2 A RESOLUTION OF THE CITY COUNCIL.OF THE CITY OF VERNON FIXING
THE COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY AS OF
3.JULY 1, 1962, AUTHORIZING CERTAIN EXPENSE ALLOWANCES~ AND
REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH.

5 THE CITY COUNCIL OF THE CITY'OF VERNON RESOLVES AS FOLLOWS:

SECTION 1:
Effective July 1, 1962~ the following employee
7 of the City of Vernon shall receive the compensation or salary hereinafter
8 set forth. This resolution shall not affect the existing compensation of any
9 officer or empl.oyee not in this resoluti.on specifically set forth..
SECTION .2:
Employees of the City of Vernanshall receive
11 the compensation, and, where .authorized, the expense allowances~ as here-
12 inafter set forth:

shall be in full force and effect fr.om and after the 1st day of July, 1962.

Wherever an all.owance is made to any
his personal automobile, such allowance Shall not
be payable whenever the empl.oyee is on vacation or leave of absence~ and
the automobUea.llowance is reduced at such times in proportion to tb.e time
of absence.
SECTION 5:
Each employee of the City shall be entiUed
to 10 working days vacation during the second year of said service andea.ch
year thereafter, at full pay.
Permanent~ full-time employees, wh.o have
completed 10 years of continuous service, will be granted 15 working days

receiving three (3) weeks vacation under Resolution No. 1583. Nothing
herein contained shall be deemed to conflict with or impair th.e force' and effect
of Resolution NO. 1583 of the City of Verno.n providing for three (3) weeks
per year paid vacation for employees of the City of Vernon w hose duties
require them to work in the service of the Cltyon legal holidays.
SECTION 6:
In any salary period in w hich any fUll-time
employees of the City of Vernon shall.. for any reason.. not work full time,
then t.he pay, salary or compensation of such employees shall be reduced on
the following baJiis:
(a)
Wherea:n employee is paid ona monthly salary basis, such
employee shall be paid the amount produced by multiplying there-gular
monthly salary bya fraction having as its denominator the totalnumher of
working days in the calendar month. (in accordance with the regular work
schedule of the employee in question) and as its nllmeraror the total number
of days a.ctually worked. ttPaysactually wo.rked" for th.e purpose of this
computation shall include excused and paid absences as hereafter provided.
for, as well as legal hoUdays to which the employee is entitled under his
regular working .schedule during th.e pay period in question and so long as
he is employed by the City of Vernon. Provided, that" when suchempIoyae
is hired or his employment is terminated after the beginning or before the
end of a salary pe rlod, no salary shall be payable on account of any days
pre. ceding such hiring, or for any days following such termination.
(b) Wh.ere an employe.e is paid on a daily basts, no compens.a.tion
shall be payable foranyrla.yor portion of a day not worked.
(c) In either of the cases mentioned in sub-sectio.us (a) and (b)
above,fractionaLparts of a day shall be computed on the baJiisof an eight-
hour day, excepting members of th.e Fire Department who serve on. a 2.4...h:our
shift, and as to said latter employees fractional parts. of a day shall be
computed on the basisofa 24-hour day.
Cd} "Absence" as used ~n this section shall include.. without
being limited to.., leaves of abs.ence, suspensions and employees whose

employment commences or terminates during a pay, salary or wage period.
(e) As an exception to the general rule.S for deduction or loss
3 of pay for absences as above defined, any department head may, for good
4 cause aadetermin.ed by such department head, certify for full pay an
5 employee who nas been absent during a pay, salary or wage period.
6 Wh.enevera department h:eadcertifies for pay an absence
70f an employee, he shall attach to the payroll demand a statement of the
8 reason for paying s.aid employee w hileabsent, his monthly rate of pay,
9 leng.taofservice with the City, and number of days. absent. The pay of
10 employeeS for absent time shall remain in the sole discretion of. the City
11 Council.

(a) Except asset forth in sub-sectiQn (b) which follows,
promotions. or salary increases to higher grades are merit steps only
and shall beavaUab~e to employees as recognition and reward for
satisfactQry services;
(b) New employees . shall start at th..e first step in the salary
range for their respective pOSitions unless it is determined that qualified
applicants are not available at the salary specified .for the first step or
grade. or that aspacific applicant has special qualifications justifying a
higher starting rate beyond the first step or grade. New employees. start-
ing at the beginntngstep or grade shall be advanced to the second step. Qr
grade of their salary range effective the first day of the calendar month
next following th..e satisfactory complet.ion of their probationary employment,
which is hereby ftxedat twelve (12) months.
(c) Promotions to tne next step or grade of the employee's
respective salary range shall be effective not earlier than the first day of
the calendar monthn.ext follow ingthe completion of satisfactory servi~ and
the authorization of said promotion. It is intended that such promotion
be effe dive the first day of the calendar month.

6 conditions for employees of the City of Vernon now existing, is deemed to'
7 be fair and adequate. It is not anticipated that adj ustme.nts in said salary
8 scales will be necessary, except as to. casesinvolvingadditionalresponsi-:
9 bility, exceptional merit" or other special circumstances.

The City Engineer, ;;Lnd Civil Engineers., must posaestt .a valid
certificate of registration as a civil engineer, issued by the Califomia
state Board of Registration for Civil ana Professional Engineers.
The land Surveyor must possess a valid land surveyor's: Ueena-e
issued byth.eCalifornia State Board of .Registration forCivU and Pro-
fessional Engineers.
In addition to said salariea, the City Engineer, the Superintendent,
Water and'Sewer Systems, and tb.:e Traffic Engineer, when authorized in
advance by the City Council, shall receive, when using .their own motQr
vehicles in the aervice of the City~an additional sum of $75.00 per mou.th
and Civil Engineers, Civil Engineering Mso.ciates, Civil Engineering
Assiatants, Foreman, Construction IMpectors, .Engineering Aides rand
II, when so authorized, shall receive, wlten uaing their own motor vehicles
in the service of the City~an. additional aum of $30.00, $50.00 or $75.00
per month, depe.ndingon the amount so authorlzed. Provided, the City
Council shall, by specific action, otherwise determine otllermethodsof
reimbursing personnel of the Engineering, Traffic Engineering and Street
:Department.. and Sewer and Water Systems.. for use of their own motQr
vehicles in the service of the City. The City shall not be res.ponsible for
repairs or any additional costs fOT upkeep.. fuel, ll,lbrication.. replacement
in. w hole or in part, or other expenses in conneclion with any such vehicle
beyond the respective amounts set forth in this paragraph.
Foremen and Utility Men in the Engineering~ Traffic Engineering
and Street D.epartment, and Water and Sew er Systems,. when required to
work tlours in addition to ttloae regularly established for their respective
job classifications,ahall be paid an hourly rate for such additional work
computed by dividingtlle monthly salary of the employee by 20 (hereby
assuming a 20-dayworking month in .allcases}and paying at tnera.OO of
1/8 of .the qUQtient so obtained for each hour of additional work.

The :e ullding
Engineer and Inspector, w hen authorized. in advance by the CltyCouncl1,
shall receive, when USing his own motor vehicle in the service of the City,
an additional sum of $85. 00 pe r month. The Senior Building Inspectors and
the Building Inspectors:, when authorized in. advance by the City. Council, shall
receive~ when using their own motor vehicles in the service of the City, an
addltionalsumof $75.00 per month. The City shall not be responSible for
repairs or any additional cost for upkeep, fuel, lubrication, replacement in
whole or in part, or other expenses in connedionwithany such vehicles
beyond the amount .setforth in this paragraph.
