3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
DIRECTING THE GIVING OF NOTICE INVITING SEALED PROPOSALS OR
4 BIDS FOR RECONSTRUCTION OF 26TH STREET FROM SANTA FE AVENU
TO M.INERV A STREET IN ACCORDANCE WITH CONTRACT NO. 251 OF
5 THE CITY OF VERNON.
6 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:

SE CTION 1:
The City Clerk of the City of Vernon is
8 hereby directed to give notice inviting sealed proposals or bids for the
9 reconstruction of 26th Street from Santa Fe Avenue to Minerva Street~ in
10 accordance with Contra.ct No. 251 and Plan No. A3-1581, and the Notice
12
11 Inviting Sealed Proposals contained in said Contract No. 251.
SECTION 2:
There being no newspaper of general circula-
13 tion printed, published and circulated in the City of Vernon~ the City Clerk
14 is hereby directed to post said notice~ or cause the same to be posted, in
15 three (3) of the most public places in said City, to wit: at the northwest
16 corner of 38th Street and Santa Fe Avenue; the northeast corner of Leonis
17 Boulevard and Pacific Boulevard, and on the bulletin board in the lobby of
18 the City Hall of the City of Vernon, located at 4305 Santa Fe Avenue in said
19 City.

SECTION 3:
The first posting of said notice shall be not
21 less than ten (10) days before the date of opening bids for the proposed work.
22 The notice shall distinctly state the materials to be furnished and the work
23 to be done.

SECTION 4:
The City Clerk of the City of Vernon shall
certify to the passage of this Resolution~ and thereupon and thereafter the
same shall be in full force and effect.
ADOPTED and APPROVED this 16th day of May, 1961.

NOTICE INVITING SEALED PROPOSALS OR
BIDS FOR RECONSTRUCTION OF 26TH STREET
FROM SANTA FE AVENUE TO MINERVA STREET.
IN ACCORDANCE WITH CONTRACT NO. 251 OF
THE CITY OF VERNON.
Pursuant to Resolution No. 2448 of the City of Vernon~ adopted on
the 16th day of May~ 1961, directing sam,e, notice is hereby given that
sealed proposals or bids will be received by the City of Vernon~ California~
at the office of the City Clerk of said City, at the City Hall~ 4305 Santa Fe
Avenue, until the hour of two (2) o'clock P.M.. on the 6th day of June, 1961,
for reconstruction of 26th Street from Santa Fe Avenue to Minerva Street~
in accordance with Contract No. 251 approved by said City. The proposals
will be publicly opened and read in the Council Chambers of the City Hall
located at 4305 Santa Fe Avenue, Vernon~ California, on the date and at the
time above mentioned. Specifications and contract documents may be
obtained at the above-mentioned office of the City Clerk upon payment of a
deposit of ten dollars ($10. 00) for each specification.
The Construction to be done and materials to be furnished under
said Contract No. 251 are approximately as follows:
Removing and disposing of cement concrete curb
Removing and disposing of 8" thick cement concrete
507 line ft.
gutter and driveway aprons and 8" thick asphalt and
cement concrete pavement
28~ 754 sq. ft.
Removing and disposing of ,3-1/2" thick cement con-
crete sidewalk
783 sq. ft.
310 cu. yd.
Excavating and disposing of earth
Constructing 8" thick cement concrete gutter, drive-
way aprons, and pavement
1, 767 sq. ft.
Constructing cement concrete curb, including
depressed curb
531 line ft.
Constructing asphalt concrete pavement
Constructing variable thickness asphalt concrete
1000 tons
pavement

Constructing 6" thick untreated rock base 1000 tons
Constructing 3-1/2" thick cement concrete sidewalk 1~ 400 sq. ft.
Reconstructing Type G-a catch basin 1 each
Resetting manhole frames and covers, to finished grade
5 each
The construction shall be in accordance with Plan No. A3-1581
and Contract No. 251 heretofore approved by the City Council of said City~
and now on file in the office of the City Clerk of said City~ a copy of which
may be secured fro.m the City Engineer of said City.
Bidders are hereby notified that~ pursuant to the provisions of
Sections 1770-1781, inclusive~ Labor Code of California, the City Council
of the City of Vernon has ascertained the general prevailing ,rate of per diem
wages and rates for legal holidays and, over-time work in the locality in
which this work is to. be performed~ for each craft or type of workman or
mechanic needed to execute the contract which will be awarded to the
successful bidder~ and that the Resolution establishing these prevailing
rates is on file with the City Clerk of the City of Vernon.
NO,tice is also hereby given that~ pursuant to the said Labor Code
of Califo.rnia, it shall be mandatory upon the Contractor to whom the contract
is awarded~ and upon any subcontractor under him~ to pay all laborers,
workmen~ or mechanics employed by them in the execution of the contract
not less than the said specified rates, which rates shall be included in the
contract to. the successful bidder.
Notice is further hereby given that all bidders may submit with
their bids a sworn statement of their financial responsibility, technical
ability and experience.
Such sworn statement may be required before
award is made to any particular bidde,r.
To be entitled to consideration, each bid submitted pursuant to this
notice shall be made out on a form to be obtained at the Office of the City
Engineer; shall be accompanied by a certified check~ draft or bid bond"
payable at a bank authorized to do. business in the State of California~ made
payable at sight to the City Clerk of the City of Vernon, in amount equal
to. ten per cent (100/&) of the bid submitted, shall be delivered to the City Clerk

1 of the City of Vernon in a sealed envelope at, or before, the time stated
2 herein~ and must be plainly marked "Proposal for Contract No. 2.51".
3 The above-mentioned check or bond shall be given as a guarantee
4 that the bidder will enter into a contract if awarded to him and will be
5 declared forfeited if the successful bidder refuses or neglects to enter into
6 a contract of the required form after being requested to do so by the City
7 Clerk of the City of Vernon~ California. The successful bidder will be
required to furnish a labor and material bond in an amount equal to fifty
percent (50%) of the Contract price~ and a faithful performance bond in
an amount equal to one hundred per cent (100%) of the Contract price.
Unless otherwise required by law~ no bidder may withdraw his
bid for a period of thirty (30) days after the date set for the opening thereof.
A deposit of ten dollars ($10. OO} will be required to secure the
Plans and Specifications~ as a guarantee that the Plans and Specifications
will be returned~ which deposit will be refunded in case same are returned
to the City in good condition not later than forty-eight (48) hours after the
bids on the work will have been opened.
The City of Vernon reserves the right to reject any and all bids
or waive any informality in the bid.
