This resolution shall not affect the existing c~peD.$a" 10 tion of any officer or employee not in this resolution specifically set forth. 11 SECTION z: Employees of the City of Vernon ahall 12 receive the compe~tion,J and, where authori~ed, the expense aUowances.. 13 as hereinafter set forth: 14 .(a) En~eering,J Traffic Engineering and. Street~parlment, Water and Sewer Systems. as in Schedule I. 15 16 17 18 19 (b) Fire Department, as in Schedule II. (e) pollee Department, as in Schedule III. (d) RealthDepartment, as in Schedule IV. (e) Miscellaneous Departments, as in.Schedule V. 20 Said Sehedules I through, V are attached to. this resolution and hereby in- 21 corporated a.s. a. part of this resolution as though herein set forth iB. full. 22 SECTION 3: The sala.ries herein set forth for the' several 23 offi.cers and employees. of the City of Verncm in the different departments shall 24 be infuIl force and effed from and after the 1st day of July, 1961. 25 26 27 SECTION 4: Wh.erever an allo.wance is made to any. em;- ployee for the u.seof his persorxa.l automobile, such allowance shall DQt be payable whenever the employee is on vacation or leave of abaenee, and the ~_.,..:".Jti:. automObilea.ll.a.nce reduced at stich tinles in pr-oporticJn to tlw time of absence. IECTION 5: Each employee of the City ahall be entitled to 10 working days ~ca:tion during the secon4 year of said serviC'eodeach year thereafter, at fu.ll pay. Permanent{ full-time empleyees, wh() have -1- .;' 1 completed 10 years of continuous service, will be granted 15 working days 2 annual vacation leave with pay. This does not apply to personnel who are 3 receiving three (3) weeks vacation under Resolution No. 1583. Nothing herein 4 contained shall b~ deemed to conflict with or impair the force and effect of 5 Resolution No. 1563. of the City of Vernon providing for three (3) weeks per 6 year paid vacation for employees of the City of Vernon whose duties require 7 them to work in the serVice of the City OIl.legallwlidays. 8 SECTION 6 : In any salary period in which any full-time 9 employees of the City of Vernon shall, for any reason, not work full time, 10 then the pay, s.alary or compensation of such employee shall be reciuced on 11 the following basis: 12 (a) . Where an employee is paid on a monthly salary b.asili. such 13 employee shall be paid the amount produced by multiplying the regular monthly 14 salary by a fraction havi:q.g as its demoninator the total number ofwor:ki.ng 15 days in the calendar month (in accordance with the regular work schedule of 16 the employee in question,) and as its numerator the total nmnberof daY'S 17 actually worked. "Days actually worked" for the purpose of this computation 18 shall include excused and paid absences as hereafter provided for, a$ well as 19 legal holidays to which the employee is entitled under his regular working 20 schedule during the pay period in question and so long as he is: employed by 21 the City of Vernon. (b) Where an employee is paid on a daily basis, nocompensa- tion shall be payable for any day or portion ofa day not worked. (c) !neither of the cases mentioned in sub '""sections (a) .a;nd (b) above, fractional parts of a day shall be computed on the basis of an: eight- hour day, excepting members of the Fire Department who &erve ona24-hour shift, and as to said latter employees fractional parts of a day shall be computed on the ba.sis of a 24-hour day. The pay of employees for 11 absent time shall remain in the sole discretion of the City Council. 12 SECTION 7: The City Council hereby makes the follow- 13 ing statement of policy relative to salaries and classifications set forth in 14 this resolution: 15 (a) Except as set forth in sub-section (b) whichfoIlo'Ws, pro- 16 motions or salary increases to higher grades are merit steps only and shall 17 be available to employees as recognition and reward for satisfactory serviCes; 18 (b) New employees shall start at the first step in the salary 19 range for their respective positions unless it is determined thatqua.lified 20 applicants are not available at the salary specified. for the first step or grade, 21 or that a specific applicant has special qualifications justifying a higher 22 starting rate beyond the first step or grade. New employees starting at the 23 beginning step shall be advanced to the second step of their salary range upon 24 completion of their probationary employment, which is hereby fixed at six 25 months. 26 27 (c) The promotion of an employee shall not result in reduction i p. pay, and the employee being promoted shall be classified in such manner that he receives the same or more pay for the position to. which he is promoted. (d) This: resolution expresses the general wage and alary pOlicy of the City of Vernon, and in conjunction with the accompanying working conditions for employees of the City of Vernon now existing, is deemed. to be fair and adequate.
