RESOLUTION NO. 2'657
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
APPROVING CONTRACT NO. 256 FOR THE INSTALLATION OF A SEWER
IN SANTA FE A VENUE (25th STREET TO 37th STREET), IN THE CITY OF
VERNON~ AND DETERMINING THE GENERAL PREVAILING RATE OF PER
DIEM WAGES.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, . under date of September 11, 1963, Arthur E. Nelson,
Jr. City Engineer, presented Contract No. 256 to the City Council for
the installation of a ::sewer in Santa Fe Avenue (25th Street to 37th Street),
and
WHEREAS, the City Council of the City of Vernon has investigated
the general prevailing rate of per diem wages to be paid for the work done
under said Contract No. 256.
NOW~ THEREFORE~ BE IT RESOLVED:
SECTIONl:
That Contract No. 256 be, and the same is
hereby approved for the installation of a sewer in Santa Fe Avenue (25th
Street to 37th Street).
SECTION 2:

The City Council of the City of Vernon has
ascertained and does hereby find and declare that the general prevailing
rate per diem for wages for laborers, workmen and mechanics employed
by contractors and subcontractors, for the doing of any work set forth in
Contract No. 256~ are those wage rate schedules contained in said Contract.
SECTION 3: The City Clerk of the City of Vernon shall

STREET TO 37TH STREET" IN ACCORDANCE
WITH CONTRACT NO. 256 OF THE CITY OF
VERNON
Pursuant to Resolution No. 2657 of the City of Vernon" adopted on
the 17th day of September" 1963" directing same" notice is hereby given that
sealed proposals or bids will be received by the City of Vernon" California
at the office of the City Clerk, 4305 Santa Fe Avenue" until the hour of two
(2) o'clock P. M." on the 1st day of October" 1963" for the construction of
Santa Fe Avenue Sewer (25th Street to 37th Street) and appurtenances" in
accordance with Contract No. 256 approved by said City. The proposals
will be publicly opened and read in the Council Chambers of the City Hall
located at 4305 Santa Fe Avenue" Vernon, California" on the date and at the
time above mentioned. Specifications and contract documents may be
obtained at the above mentioned office of the City Clerk upon payment of a
deposit of ten dollars ($10.00) for each specification.
The construction to be done and materials to be furnished under said
Contract No. 256 are approximately as follows:
18" diameter vitrified clay pipe sewer" complete in place
2163 lin. ft.
15" diameter vitrified clay pipe sewer" complete in place
51 lin. ft.
6" diameter vitrified clay pipe sewer" complete in place
98 lin. ft.
Standard Manhole "B"" complete in place

The construction shall be in accordance with Plans No. S-1588 and
Contract No. 256 heretofore approved by the City Council of said City, and

3 Bidders are hereby notified that, pursuant to the provisions of
4 Sections 1770-1781, inclusive, Labor Code of California, the City Council
of the City of Vernon has ascertained the general prevailing rate of per diem
wages and rates for legal holidays and over-time work in the locality in
which this work is to be performed, for each craft or type of workman or
mechanic needed to execute the contract which will be awarded to the suc-
cessful bidder, and that the Resolution establishing these prevailing rates

rate not less than $2.60 per hour.
Overtime - not less than one and one-half (l1/2) times the above
rates.

Notice is also hereby given that, pursuant to said Labor Code of
California~ it shall be mandatory upon the Contractor to whom the con-
tract is awarded, and upon any subcontractor under him~ to pay all
laborers~ workmen, or mechanics employed by them in the execution
of the contract not less than the said specified rates, which rates shall
be included in the contract to the successful bidder.
Nonce is further hereby given that all bidders may submit with
their bids a sworn statement of their financial responsibili!y~ technical
ability and experience. Such sworn statement may be required before
award is made to any particular bidder.
To be entitled to consideration ~ each bid submitted pursuant to
this notice shall be made out on a form to be obtained at the Office of the
City Engineer; shall be accompanied by a certified check~ draft or bid
bond~ payable at a bank authorized to do business in the State of Cali-
fornia~ made payable at sight to the City Clerk of the City of Vernon~ in
amount equal to ten per cent (10%) of the bid submitted~ shall be delivered

The above mentioned check or bond shall be given as a guarantee
that the bidder will enter into a contract if awarded to him and will be de...
clared forfeited if the successful bidder refuses or neglects to enter into a
contract of the required form after being requested to do so by the City
Clerk of the City of Vernon# California. The successful bidder will be
required to furnish a labor and material bond in an amount equal to fifty
per cent (50%) of the Contract price# and a faithful performance bond in an
amount equal to one hundred per cent (100%) of the Contract price.
Unless otherwise required by law# no bidder may withdraw his bid
fora period of thirty (30) days after the date set for the opening thereof.
A deposit of ten dollars ($10. 00) will be required to secure the Plans
and Specifications# as a gu~u~antee that .the..l:dans and Specifications will be
returned# which deposit will be refunded in case same are returned to the
City in good condition not later than forty"'eight (48) hours after the bids on
the work will have been opened.
The City of Vernon reserves the right to reject any and all bids or
waive any informality in the bid.
