RESOLUTION NO. 1912
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MAYWOOD, CALIFORNIA, IN OPPOSITION TO
ADOPTION OF SENATE BILLS 285 AND 286.
WHEREAS, Senator Donald L. Grunsky bas presented two new sections
to the State Education Code, listed as Senate Bill 285 and 286. SB 285
prohibits without prior consent of district governing board the removal of
territory comprising the area of a city from any unified school district
the governing board of 'Which is aboard of education provided by a City
Charter.
S:8286 prohibits without prior consent of governing board, with-
drawal of territory from a unified school district formed under optional
reorganization provisions, during tOe first five years following the effective
date of its formation for all purposes.
WHEREAS, the City Council of tr.e City of Maywood deell1S the proVisions
of Senate Bills 285 and 286 to be disastrou.s to any district if put into
effect because City boundaries and school district boundaries are not as
coterminous . Withdrawal from a un'ified district would be im.possible, wi th-
out consent of the governing board, and could be arbitrarily prevented even
in cases where withdrawal from a unified district would be clearly in the
interest of the Children and citizens of the area which wishes to withdraw.
WrIEREAS, the City CounciJ. of the City of ~'1aywood, California, desires
to eXPress its opposition on behalf of t~ people of Maywood to the adoption
of these bills.
NOW, THEREFORE, THE CITY COUNCIL OF THE ClTY OF MAYWOOD DOES RESOLVE,
AS FOLLOWS:
SECTION 1: That the City Council on behalf of the City of Maywood
expret;>ses its opposition to the adoption of Senate Bills 285 and 286.
SECTION 2: The City Clerk is hereby di.rected to forward a certified
copy of this resolution to the Honorable Thomas M. Rees, California State
Senator for the 38th District and the Honorable AssemblYman George Willson
Assemblyman for the 52nd District.
SECTION }: The City Clerk of the Ci'cy of Haywood shall certify to
the adoption of this Resolution and thenceforth and thereafter the same
shall be in full force and effect.
PASSED, APPROVED .AND ADOPTED this 12th day-of March, 1963.
