DIRECTING THE GIVING OF NOTICE INVITING SEALED PROPOSALS

5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:

SECTION 1:
The City Clerk of the City of Vernon ia
7 hereby directed to give notice invitingaealed proposals or bidaforthe
8 installation of traffic signals at five intersections of Soto street.. in
9 accordance with Contract No. 247 and Plans Nos. TV 6005 to TV 6009.. and
10 the Notice Inviting Sealed Proposals contained inaaid Contract No. 247.

SECTION 2:
There being no newspaper of general Gircula-
12 tion printed, published and circulated in the City of Vernon, the City Clerk
13 is hereby directed to post said notice.. or cause the same to be posted, in
14 three (3) of the most public places in said City.. to wit: the northwest
15 corner of 38th Street and Santa Fe Avenue; the northeast corner of Leonis
16 Boulevard and Pacific Boulevard, and on the bulletin board in the lobby of
17 the City Hall of the City of Vernon, located at 4305 Santa Fe Avenue in said
18 City.

SECTION 3:
The first posting of said notice shall be not less
20 than ten (10) days before the date of opening bids for the proposed work.
21 The notice shall distinctly state the materials to be furnished and the work
22 to be done.

SE:CTION 4:
The City Clerk of the City of Vernon sh:all
24 certify to the passage of this Resolution, and thereupon and thereafter the
25 same shall be in full force and effect.

ACCORDANCE WITH CONTRACT NO. 247 OF THE
CITY OF VERNON.
5 Pursuant to Resolution No. 2388 of the City of Vernon, adopted on
6 the 18th day of October, 1960.. directing same.. notice is hereby given that
7 sealed proposals ~r bids will be received by the City of Vernon, California..
8 at the office of the City Clerk of said City, at the City Hall, 4305 Santa Fe
9 Avenue.. until the hour of two (2) o'clockP. M... on th.e 1st day of November,
10 1960~ for the installation of traffic signals on Sot 0 Street at 26th Street.. at
11 37th Street.. at Vernon Avenue.. at Leonis Boulevard, and at Fruitland
12 Avenue.. in accordance with Contract No. 247 approved by said City. The
13 proposals will be publicly opened and read in the Council Chambers of the
14 City Hall located at 4305 Santa Fe Avenue.. Vernon.. California.. on the date
15 and at the time above mentioned. Specifications and Contract Documents

may be obtained at the above mentioned office of the City Clerk upon payment
of a deposit of ten dollars ($10.00) for each specification.
The construction to be done and materials to be furnished under
said Contract No. 247 are approximately as follows:
Remove existing signals.. foundations, controllers and wiring.
Furnish and install new signals.. controllers, detectors.. conduit.. wiring..
and all appurtenances at the intersections as shown on Plans Nos. TV 6005
to TV 6009.. utilizingexisUng conduit and re-using available B"signal heads.
The construction shall be in accordance with Plans Nos. TV 6005
to TV 6009 and Contract No. 247, heretofore approved by the City Council
of said City.. and now on file in the office of the City Clerk of said City.. a
copy of which may be secured from the tifyEngineer of said City.
Blddersare hereby notified that.. pursuant to the provisions of
Sections 1770-17B1.. inclUSive.. Labor Code of California.. the City Council
of the City of Vernon has ascertained the general prevailing rate of per
diem wages and. rates for legal holidays and over-time work in. the locality
in which this work is to be performed.. for each craft or type of workman

1 or mechanic needed to execute the contract which will be awarded to the
2 succes$ful bidder.. and that the Resolutian establishingthe$e prevailing .rates
3 is on file with the City Clerk of the City of Vernon.
4 Notice is alSo he.rebygiven that, pursuant to said Labor Code of
5 California, it shall be mandatory upon the Gontractor to whom .the contract
6 is awarded.. and upon any subcontractor under him.. to pay all laborers..
7 workmen, or mechanics employed by Ulem in the execution of the contract
8 not less than the said specified rates, which rates shall be included in the
9 contract to the successful bidder.
10 Notice is further hereby given that all bidders may submit with
11 their bids a sworn .statement of their financial responsibility.. technical
12 ability and experience. Such sworn statement may be required before award
13 is made to any particular bidder.
14 To be entitled to consideration.. each bid suhmitted pursuant to this
15 notice shall be made out on a form to' be obtained at the Office of the City
16 Engineer; shall be accompanied bya certified check.. draft or bid bond..
17 payable at .a bank authorized to do business in the State of California.. made
18 payable at sight to the City Clerk of the City of Vernon.. in amount equal to
19 ten percent (100/.) of the bid SUbmitted, shall be delivered to the City Clerk
20 of the City of Vernon in a sealed envelope at, or before.. the time stated
21 herein, and must be plainly marked "Proposal for Contract No. 247".
22 The above-mentioned check Or bond shall be given as a guarantee
23 that the bidder will enter into a contract if awarded to him and will be
24 declared forfeited if the successful bidder refuses or neglects to enter into
25 a contract of the required farm after being requested to do so by the City
26 Clerk of the City of Vernon.. California. The successful bidder will be

required to furnish a labor and material band in an amount equal to fifty
per cent (500/.) of the Contract price, and a faithful performance bond in an
amount equal to one hundred per cent (1000/.) of the Contract price.
Unless otherwis.e required by law.. no bidder may withdraw his bid
for a perio.dof thirty (30) days after the date set for the opening thereof.

3 will be returned., which deposit will be refunded in case same are returned

6 The City of Vernon reserves the right to reject any and all bids
7 or waive any informality in the bid.
