RESOLUTION NO. 2691
3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROV-
ING CONTRACT NO. 299 FOR THE REMODELING OF TRAFFIC SIGNALS AT
4 THE INTERSECTION OF DOWNEY ROAD AND FRUITLAND A VENUE AND
DIRECTING THE GIVING OF NOTICE INVITING SEALED PROPOSALS OR BIDS
5 IN ACCORDANCE WITH CONTRACT NO. 299 OF THE CITY OF VERNON.
6 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
7 WHEREAS, under date of March 4, 1964, D. D. Grayson. Traffic
8 Engineer, submitted to the City Council Contract No. 299 for the remodeling of
9 traffic signals at the intersection of Downey Road and Fruitland Avenue and
10 recommended approval thereof; and
11 WHEREAS, the City Council of the City of Vernon has investigated
12 the general prevailing rate of per diem wages to be paid for the work done
13 under said Contract No. 299;
14 NOWl' THEREFOREl' BE IT RESOLVED:

SECTION 1:
That Contract No. 299 be, and the same is
16 hereby approved for the remodeling of traffic signals at the intersection of
17 Downey Road and Fruitland Avenue.

SECTION 2:
The City Council of the City of Vernon has
ascertained and does hereby find and declare that the general prevailing rate
per diem for wages for laborers, workmen and mechanics employed by
contractors and subcontractors, for the doing of any work set forth in Contract
No. 299 are those wage rate schedules contained in said Contract No. 299.
SECTION 3:
The City Clerk of the City of Vernon is hereby
directed to give notice inviting sealed proposals or bids for the remodeling of
traffic signals at the intersection of Downey Road and Fruitland Avenue in
accordance with Contract No. 299. and the Notice Inviting Sealed Proposals
contained in said Contract No. 299.
SECTION 4:
There being no newspaper of general circulation
printed. published and circulated in the City of Vernon, the City Clerk is hereb
directed to post said Noticel' or cause the same to be postedl' in three (3) of the
most public places in said City~ to wit: at the northwest corner of 38th Street
and Santa Fe Avenue; at the northeast corner of Leonis Boulevard and Pacific

SECTION 5:
The first posting of said Notice shall be not
4 less than ten (10) days before the date of opening bids for the proposed work.
5 The Notice shall distinctly state the materials to be furnished and the work to
6 be done.

SECTION 6:
The City Clerk of the City of Vernon shall
8 certify to the passage of this Resolution" and thereupon and thereafter the same
9 shall be in full force and effect.
10 ADOPTED AND APPROVED this 17th day of March" 1964.

NOTICE INVITING SEALED PROPOSALS OR BIDS FOR
REMODELING TRAFFIC SIGNALS AT THE INTERSECTION
OF DOWNEY ROAp AND FRUITLAND AVENUE~ IN
ACCORDANCE WITH CONTRACT NO. 299 OF THE CITY
OF VERNON..
Pursuant to Resolution No.. 2691 of the City of Vernon~ adopted on
the 17th day of March~ 1964~ directing same~ notice is hereby given that sealed
proposals or bids will be received by the City of Vernon.. California~ at the
office of the City Clerk~ 4305 Santa Fe Avenue.. until the hour of two (2) olclock
p.. M... on the 7th day of April~ 1964~ for the remodeling of traffic signals at
Downey Road at Fruitland Avenue~ in accordance with Contract No. 299 approve
by said City. The proposals will be publicly opened and read in the Council
Chambers located at 4305 Santa Fe Avenue.. Vernon.. California.. on the date and
at the time mentioned above. Specifications and contract documents may be
obtained at the office of the City Clerk upon payment of Ten Dollars ($10.00)
for each specification.
The construction to be done and materials to be furnished under sai
Contract No. 299 are approximately as follows: remove existing signal control.
ler.. install induction loops.. post mounted cabinet~ new signal controller..
vehicle detector sensing units.. vehicle detector power supply.. conduit and con-
ductors.. and do all appurtenant work as shown on Plan No.. T 1712.
The construction shall be in accordance with Plan No. T 1712 and
Contract No. 299.. heretofore approved by the City Council of said City.. and
now on file in the office of the City Clerk of said City~ a copy of which may be
secured from the City Engineer of said City.
To be entitled to consideration.. each bid submitted pursuant to this
Notice shall be made out on a form to be obtained at the Office of the City
Engineer; shall be accompanied by a certified check~ draft or bid bond.. payable
at a bank authorized to do business in the State of California~ made payable at
sight to the City Clerk of the City of Vernon.. in amount equal to pen percent
(10%) of the bid submitted.. shall be delivered to the City Clerk of the City of

Vernon in a sealed envelope at# or before~ the time stated herein~ and must be
plainly marked "Proposal for Contract No. 299".
The above-mentioned check or bond shall be given as a guarantee
that the bidder will enter into a contract if awarded to him and will be declared
forfeited if the successful bidder refuses or neglects to enter into a contract of
the required form after being requested to do so by the City Clerk of the City of
Vernon# California. The successful bidder will be required to furnish a labor
and material bond in an amount equal to fifty percent (50%) of the Contract price
and a faithful performance bond in an amount equal to one hundred percent
(100%) of the Contract price.
Unless otherwise required by law# no bidder may withdraw his bid
for a period of thirty (30) days after the date set for the opening thereof.
A deposit of Ten Dollars ($10. 00) will be required to secure the
Plans and Specifications# as a guarantee that the Plans and Specifications will
be returned~ which deposit will be refunded in case same are returned to the
City in good condition not later than forty-eight (48) hours after the bids on the
work will have been opened.
The City of Vernon reserves the right to reject any and all bids or
waive any informality in the bid.
Dated at the Office of the City Clerk of the City of Vernon this 17th
day of March~ 1964.
