A RESOLUTION OF THE .CITY COUNCIL OF THE .CITY OF VERNON
DIRECTING THE GIVING OF NOT!CE INVtrING.SEALED PROPOSALS
OR BmS FOR INSTALLATION OF TRAFFIC SIGNALS AT THElNTER-
SECTION OF DOWNEY ROAD AND LEONISBOULEVARDa IN ACCORDANCE
WlTH CONTRACT NO. 244 OF THE CITY OF VERNON.
THE CUY COUNCIL OF THE CrI'Y OF VERNON RESOLVES AS FOLLOWS:
SECTION 1:
The City Clerk of the City of Vernon is
hereby directed to give notice inviting sealed proposals or bids for installa...
tion of traffic signals at the intersection of Downey Road and Leonis Boule..
vard.. in accordance with Contract No. 244 and Plan No. TV 6003" and the
Notice Inviting Sealed Propos.als contained in said Contract No. 244.
SECTION 2:
There being no newspaper of general circula-
tion printed" published and circulated in the City of Vernon" the City Clerk
is hereby directed to post said notice. or cause the same to be posted" in
three (3) of the most public places in said City" to wit: the northwest corner
of 38th Street and Santa Fe Avenue; the northeast corner of Leoms Boule-
vard and Pacific Boulevard" and on the bulletin board in the lobby of the City
Hall of the City of Vernon. located at 43-05 Santa Fe Avenue in said City.
SECTION 3:
The first posting of said notice shall be not
less than fen {10> days: before the date of opening bids for the proposed work.
The notice shan distinctly state the m.aterials to be furnished and the work
to be done.
SECTION 4:
The City Clerk of the City of Vernon shall
certify to the passage of thia Resolution" and thereupon and thereafter the
same shall be in full force and effect.
ADOPTED and APPROVED this 2nd day of August" 1960.

on the 2nd, day of August" 1960" directing same. notice is hereby given
that sealed propos..a:ls or bids will be received by the City of Vernon"
California.. at the office of the City Clerk of said City" at the City Hall.
4305 Santa: Fe Avenue" until the hour of two{2J otclockP.M. "on the 16th
day of August" 1960, for the installation of traffic sIgnals at the intersection
of Downey Road and Leonis B.oulevard" in accordance with Contract No. 244.

the Council Chambers of the City Hall located at 4305 Santa Fe Avenue"
Vernon" California" on the date and at the time above mentioned. Spe.cifica-
Honsand contract documents may be obtained at the above mentioned .office
of the City Clerk upon payment of a deposit of ten dollars ($10. (0) for each
specification.
T_ construction to be done and materials to be furnished under
said Contract No. 244 are approximately as follows:
rn:stall traffic signals" foundations" controller, railroad
preemption controller. conduit" conductors" pull boxes:"
and do all appurtenant work as shown on Plan No. TV 6003.
The construction shall be in accordance with Plan No. TV 6003
and Contract No. 244" heretofore approved by the City Council of said City"
and now on file in the office of the City Clerk of said City" a copy of whi.ch
rmy be seCUred from the City Engineer of said City.
Bidders are hereby notified that" pursuant to the provisions of
Sections 1770-1781" inclusive" Labor Code of California" the City Council of
the City of Vernon has ascertained the general prevailing rate of per diem
wages and rates for legal holidays and over-time work in the locality in
which this work is to be performed" for each craft or type of workman or
mechanic needed to execute the contract which will be awarded to thes:uccess-

2 file with the City Clerk of the City of Vernon.
3 Notice is: also hereby given that" pursuant to said Labor Code of
4 California". it shall be mandatory upon the Contractor to whom the contract
5 is awarded. and upon> any subcontractor under him" to pay all laborers" work-
6 men" or mechanics employed by them in the execution of the contract not les:s
7 than the said specified rates" which r-ates shall he included in the contract to
8 the Successful bidder.
9 Notice is further hereby given that all bidders may submit with
10 their bids sworn statement of their financia;1 respons:ibility~ technical ability
11 and experience. Such sworn statement may be required before award is:
12 :n::ade to any particular bidder.
13 To be entitled to consideration. each bid submttted pursuant to this
14 notice shall be made out on a form to be obtained at the Office of the City
15 Engineer; shall be acco.mpanied by a certified check" draft or bid bond" pay-
16 able at a bank authorized to do business in the State of California... made payabl
17 at sight to the City Clerk of the City of YeTnon" in amount equal to ten per cent
18 (1..0%) of the bid submitted... shall be delivered to the City Clerk of the City of
19 Vernon inasea:Ied envelope at" or before" the time stated herein" and must
20 be plainly marked llproposa:1.for Contract No. 244".
21 The above-mentioned check or bond shall be given as.;! guarantee
22 that the bidder will enter into a contract if awarded to him.and will be declared
23 forfeited if the succeS:5ful bidder refuses or neglects to enter into a contract
24 of the required form after being requested to do so by the City Clerk of the
25 City of Vernon" California. The successful bidder will be required to furnish

a labor and material bond in an amount equal to fifty per cent (50%) of the
Contract price" and afaitbful performance bond in an amount equal to one
hundred per cent (1000/0) of the Contract price.
Unless otherwise required by law" no bidder m.ay withdraw his bid
for a period of thirty (SO) days after the date set for the opening thereof.
A deposit of ten dollars .($10.00) will be required to secure the Plans
and Specifications... as a guarantee that the Plans and Specifications: win be
