RESOLUTION NO. 2320
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
3 GIVING NOTICE OF PROPOSED ANNEXATION TO THE CITY OF VERNON
OF UNINHABITED TERRITORY DESCRIBED HEREIN AND DESIGNATED
4 "VERNON-RIVERSIDE ANNEXATION NO.2".

THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
7 WHEREAS~ on November 2~ 1959.. a Petition for Annexation to
8 the City of Vernon of certain contiguous uninhabited territory being described
9 in said petition and designated "Vernon-Riverside Annexation No. 1"~ was
10 filed with the City Clerk of the City of Vernon; and
11 WHEREAS~ some of the terI'itory described and contained within
12 said proposed annexation and within the description of said proposed
13 annexation as described and set forth in said petition was included within
14 that certain annexation to the City of Bell described and designated as
15 "Rancho San Antonio Annexation No.2"; and
16 WHEREAS, said Bell annexation has been completed and no
17 judicial determination has been made as to the validity of said proposed
18 Vernon Annexation or said Bell Annexation; and
19 WHEREAS~ a petition for annexation of territory to the City of
20 Vernon (Vernon-Riverside Annexation No.2).. has been filed with the City
21 Council of the City of Vernon. Said petition and request are conditioned
22 upon said petition for proposed "Vernon-Riverside Annexation No.1" not
23 being a valid and sufficient petition and upon the City Council of the City of
24 Vernon not having the right to process said proposed annexation. In the

event the territory described and designated "Vernon-Riverside Annexation
No.1" is annexed to the City of Vernon or there is a final judicial deter-
mination that the City of Vernon has a right to annex said territory so
described~ then the petition for Vernon-Riverside Annexation No. 2 shall
he of no force or effect; and
WHEREAS.. the petitioners therein are desirous that their herein-
after described property be annexed to the City of Vernon; and

1 WHEREAS~ under date of December 16~ 1959~ the Los Angeles
2 County Boundary Commission approved the definiteness and certainty of
3 the boundary of the proposed IlVernon-Riverside Annexation No.2";
4 NOW.. THEREFORE#; BE IT RESOLVED:

SECTION 1:
That~ pursuant to the provisions of the Annexa-
6 tion of Uninhabited Territory Act of 1939~ a petition signed by owners of
7 not less than one-fourth of the land in the hereinafter described territory.
8 by area and by assessed value as shown on the last equaliz.ed assessment
9 roll of the County of Los Angeles. was filed with the Council of the City of
10 Vernon on December 28~ 1959~ requesting annexation of the hereinafter
11 described territory to said City.
SECTION 2:
That the territory which the petitioners request
be annexed to said City of Vernon and which said City and its Council propose
to annex.. is situate in the County of Los Angeles~ State of Galifornia~ hereby
designated t'Vernon-Riverside Annexation No.2" and described as follows:
Beginning at the intersection of the northwesterly line of
Atlantic Boulevard (formerly Atlantic Avenue) and the north-
easterly boundary of the City of Vernon as per map filed in: book
3 at page 19 of Official Maps in the office of the Recorder of
Los Angeles County.. California; thence southeasterly along said
northeasterly boundary to the true point of beginning at a north-
easterly corner of the boundary of the City of Vernon as shown on
said map; thence southwesterly along said Vernon City boundary
and following the same in all its various courses to an intersection
with the boundary of the City of Maywood as it existed on December 1..
1959; thence southerly along said last mentioned boundary and
following the same in all its various courses to the northerly line
of Parcel No. 1 described in Final Judgment of Case No. 466051 of
the Superior Court of the State of California in and for the County of
Los Angeles recorded in book 18919 at page 288 of Official Records
in the office of the Recorder of said county; thence easterly along
said northerly line to the northerly line of Slauson Avenue as shown
on map of Tract 7923 filed in book 113 at page 80 of Maps in the
office of the Recorder of said county; thence easterly along said
northerly line of Slauson Avenue and the prolongation thereof to the
southeasterly corner of Lot 109 of said Tract 7923; thence south-
easterly to the northwesterly corner of that parcel of land described
in deed recorded in book 18618 at page 32 of Official Records in the
office of the Recorder of said county; thence northwesterly along
the south line of the Los Angeles River flood control right Of way
and its northwesterly prolongation as shown on map of said Tract
7923 to the true point of beginning.
SECTION 3:
That the County Boundary Commission of
Los Angeles County~ California~ did in session duly assembled on December 1 ~

1 1959~ consider the proposed annexation boundaries of said "Vernon -
2 Riverside Annexation No.2"~ as above described~ and as submitted to said
3 Commission by the proponents of said annexation.

SECTION 4:
That Tuesday. March 29~ 1960~ at the hour
5 of 10: 00 o.clock ~M. ~ in the Council Chambers in the City Hall in the
6 City of Vernon~ County of Los Angeles~ California~ is hereby fixed as the
7 time and place when and where any person owning real property within the
8 uninhabited territory ahove described and proposed to he annexed to the
9 City of Vernon~ and having any objections to the proposed annexation~ may
10 appear before the Council of the City of Vernon and show cause why such
11 uninhabited territory should not be so annexed to the City of Vernon. The
12 protest must be in writing~ may be filed at any time before the hour set for
13 hearing objections to the proposed annexation~ and shall state the name or
14 names of the owner or owners of property affected and the description and
15 area of such property~ in general terms.

SECT ION 5:
The City Clerk of the City of Vernon is
17 hereby authorized and directed to cause a copy of this resolution to be
18 published at least twice~ but not oftener-than once a week in the Los Angeles
19 Daily Journal~ a newspaper of general circulation published outside the City
20 of V ernon~ but in the County of Los Angeles. California~ the county in which
21 is located the territory proposed to be annexed to the City of Verno~ said
22 publication to be completed at least twenty (20) days prior to the date set
23 for hearing. The City Clerk is also authorized and directed to post a COpy
24 of this Resolution not less than twenty (20) days before the hearing in at least
25 three conspi.cious places within the territory to be annexed.

SECT ION 6:
The said City Clerk is further authorized and
directed to cause written notice of such proposed annexation to be mailed to
each person to whom land within the territory proposed to be annexed was
assessed i.n the last equalized county assessment roll available on the date
the above said proceedings were initiated. at the addresses shown on said
assessment roll or known to said Clerk~ and to any person who has filed his
name and address and the designation of the lands in which he has an interest.

1 either legal or e.quitable~ with said Clerk~ such notice to be given not less

SECTION 7:
In the event any land within the territory
4 proposed to be annexed is owned by a county ~ the City Clerk is directed to
5 cause written notice of such proposed annexation to be mailed to the Board
6 of Supervisors of such county.. such notice to be given not less than twenty
7 (20) days before the first public hearing on the proposed annexation.

SECT ION 8:
In the event there is~ upon the land proposed
9 to be annexed to said City~ a structural improvement owned.. being acquired
10 or leased by a county fire protection district.. the City Clerk is directed to
11 cause written notice of such proposed annexation to be mailed to the govern-
12 ing body of such district~ such notice to be sent not les s than ten ~1 0) days
13 before the first public hearing upon such proposed annexation.

15 noti ce to be given to such other persons as may be legally entitled thereto..
16 in the manner required by law.

SECTION 10:
The City Clerk of the City of Vernon is
18 hereby directed to certify to the passage of this Resolution and thereupon
19 and thereafter the same shall be in full force and effect.
