A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
DIRECTING THE GIVING OF NOTICE INVITING SEALED PROPOSALS
OR BIDS FOR TRAFFIC SIGNAL INSTALLATION AT THE INTERSECTION
OF PACIFIC BOULEVARP AND LEONIS BOULEVARD. IN ACCORDANCE
WITH CONTRACT NO. 276 OF THE CITY OF VERNON.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
SECTION 1:

The City. Clerk of the City of Vernon is hereby
7 directed to give notice inviting sealed proposals or bids for traffi<;signal
8 installation at the inters.ection of Pacific Boulevard and Leonis Boulevard"
9 in accordance with Contract No. 276, and the Notice Inviting Sealed Proposals
10 contained in said Contract No. 276.

SECTION 2:
There being no new spaper of. general circula-
tion printed, published and circulated in the City of Vernon. the City Clerk
is hereby directed to post said notice" or cause the same to be posted" in
three (3) of the most public places in said City, to wit: the northwest corner
of 38th Street and Santa Fe Avenue; the northe.astcorner of Leonis Boulevard
and Pacific Boulevard; and on the bulletin board in the lobby of the City Hall
of the City of Vernon, located at 4305 Santa Fe Avenue in said City.
SECTION 3:
The first posting of said notice shall be not
less than ten (10) days before the date of opening bids for the proposed work.
The notice shall distinctly state the materials to be furnished and the work
to be done.
SECTION 4:
The City Clerk of the City of Vernon shall
certify to the passage of this Resolution, and thereupon and thereafter the
same shall be in full force and effect.
ADOPTED and APPROVED this 3rd day of April, 1962.

ACCD.RDANCE WITH CONTRACT NO. 276
OF THE CITY OF VERNON.
Pursuant to Resolution No. 2540 of the City of Vernon, adopted on
the 3rd day of April" 1962" directing same, notice is hereby given that sealed
proposals or bids will be received by the City of Vernon" California" at the
office of the City Clerk of said City, at the City Hall, 4305 Santa Fe Avenue,
until the hour of two (2) o'clock P. M." on the 17th day of April" 1962, for
traffic signal installation at the intersection of Pacific Boulevard and Leonis
Boulevard" in accordance with Contract No. 276 approved by said City. The
proposals will be publicly opened and read in the Council Chambers of the
City Hall located at 4305 Santa Fe Avenue, Vernon" California, on the date
14 and at the time above mentioned. Specifications and contract documents

may be obtained at the above-mentioned office of the City Clerk upon payment
of a deposit of ten dollars ($10. OQ} for each specification.
The construction to be done and materials to be furnished under said
Contract No. 276 are approximately as follows:
Install signals" foundations, controller" cabinets. conduit,con-
ductors" detectors and do all appurtenant work as shown on Plan No. T 1646.
The construction shall be in accordance with Plan No. T 1646 and
Contract No. 276 heretofore approved by the City Council of said City, and
now on file in the office of the City Clerk of said City, a copy of which may
be secured from the City Engine.er of said City.
Bidders are hereby notified that" pursuant to the provisions of
Sections 1770-1781" inclusive, Labor Code of California" the City Council
of the City of Vernon has ascertained the general prevailing rate of per diem
wages and rates for legal holidays and over-time work in the locality in which
this work is to be performed, for each craft or type of workman or mechanic
needed to execute the contract which will be awarded to the successful bidder"
and that th.e Resolution establishing these prevailing rates is on file with the
City Clerk of the City of Vernon.

1 Notice is also hereby given that" pursuant to said Labor Code of
2 California" it shall be mandatory upon the Contractor to whom the contra.ct
3 is awarded, and upon any suhcontractor under him, to pay all laborers"
4 workmen, or mechanics employed by them in the execution of the contract
5 not less than the said specified rates, which rates shall be included in the
6 . contraCt to the successful bidder.
7 Notice is further hereby given that all bidders may submit with
8 their bids a sworn statement of their financial responsibility, technical
9 ability and experience. Such sworn statement may be required before
award is made to any particular bidder.
To be entitled to consideration, each bid submitted pursuant to this
notice shall be made out on a form to be obtained at the Office of the City
Engineer; shall be accompanied by a certified check, draft or bid bond,
payable at a bank authorized to do business in the State of California, made
payable at sight to the City Clerk of the City of Vernon, in a.mount equal to
ten per cent (100/0) of the bid submitted" shall be delivered to the City Clerk
of the City of Vernon in a sealed envelope at, or before, the time stated
herein" and must be plainly marked'Proposal for Contract No. 276".
The above-mentioned check or bond shall be given as a guarantee
that the bidder will enter into a contract if awarded to him and will be
declared forfeited if the successful bidder refuses or neglects to enter into
a contract of the required fo.rm after being requested to do so by the City

required to furnish a labor and material bond in an amount equal to fifty
per cent (50%) of the Contract price, and a faithful performance bond in an
amount equal to one hundred percent (1000/0) of the Contract price.
Unless otherwise required by law" no. bidder may withdraw his bid
for a period of thirty (30) days after the date set for the opening thereof.
A deposit of ten dollars ($10.00) will be required to secure the Plans
and Specifications, as. a guarantee that the Plans and Specifications will be
returned, which deposit will be refunded in case same are returned to the
City in good condition not later than forty-eight (48) hours after the bids on

2 The City of Vernon reserves the right to reject any and all
3 bids or waive any informality in the bid.
