RESOLUTION NO. 2516
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
DIRECTING THE GIVING OF NOTICE INVITING SEALED PROPOSALS
OR BIDS FOR WELL NO. 14 - EQUIPMENT AND SITE IMPROVEMENT~
IN ACCORDANCE WITH CONTRACT NO. 264 OF THE CITY OF VERNON.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
SECTION 1:
The City Clerk of the City of Vernon is
hereby directed to give notice inviting sealed proposals or bids for Well No.
14 - Equipment and Site Improvement, in accordance with Contract No. 264,
and the Notice Inviting Sealed Proposals contained in said Contract No. 264;
SECTION 2:
There being no newspaper of general circula-
tion printed, published and circulated in the City of Vernon, the City Clerk
is hereby directed to postsaid notice, or cause the same to be posted, in
three (3) of the most public places in said City, to wit: the northwest
corner of 38th Street and Santa Fe Avenue; the northeast corner of Leonis
Boulevard and Pacific Boulevard, and on the bulletin board in the lobby of
the City Hall of the City of Vernon, located at 4305 Santa Fe Avenue in said
City.
SECTION 3:
The first posting of said Notice shall be not
less than ten (10) days before the date of opening bids for the proposed work.
The notice shall distinctly state the materials to be furnished and the work
to be done.
SECTION 4:
The City Clerk of the City of Vernon shall

certify to the passage of this Resolution, and thereupon and thereafter the
same shall be in full force and effect.

NOTICE INVITING SEALED PROPOSALS OR
BIDS FOR WELL NO. 14 - EQUIPlVIENT AND
SITE IMPROVEMENT" IN ACCORDANCE WITH
CONTRACT NO. 2640F THE CITY OF VERNON.
Pursuant to Resolution No. 2516 of the City of Vernon, adopted
on the 2nd day of January, 1962, directing same, notice is hereby given that
sealed proposals or bids will he received by the City of Vernon" California,
at the office of the City Clerk of said City, at City Hall, 4305 Santa Fe Avenue
until the hour of two (2) o'clock p. M., on the 6th day of February, 1962, for
Well No. 14 - Equipment and Site Improvement, in accordance with Contract
No. 264 approved by said City.
The proposals will be publicly opened and read in the Council
Chamhers of the City Hall located at 4305 Santa Fe Avenue, Vernon,
California, on the date and the time above mentioned. Specifications and
contract documents may be obtained at the above-mentioned office of the City
Clerk upon payment of a deposit of ten dollars ($10.00) for each specification.
The construction to be done and the materials to be furnished unde
said Contract No. 264 are divided into the following schedules:
Schedule I
Furnish and install one 300 h. p. deep-well centrifugal
pump with motor plus other miscellaneous work as
detailed in Schedule I of the Special Provisions.
Schedule II Furnish and install primary motor controls, plus
other miscellaneous work as detailed in Schedule II
of the Special Provisions and Dwg. B5-1605.
Schedule III Furnish and install approximately 75 linear feet of
12-inch piping, including valves and sand separator,
plus other miscellaneous work, as detailed in
Schedule III of the Spe cial Provisions and Dw g.
B5 -1605.
Schedule IV Site improvement including approximately 260 linear
feet of retaining wall, approximately 260 linear feet
of chain-link fence, a control buikling, painting and
mis cellaneous grading and paving as detailed in

Schedule IV of the Special Provisions and Dwg.
B5-1605.
A bidder may bid on any individual schedule or any combination of
schedules or he may qualify his bid in anyway with respect to the combination
of schedules for which he will accept an award. A bid will not be considered
for less than all of the items in anyone schedule.
The construction shall be in accordance with Plans No. B5-1605
and Contract No. 264 heretofore approved by the City Council of said City,
and now on file in the office of the City Clerk of said City, a copy of which
may be secured from the City Engineer of said City.
Bidders are hereby notified that, pursuant to the provisions of
Sections 1770-1781, inclusive, Labor Code of California, the City Council
of the City of Vernon has ascertained the general prevailing rate of per diem
wages and rates for legal holidays and over-time work in the locality in
which this work is to be performed, for each craft or type of workman or
mechanic needed to execute the contract which will be awarded to the
successful bidder, and that the Resolution establishing these prevailing rates
is on file with the City Clerk of the City of Vernon.
Notice is also hereby given that, pursuant to said Labor Code
of Cali:fOrnia, it shall be mandatory upon the Contractor to whom the contract
is awarded, and upon any subcontractor under him, to pay all laborers,
workmen, or mechanics employed by them in the execution of the con ract
not less than the said specified rates, which rates shall be included in the
contract to the s uccessful bidder.
Notice is further hereby given that all bidders may submit with
their bids a sworn statement of their financial responsibility, technical
ability and experience. Such sworn statement may be required before award
is made to any particular bidder.
To be entitled to consideration, each bid submitted pursuant to
this notice shall be made out on a form to be obtained at the Office of the
City Engineer; shall be accompanied by a certified check, draft or bid bond,
payable at a bank authorized to do business in the State of California, made

payable at sight to the City Clerk of the City of Vernon, in amount equal to
ten per cent (100/0) of the bid submitted, shall be delivered to the City Clerk
of the City of Vernon in a sealed envelope at, or before, the time stated
herein, and must be plainly marked "Proposal for Contract No. 264".
The above-mentioned check or bond shall be given as a guarantee
that the bidder w ill enter into a contract if awarded to him and w ill be
declared forfeited if the successful bidder refuses or neglects to enter into
a contract of the required form after being requested to do so by the City Clerk
of the City of Vernon, California. The successful bidder will be required to
furnish a labor and material bond in an amount equal to fifty per cent (50%)
of the Contract price, and a faithful performance bond in an amount equal to
one hundred per cent (100%) of the Contract price.
Unless otherw ise required by law, no bidder may withdraw his
bid for a period of thirty (30) days after the date set for the opening thereof.
A deposit of ten dollars ($10.00) will be required to secure the
Plans and Specifications, as a guarantee that the Plans and Specifications
will be returned, which deposit will be refunded in case same are returned
to the City in good condition not later than forty-eight (48) hours after the
bids on the work will have been opened.
The City of Vernon reserves the right to reject any and all bids
or waive any informality in the bid.
