability in government as well as complete unity of the people is essential to the progressive development of the State. If, however, the Senate needs additional members to give adequate representation to densely populated metropolitan areas; a measure pro- posing such a change in the total nu:mber of State senators first should be proposed to the Legislature by those members of the Senate who now represent the metropolitan areas of California. The League Board of Directors firmly believes that the best interests of the entire state can be served by City CouncilS taking "no action" on the reapportionment resolution requested by the Los Angeles Board of Supervisors.
