A RESOLUTION,OF THE CITY COUNCIL OF THE CITY OF VERNON
DffiECTING THE GIVING OF NOTICE INVITING SEALED PROPOSALS
OR BIDS FOR THE CONSTRUCTION OF WELL NO. 14 IN THE CITY OF
YERNON~ IN ACCORDANCE WITH CONTRACT NO. 259.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
SECTION 1:
The City Clerk of the City of Vernon is hereby
directed to give notice inviting sealed proposals or bids for the construction
of Well No. 14 in accordance with Contract No. 259.. and the Notice Inviting
Sealed Proposals contained in said Contract No. 259.
SECTION 2:
There being no newspaper of general circu1a-
tion printed, published and circulated in the City of Vernon, the City Clerk
is hereby directed to post said notice.. or cause the same to be postedl in
three (3) of the most public places in said City.. to wit: the northwest
corner of 38th Street and Santa Fe Avenue; the northeast corner of Leonis
Boulevard and Pacific Boulevard, and on the bulletin board in the lobby of
the City Hall of the City of Vernon, located at 4305 Santa Fe Avenue in said
City.
SECTION 3:
The first posting of said notice shall be not
less than ten (10) days before the date of opening bids for the proposed work.
The notice shall distinctly state the materials to be furnished and the work
to be done.
SECTION 4:
The City Clerk of the City of Vernon shall
certify to the passage of this Resolution~ and thereupon and thereafter the
same shall be in full force and effect.
ADOPTED and APPROVED this 18th day of Apri!l 1961.

NOTICE INVITING SEALED PROPOSALS
OR BIDS FOR WELL NUMBER 14~ IN
ACCORDANCE WITH CONTRACT NO. 259
OF THE CITY OF VERNON.
5 Pursuant to :Resolution No. 2439 of the City of Vernon~ adopted
6 on the 18th day of April~ 1961. directing same, notice is hereby given that
7 sealed proposals or bids will be received by the City of Vernon. California
8 at the office of the City Clerk of said City. at the City Hall. 4305 Santa Fe
9 Avenue, until the hour of two (2) o'clock P. M., on the 2nd day of May, 1961,
10 for the construction of Well Number 14, in accordance with Contract No. 259
11 approved by said City. The proposals will be publicly opened and read in

the Council Chambers of the City Hall located at 4305 Santa Fe Avenue.
Vernon~ California. on the date and at the time above mentioned. Specifica-
tions and contract documents may be obtained at the above-mentioned office
of the City Clerk upon payment of a deposit of ten dollars ($10.00) for each
specification.
The construction to be done and materials to be furnished under
said Contract No. 259 are approximately as follows:
Drill a pilot hole to 2500 feet and electric log~ enlarge the
upper 500 feet and install 30 inch casing. enlarge the lower
hole and install perforated 18 inch and 12 inch casing, gravel
pack. develop. and test the well.
The construction shall be in accordance wi th Contract No. 259
heretofore approved by the City Council of said City. and now on file in the
office of the City Clerk of said City. a copy of which may be secured from
the City Engineer of said City.
Bidders are hereby notified that. pursuant to the provisions of
Sections 1770-1781. inclusive. Labor Code of California. the City Council
of the City of Vernon has ascertained the general prevailing rate of per diem
wages and rates for legal holidays and over-time work in the locality in
which this work is to be performed, for each craft or type of workman or
mechanic needed to execute the contract which will be awarded to the successfu

1 bidder~ and that the Resolution establishing these prevailing rates is on file
2 with the City Clerk of the City of Vernon.
3 Notice is also hereby given that~ pursuant to said Labor Code of
4 California~ it shall be mandatory upon the Contractor to whom the contract
5 is awarded~ and upon any subcontractor under him~ to pay alllaborers~
6 workmen, or mechanics employed by them in the execution of the contract
7 not less than the said specified rates, which rates shall be included in the
8 contract to the successful bidder.
9 Notice is further hereby given that all bidders may submit with
10 their bids a sworn statement of their financial responsibility, technical
11 ability and experience. Such sworn statement may be required before award
12 is made to any particular bidder.
13 To be entitled to consideration~ each bid submitted pursuant to
14 this notice shall be made out on a form to be obtained at the Office of the
15 City Engineer; shall be accompanied by a certified check~ draft or bid
16 bond, payable at a bank authorized to do business in the State of California,
17 made payable at sight to the City Clerk of the City of Vernon, in amount
18 equal to ten per cent (10%) of the bid submitted~ shall be delivered to the
19 City Clerk of the City of Vernon in a sealed envelope at~ or before, the time
20 stated herein, and must be plainly marked IIProposal for Contract No. 25911.
21 The above-mentioned check or bond shall be given as a guarantee
22 that the bidder will enter into a contract if awarded to him and will be de-
23 clared forfeited if the successful bidder refuses or neglects to enter into a
24 contract of the required form after being requested to do so by the City Clerk
25 of the City of Vernon, California. The successful bidder will be required to
furnish a labor and material bond in an amount equal to fifty per cent (50%)

Unless otherwise required by law, no bidder may withdraw his
bid for a period of thirty (30) days after the date set for the opening thereof.
A deposit of ten dollars ($10.00) will be required to secure the
