THE CITY COUNCIL OF THE CITY OF VERNON RESOLV:reS AS FOLLOWS:
SECTION 1:
The City Clerk of the City of Vernon is
7 hereby directed to give notice inviting sealed proposals 'Or bids for the
8 reconstructiQnof FruiUand Avenue from: Soto Street to Downey Road, in
9 accordance with Contract No. 246 and Plan No. A3...1573, and the Not.ice

SECTION 3:
The firs,t p-osting of said notice' shall be not
less than ten (10) days before the date of opening bids for the proposed work.,
The notice shall distinctly state the materials to be furnished and the work
to be done.
S:ECTION 4:
The City Clerk of the City of Vernon shall
certify to the passage of this Resolution, and thereupon and thereafter the
same shall be in full force and effect.

6 the 16th day of May. 1961 directing same, notice is hereby given that sealed
7 proposals or bids will be received by the City of Vernon, California. at the
8 office Qf the City Clerk of said City, at the CityHaII.. 4305 Santa Fe Avenue..
9 unttlthe hour of two (2) o'clock p. M. .on the 6th day of June, 1961, for
10 re construction of Fruitland Avenue fromSoto Street to Downey Road in
11 accordance with Contract No. 246 approved by said City. The proposals
12 will be publicly openfi1 and read in the Council Chambers of the City Hall
13 located at 4305 Santa Fe Avenue, Vernon, California on the date and at the
14 time above mentioned. Specifications and contract documents may be
15 obtained at the above-ment.toned office of the City Clerk upon payment of
16 a deposit often dollars ($10. OO} for each specification.

secured from the City Engineer of said City.
Bidders are h,ereby no.tified that" pursuant to the provisions 'Of
Sections 1770-1781, inclusive, Labor Code of California, the City Co.uncil
of the City of Vernon has ascertained the general prevailing rate of per diem
wages and rate.s for legal hoItdaysand'Over-tt.me work in the locality in which
this work is to be performed, for each craft or type of workmanormechantc
needed to execute the contract which will be awarded to the successful
bidder, and that the Resolution establishing these prevailing rates is 'On file
with the City Clerk of the City of Vernon.
Notice is alSo. hereby given that, pursu.ant to said Labor Code o.f
California, it shall be mandatory upon the Contracto r to whom the contract
is awarded, and upon any subcontractor under him, to pay all laborers"
workmen) o.r mechanics employed by them in the execution of the contract
not les.s th.an the said specified rates, which rates shaH be. included. in the
co.ntract to. the successful bidder.
Nott.ce is further hereby given that all bidders may submit with their
bids a sworn statement of their financial responsibility.. technical ability and

experience. Such sworn statement may be required before award is ;made
to any particular hidde r.
To be entitled to consideration, each bid submitted pursuant to this
notice shall be made out on a form to be obtained at the Office of the City
Engineer; shall be accompanied bya certified check, draft or bid bond,
payable at a bank authorized to do business in the State of California, made
payable at sight to the City Clerk of the City of Vernon. in amount equal to
ten per cent (10'-) of the bid submitted, shall be delivered to the City Clerk
of the City of Vernon in a sealed envelope at~ or before, the time stated
herein. and must be plainly marked "Proposal for Contract No. 246".
The above-mentioned check0r bond shall be given asa guarantee
that the bidder will enter into a contract if awarded to him and will be decIaxec
forfeited if thesuceessful bidder refuses or neglects to enter into a contract
of the required form after being requested to do so by the City Clerk of the
City of Vernon, California. The successful bidd.er w'ilI be required to.
furnish a labor and material bond in an amount equal to fifty per cent (50~)
of the COntract. price, and a faithful performance bond in an amount equal to
one hundred per cent (lOOtfo)of the Contract price.
Unless otherwise required by law ~ no bidder may withdraw his bid for
a period of thirty (30) days after the date set fo.r the opening thereof.
A deposit of ten dollars ($10. (0) will be required to secure the Plans
and Specifications, aBa guarantee that the Plans and Specifications will be
returned, which deposit will be refUnded in case same are ,returned to the
City in good condition not later than forty-eight (48} hours after the bids on
the work will have been opened.
The City of Vernon reserves the right to reject any and all bids or
waive any informality in the bid.
