RESOLUTION NO. 2677
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROV
ING CONTRACT NO. 298 FOR THE REMODELING OF TRAFFIC SIGNALS AT
THE INTERSECTION OF DOWNEY ROAD AND LEONIS BOULEVARD AND
DIRECTING THE GIVING OF NOTICE INVITING SEALED PROPOSALS OR
BIDS IN ACCORDANCE WITH CONTRACT NO. 298 OF THE CITY OF VERNON
8 WHEREAS~ under date of December 18~ 1963~ D. D. Grayson~
9 Traffic Engineer~ submitted to the City Council Contract No. 298 for the
10 remodeling of traffic signals at the intersection ot Downey Road and Leonis
11 Boulevard and recommended approval thereof; and
12 WHEREAS~ the City Council of the City of Vernon has investigated
13 the general prevailing rate of per diem wages to be paid for the work done
14 under said Contract No. 298;
15 NOW. THEREFORE. BE IT RESOLVED:

SECTION 1:
That Contract No. 298 and Plan No. T 1711 be~
17 and the same are hereby approved for the remodeling of traffic signals at the
18 intersection of Downey Road and Leonis Boulevard.

SECTION 2:
The City Council of the City of Vernon has
20 ascertained and does hereby find and declare that the general prevailing rate
21 per diem for wages for laborers. workmen and mechanics employed by
22 contractors and subcontractors~ for the doing of any work set forth in Contract
23 No. 298 are those wage rate schedules contained in said Contract No. 298.

SECTION 3:
The City Clerk of the City of Vernon is hereby
directed to give notice inviting sealed proposals or bids for the remodeling of
traffic signals at the intersection of Downey Road and Leonis Boulevard in
accordance with Contract No. 298~ and the Notice Inviting Sealed Proposals
contained in said Contract No. 298.
SECTION 4:
There being no newspaper of general circula-
tion printed.. published and circulated in the City of Vernon.. the City Clerk is
hereby directed to post said Notice.. or cause the same to be posted.. in three
(3) of the most public places in said City.. to wit: at the northwest caner of

4 SECTION 5: The first posting of said Notice shall be not
5 less than ten (10) days before the date of opening bids for the proposed work.
6 The Notice shall distinctly state the materials to be furnished and the work to
7 be done.

SECTION t;J:
The City Clerk of the City of Vernon shall
9 certify to the passage of this Resolution" and thereupon and thereafter the same
10 shall be in full force and effect.

NOTICE INVITING SEALED PROPOSALS OR BIDS FOR
REMODELING TRAFFIC SIGNALS AT THE INTERSEC-
TION OF DOWNEY ROAD AND LEONIS BOULEV ARD~
IN ACCORDANCE WITH CONTRACT NO. 298 OF THE
CITY OF VERNON.
Pursuant to Resolution No. 2677 of the City of Vernon~ adopted on
the 7th day of January~ 1964~ directing same~ notice is hereby given that seal-
ed proposals or bids will be received by the City of Vernon~ California~ at the
office of the City Clerk~ 4305 Santa Fe Avenue~ until the hour of two (2)
o'clockP.Mu on the 21st day of January~ 1964~ for the remodeling of traffic
signals at Downey Road at Leonis Boulevard~ in accordance with Contract No.
298 approved by said City. The proposals will be publicly opened and read in
the Council Chambers located at 4305 Santa Fe Avenue~ Vernon~ California~ on
the date and at the time mentioned above. Specifications and contract documen1 s
may be obtained at the office of the City Clerk upon payment of ten dollars
($10.00) for each specification.
The construction to be done and materials tobe furnished under said
Contract No. 298 are approximately as follows: remove existing signal con-
troller ~ install induction loops~ post mounted cabinet~ new signal controller ~
vehicle detector sensing units~ vehicle detector power supply~ conduit and
conductors~ and do all appurtenant work as shown on Plan No. T 1711.
The construction shall be in accordance with~lan No. T 1711 and
Contract No. 298~ heretofore approved by the City Council of said City~ and
now on file in the office of the City Clerk of said City~ a copy of which may be
secured from the City Engineer of said City.
To be entitled to consideration~ each bid submitted pursuant t.
this notice shall be made out on a form to be obtained at the Office of the City
Engineer; shall be accomplanied by a certified check~ draft or bid bond~ payabl ~
at a bank authorized to do business in the State of California~ made payable at
sight to the City Clerk of the City of Vernon~ in amount equal to ten per cent
(100/0) of the bid submitted~ shall be delivered to the City Clerk of the City of

1 Vernon in a sealed envelope atl or before, the time stated herein, and must be
2 plainly marked "Proposal for Contract No. 298".
3 The above-mentioned check or bond shall be given as a guarantee
4 I that the bidder will enter into a contract if awarded to him and will be
5 declared forfeited if the successful bidder refuses or neglects to enter into
6 a contract of the required form after being requested to do so by the City
7 Clerk of the City of Vernon, Califbrnia. The successful bidder will be

required to furnish a labor and material bond in an amount equal to fifty per
cent (500/'0) of the Contract price, and a faithful performance bond in an amount
equal to one hundred per cent (1000/'0) of the Contract price.
Unless otherwise required by law, no bidder may withdraw his
bid for a period of thirty (30) days after the date set for the opening thereof.
A deposit of ten dollar s ($10. 00) will be required to secure the
Plans and Specifications, as a guarantee that the Plans and Specifications will
be returned, which deposit will be refunded in case same are returned to the
City in good condition not later than forty-eight (48) hours after the bids on the
work will have been opened.
The City of Vernon reserves the right to reject any and all bids
or waive any informality in the bid.
