ARESOLUTION.OF THE CITY COUNCIL OF THE CITY OF VER.NON
DmECTING THE GIVING OF NOTICE INVITING SEALED PROPOSALS
OR BIDS FOR .lNST ALLATION OF TRAFFIC SIGNALS AT TBEINTER-
SECTION OF ROYLE. AVENUE AND FRUITLAND AVENUE. ANnAT THE
INTERSECTION .OF LEONISBOULEVARD AND ALCOA AVENUE. IN
ACCORDANCE WITH CONTRACT NO. 228. OF THE CITY OF VERNON.

THE. CITY COUNCTh OF THE CITY OF VERNON. RESOLVES AS. FOLLOWS:
SECTION 1:
The City Clerk of the City of Vernon is
hereby directed to give notice inviting sealed p:ropo.sals or bidS' for the
installation of Traffic Signals at the intersection of Boyle Avenue and
Fruitland Avenue" and at the interaection of Leonis B.oulevardand Alcoa
Avenue". in accordance with Contract No. 228 and Plan No. TV5908"and
the Notice Inviting Sealed Pr"oposals contained in said Contract No. 228.
SECTION 2:
There being no newspaper of general circula...
15 tion printed". published and circulated inthe City of Vernon" the City Clerk
16 is: hereby directed to post said notice" or cause the same to be posted" in
17 three (3) of the most public places in said City". to wit: the northwest
18 corner of 38th street and8a:nta Fe Avenue; the northeast corner ofLeonis
19 Boulevard and Pacific Boulevard". and on the bulletin board in the lobby of
20 the City Hall of the City of Vernon". located at 4305 Santa Fe Avenue in said
21 City.

SECTION 3:
The first posting of said notice shall be not leas
23 than ten (10) days before the date of opening bids for the proposed work.
24 The notice shall distinctly state thema:terlals to be furnished and the work
25 to be done.

ACCORDANCE WITH CONTRACT NO. 228 OF THE
CITY OF VERNON.
Pursuant to Resolution No. 2366 of the City of Vernons adopted
on the 16th day of August. 1960" directing SaIne.. notice is hereby given
that sealed proposals or bids will be received by the City of Vernon. Californi "
at the office of the City Clerk of said City" at the City Hall" 4305 Santa .Fe
Aventle" until the hour of two (2) o'clockP. M." on thm;hdaYOf S.eptember"

1960" for the installation of traffic signals at the intersection of Boyle Avenue
and .Fruitland Avenue" and at the inter-section of Leonis Boulevard and Alcoa
Avenues in accordance with Contract No. 228 approved by said City.

may be obtained at the above-mentioned office of the City Clerk upon payment
of a deposit of tendoUars ($10.00) for each specification.
The construction to be done and materials to be furnis:hed under
aaid Contract No. 228 are approximately as follows:
FJ,lrniah and install traffic signals" controllers" detectors"
and all appurtenant work at two (2) intersections as shown
tin Plan .No.TV5908.
The construction shall be in accordance with Plan No. TV5908 and
Contract No. 228.. heretofore approved by the City Council of said City" and
now on file in the office of the City Clerk of said City" a c.opy of which may
he secured from the City Engineer ofs:a:id City.
Bidders are hereby notified that" pursuant to the provisions of
Sections 1770- 1781" inclusive.. Labor Code of California.. the City Council
of the City of Vernon has aScertained the general prevailing rate of per
diem wages and rates for legal holidays and over-time work in the locality
in which this work is to be performed" for each craft or type of workman or

1 mechanic needed to execute the contract which will be awarded to the success-
2 ful bidder" and that the Resolution establishing these prevailing rates is on
3 file with the City Clerk of the City of Vernon.
4 Notice is also hereby given that. pursuant to said Labor Code of
5 California" it shall be mandatory upon the Contractor to whom the contract is
6 awarded.. and upon any subcontractor under him" to pay 3,11 laborers" workmen"
7 or mechanics employed by them in the execution of the contract not less than
8 the said specified ratesl which rates shall be included in the contract to the
9 Succes:sful bidder.
10 Notice is further hereby given that all bidders may submit with their
11 bids a sworn statement of their financial responsibility.. technical ability and
12 experience. Such sworn statement may be re.quired before award is made
13 to any particular bidder.
14 To be entitled to consideration" each bid submitted pursuant to this
15 notice shall be made outona form to be obtained at th.e Office of the City
16 Engineer; shall be accompanied by a certified check" draft or bid bond"
17 payable ata bank authorized to do business in the State of California" made
18 payable at sight to the City Clerk of the City of Vernon" in amount equal to ten
19 per cent (lO~,)of the bid.submitted1shall be delivered to the City Clerk of the
20 City of Vernon in a sealed 4nvelope at" or before" the time stated herein" and
21 must be plainly marked IlProp05al for Contract No. ZZ8".

23 that the bidder will enter into a contract if awarded to him and will be declared
24 forfeited if the successful bidder refuses or neglects to enter intoa. contract
25 of the required form after being requested to do so by the City Clerk of the
26 City of Vernon.. California.
The successful bidder will be reqUired to fur-

ni5h a labor and material bond in an amount equal to fifty per c.ent {50~a of
the Contract prlce..and a faithful performance bond in an amount equal to one
hundred per cent (l00%) of the Contract price.
Unless oth.erwise required by law" no bidder may withdraw his bid
for a period of thirty (30) days after the date set for the opening thereof.
