TRAFFIC ENGINEER AND SUPERINTENDENT OF WATER AND SEWER SYST:E MS~ 5 6 7 8 9 10 11 12 T HE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: Effective September 1st. 1963: SECTION 1: The City Engineer of the City of Vernon shall be " . the department head of the Engineering Department of the City of Vernon, and shall have. subject to the control and direction of the City Council. the super... vision and control of the profes siona1 engineering work performed by said .. 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 department, and of the personnel. equipment and facilities engaged in said work. with the exception of the personnel specifically assigned to the Traffic Engineer in Section 2 below. and shall be responsible for the assignment of work to and evaluation of such personnel. and recommendations to the City Council respecting their wages. salaries" werking canditi~ms. discipline and promotions, and shall perform such other duties as may be assigned to the City Engineer by the City Council. ",,- 1 cipline and promotions, and shall perform such other duties as may be 2 assigned to the Traffic Engineer by the City Council. 3 4 SECTION 3: The Superintendent .f Water and Sewer Systems 5 shall be the department head of the Water and Sewer Departments, and shall 6 have, subject to the control and direction of the City Council, the supervision 7 8 and control of the operation and maintenance of the water, sewer and storm 9 drain systems of Ithe City of Vernon, and of all skilled, semi-skilled and un.. 10 11 skilled laborers and foremen engaged in or as signed to street repairs, clean- ing or maintenance, warehouse, shops and stores, \~ter Department work, or 12 other work done by such outside crews; and said Superintendent shall have the 13 supervision and direction of all personnel, equipment and facilities engaged in 14 said :Work, and shall be responsible for the assignment of work to, and evalua.. 15 16 tion of such personnel, and recommendations to the City Council respecting 17 18 their wages, salaries, working conditions, discipline and promotions, and shall perform such other duties as may be assigned to the Superintendent of 19 20 Water and SeWer Systems by the City Council. 21 SECTION -4: .... p It is the intention of the City Council to allocate in 22 23 24 this resolution specific areas of responsibility to the department heads named .. in Sections I, 2 and 3 above, provided further, that there shall be no deviation 25 from said responsibilities and duties, and no substitute shall act in the place of 26 27 28 29 30 any of said department heads except where the'department head whose responsh bility is being taken over is unavailable and the circumstances are such as to require prompt or immediate exercise of authority.
