A RESOLUTION OF THE CITY COUNCIL .OF TlIE .CITY OF VERNON
3 DIRECTING THE .CITY CLERK TO READVERTlSE FOR..SEALED
PROPOSALS OR BInS FOR THE CONSTRUCTrONOF .MUNICIPALAPART-
4 KENT HOUSING IN ACCORDANCE WITU SPECIFICATIONS NO. 239 OF
THE CITY OF VERNON.

THE. CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:

WHEREAS" under date of July 19. 1960.. sealed bids were
opened for the construction of Municipal Apartment Housing; and
WHEREAS" the City Council of the City of Vernon rejected
all bids received;
NOW... THEREFORE. BE IT RESOLVED:
SECTION 1:
The City Clerk of the City of Vernon is
hereby directed to readvertise for proposals or bids for the construction
of Municipal Apartment Housing in accordance with Specifications No. 239"
and the Notice In:vitinKSealed Proposals contained in said Specifications:
No. 239.
SECTION 2:
There being no newspaper of general
circulation printed" published and circulated in the City of Vernon" the
City Clerk is hereby directed to post said notice. Or cause the same to
be p.osted" in three (3) of the most public places in said City" to wit:
the northwest corner of 38th Street and Santa Fe Avenue; the northeast
corner of Leonis Boulevard andPaciUc Boulevard" and on the bulletin
board in the lobby of the City Hall of the City of Vernon" located at 4305
Santa Fe Avenue in said City.
SECTION 3:
The first posting of said notice shall
be not less than ten (10) days before the date of opening bids for the
proposed construction. The notice shall distinctly state the const~uction
to be done .

5 Pursuant to Resolutlon No. 2370 of the City of Vernon" adopted
6 on the 16th day of August" 1960", directing same~ notice is hereby given
7 that sealed proposals or bids will be received b.y the City of Vern.on"
8 California" at the office of the City Clerk of said City. at the City Hall"
9 4305 Santa Fe Avenue" until the hour of two .(2) o'clock P. M. "on the 6th
10 day of September", 1960" for the Municipal Apartment Rousing", in accordance

with Specifications No. 239 approved by said City.
The proposals will be

at the above mentioned office of the City Clerk upon payment of a deposit
of twenty-five dollars {$25. 00) for each set.
The construction. shall he in accordance with Plans Nos. B14-1576
consisting of seven (7) sheets", Addendum No. land Specifications No. 239
heretofore approved by the City Council of said City" and now on file in the
office of the City Clerk of said City" copy of which may be secured from
the City Engineer of said City.
Bidders are hereby notified that" pursuant to the provisions of
Sections 1770-1781" inclusive. Labor Code of California" the City Council
of the City of Vernon has- ascertained the general prevailing rate of per
diem wages and rates for legal holidays and over-time work in the locality
in which this: work is to be performed" for each craft or type of workman.
or mechanic needed. to execute the contract which will be awarded to the
successful bidder ~ and that the Resolution establishing these prevailing
rates: is on file with the City Clerk of the City of Vernon.
Notice is also hereby given that" pursuant to said Labor Code of
California" it shall be mandatory upon the Contractor to whom the contract

1 is awarded" and upQnany sub-contractor under him" to pay to a1l1aborer5"
2 workmen or mechanics employed by them in the execution of the contract
3 not les:s than thesraid specified rates" which rates shall be included in the
4 contract to the successful bidder.
5 Notice is further hereby given 'that all bidders may suQmit with
6 their bids a sworn statement of their financial responsibility" technical
7 ability and experience. Such sworn statement may be required to be
8 furnished before award is made to any pa.rticalar bidder.
9 To be entitled to consideration" each bid s:u.bmittedpursuant to
10 this notice sha.ll be made out on a form to be obtained a.t the Office of the
11 City Engineer; shall be accompanied bya certified check. draft or bid bond.
12 paya;bleat a bank authorized to do business in the state of California" made
13 payable at sight to the City Clerk of the City of Vernon.. in amount equal to
14 ten per cent (10") of the bid submitted. shall be deliV'ered to the City Clerk
15 of the City of Vernon in a sealed envelope at" or before" the time stated

The successful bidder will be
required to furnish.a labor and material bond in an amount equal to fifty
per cent {50%) of the Contract price" and a faithful performance bond in an
amount equal to one hundred per cent (100"> of the contract price.
Unless ()therwise required by law. no bidder may withdraw his
bid for a period of thirty (3.0) days after the date set for the opening thereof.
A deposit of twenty-five dollars.($25. 00) will be required to secure
the Drawings and Specifications" as a guar-a;ntee that the Drawings and
Specifications will be returned" which deposit win be refunded in case same
are returned to the City in good condition not later than forty-eight (48) hours
