2435
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
DIRECTING THE GIVING OF NOTICE INVITING SEALED PROPOSALS OR
3 BIDS FOR RESURFACING OF VERNON AVENUE FROM SANTA FE AVENUE
TO SOTO STREET IN ACCORDANCE WITH CONTRACT NO. 250 OF THE
4 CITY OF VERNON.
5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
SECTION 1:
The City Clerk of the City of Vernon is hereby

7 directed to give notice inviting sealed proposals or bids for tae resurfacing
8 of Vernon Avenue from Santa Fe Avenue to Soto Street, in accordance with
9 Contract No. 250 and Plan No. A3-1580, and the Notice Inviting Sealed
10 Proposals contained in said Contract No. 250.

SECTION 2:
There being no newspaper of general circulation
12 printed, published and circulated in the City of Vernon, the City Clerk is
13 hereby directed to post said notice, or cause the same to be posted, in
14 three (3). of the most public places in said City, to wit: at the northwest
15 corner of 38th Street and Santa Fe Avenue; the northeast corner of Leonis
16 Boulevard and Pacific Boulevard, and on the bulletin board in the lobby of
17 the City Hall of the City of Vernon, located at 4305 Santa Fe Avenue in said
18 City.

SECTION 3:
The first posting of said notice shall be not
20 less than ten (10) days before the date of opening bids for the proposed work.
21 The notice shall distinctly state the materials to be furnished and the work
22 to be done.

SECTION 4:
The City Clerk of the City of VernonshaU
24 certify to the passage of this Resolution, and thereupon and thereafter the
25 same shall be in full force and effect.

NOTICE INVITING SEALED PROPOSALS OR BIDS
FOR RESURFACING OF VERNON AVENUE FROM
SANTA FE AVENUE TO SOTO STREET IN ACCORD-
ANCE WITH CONTRACT NO. 250 OF THE CITY OF
VERNON.
Pursuant to Resolution No. 2435 of the City of Vernon, adopted
on the 18th day of April, 1961, directing same~ notice is hereby given that
sealed proposals or bids will be received by the City of Vernon~ California~
at the office of the City Clerk of said City~ at the City Hall, 4305 Santa Fe
Avenue, until the hour of two (2) o'clock P. M., on the 2nd day of May~ 1961~
for resurfacing of Vernon Avenue from Santa Fe Avenue toSotoStreet, in
accordance with Contract No. 250 approved by said City. The proposals will
be publicly opened and read in the Council Chambers of the City Hall located
at 4305 Santa Fe Avenue, Vernon, California.. on the date and at the time
above mentioned.
Specifications and contract documents may be obtained
at the above -mentioned office of the City Clerk upon payment of a deposit
of ten dollars ($10. (0) for each specification.
The construction to be done and materials to be furnished under
said Contract No. 250 are approximately as follows:
Heater-plane existing asphalt concrete pavement
to plan grade
Construct variable thickness asphalt concrete
115,551 sq. ft.
wearing surface
1, 300 tons
Construct 8" thick cement concrete gutter
553 sq. ft.
Construct cement concrete curb including
depressed curb
69 lin. ft.
Reconstruct manholes
3 each
Remove and dispose of cement concrete curb
45 lin. ft.
Remove and Dispose of 8" thick cement concrete
gutter and aprons
937 sq. ft.
Reset manhole frames and covers
25 each
Abandon manholes
1 each
The construction shall be in accordance with Plan No. A3-1580

and Contract No. 250 heretofore approved by the City Council of said City~ an
now on file in the office of the City Clerk of said City~ a copy of which may be
secured from the City Engineer of said City.
Bidders are hereby notified that, pursuant to the provisions of
Sections 1770-1781, inclusive, Labor Code of California, the City Council
of the City of Vernon has ascertained the general prevailing rate of per diem
wages and rates for legal holidays and over-time work in the locality in
which this work is to be performed, for each craft or type of workman or
mechanic needed to execute the contract which will be awarded to the success-
ful bidder, and that the Resolution establishing these prevailing rates is on
file with the City Clerk of the City of Vernon.
Notice is also h.ereby given that, pursuant to said Labor Code
of California, it shall be mandatory upon the Contractor to whom the contract
is awarded, and upon any subcontractor under him, to pay alllaborers~
workmen~ or mechanics employed by them in the execution of the contract
not less than the said specified rates~ which rates shall be included in the
contract to the successful bidder.
Notice is further hereby given that all bidders may submit with
their bids a sworn statement of their financial responsibility~ technical
ability and experience. Such sworn statement may be required before
award is made to any 'particular bidder.
To be entitled to consideration~ each bid submitted pursuant to
this notice shall be made out on a form to be obtained at the Office of the
City Engineer; shall be accompanied by a certified check~ draft or bid bond,
payable at a bank authorized to do business in the State of California, made
payable at sight to the City Clerk of the City of Vernon, in amount equal
to ten per cent (100;0) of the bid submitted, shall be delivered to the City
Clerk of the City of Vernon in a sealed envelope at, or before, the time
stated herein~ and must be plainly marked "Proposal for Contract No. 250fl.
The above-mentioned check or bond shall be given as a guarantee
that the bidder will enter into .a contract if awarded to him and will be
declared forfeited if the successful bidder refuses or neglects to enter into

1 a contract of the required form after being requested to do so by the City
2 Clerk of the City of Vernon, California. The successful bidder will be
3 required to furnish a laborarrd material bond in an amount equal to fifty
4 per cent (500;&) of the Contract price~ and a faithful performance bond in an
5 amount equal to one hundred per cent (100%) of the Contract price.
6 UnleSs otherwise required by law~ no bidder may withdraw his
7 bid for a period of thirty (30) days after the date set for the opening thereof.
8 A deposit of ten dollars ($10.00) will be required to .secure the
9 Plans and Specifications, as a guarantee that the Plans and Specifications
10 will be returned, which deposit will be refunded in case same are returned
11 to the City in good condition not later than forty;..eight (48} hours after the
12 bids on the work will have been opened.
13 The City of Vernon reserves the right to reject any and all bids
14 or waive any informality in the bid.
