This Resolution shall not affect the existing compensation of any officer 9 or employee not in this Resolution specifically set forth. 10 SECTION 2: Employees of the City of Vernon shall receive 11 the compensation,? and_ where authorized_ the expense allowances. as herein- 12 after set forth: 13 14 15 16 17 18 (a) Engineering, Traffic Engineering and Street Department. Wate and Sewer Systemsll as in Schedule I. {b} Fire Departmentll as in Schedule II. {c} Police Department_ as in Schedule ill. (d) Health Department. as in Schedule IV. (e) Miscellaneous Departments# as in Schedule V. 19 Said Schedules I through V are attached to this Resolution and hereby incorpor- 20 ated as a part of this Resolution as though herein set forth in full. 21 SECTION 3: The salaries herein set forth for the several 22 officers and employees of the City of Vernon in the different departments shall 23 be in full force and effect from and after the 1st day of JulYII 1964. 24 25 26 27 SECTION 4: Wherever an allowance is made to any employee for the use of his personal automobile_ such allowance shall not be payable whenever the employee is on vacation or leave of absencell and the automobile allowance is reduced at such times in proportion to the time of absence. SECTION 5: Each employee of the City shall be entitled to ten {l0} working days vacation during the second year of said service and each year thereafter_ at full pay. Permanentll full-time employeesll who have completed ten (10) years of continuous service# will be granted fifteen (15) working days annual vacation leave with pay. I-c 0 II .J .J ~z>)o:c<l:~ IIJ...!:~U 0 31 U-Uo . ~ ZU II Z .. - 0 0 ~ > 0 Z .. ::ffi 32 > 1 who are receiving three (3) weeks vacation under Resolution No. 1583. 2 Nothing herein contained shall be deemed to conflict with or impair the force 3 and effect of Resolution No. 1583 of the City of Vernon providing for three (3) 4 weeks per year paid vacation for employees of the City of Vernon whose duties 5 require them to work in the service of the City on legal holidays. 6 SECTION 6: In any salary period in which any full-time 7 employees of the City of Vernon shall. for any reason. not work full time" then 8 the paYII salary or compensation of such employees shall be reduced on the 9 following basis: 10 (a) Where an employee is paid on a monthly salary basis,? such 11 employee shall be paid the amount produced by multiplying the regular monthly 12 salary by a fraction having as its denominator the total number of working days 13 in the calendar month (in accordance with the regular work schedule of the 14 employee in question) and as its numerator the total number of days actually 15 worked. nDays actually workedn for the purpose of this computation shall in- 16 clude excused and paid absences as hereafter provided forll as well as legal 17 holidays to which the employee is entitled under his regular working schedule 18 during the pay period in question and so long as he is employed by the City of 19 Vernon. Provided. that. when such employee is hired or his employment is 20 terminated after the beginning or before the end of a salary period" no salary 21 shall be payable on account of any days preceding such hiringl or for any days 22 following such termination. 23 {b} Where an employee is paid on a daily basis.. no compensation 24 I shall be payable for any day or portion of a day not worked. 25 26 27 (c) In either of the cases mentioned in sub-sections (a) and {b} above" fractional parts of a day shall be computed on the basis of an eight-hour day" excepting members of the Fire Department who serve on a twenty-four hour shiftll and as to said latter employees fractional parts of a day shall be computed on the basis of a twenty-four hour day. (d) "Absence" as used in this section shall includell without being limited to,? leaves of absence. suspensions and employees whose employment commences or terminated during a paYII salary or wage period. -2- 1 (e) As an exception to the general rules for deduction or loss of 2 pay for absences as above defined# any department head maYII for good cause 3 as determined by such department head,? certify for full pay an employee who 4 has been absent during a pay. salary or wage period. 5 Whenever a department head certifies for pay an absence of 6 an employee.. he shall attach to the payroll demand a statement of the reason 7 for paying such employee while absent# his monthly rate of paYII length of ser- 8 vice with the City. and number of days absent. The pay of employees for 9 absent time shall remain in the sole discretion of the City Council. 10 SECTION 7: The City Council hereby makes the following 11 statement of policy relative to salaries and classifications set forth in this 12 Resolution: 13 (a) Except as set forth in sub-section (b) which follows.. promo- 14 tions or salary increases to higher grades are merit steps only and shall be 15 available to employees as recognition and reward for satisfactory services. 16 {b} New employees shall start at the first step in the salary range 17 for their respective positions unless it is determined that qualified applicants 18 are not available at the salary specified for the first step or grade" or that a 19 specific applicant has special qualifications justifying a higher starting rate 20 beyond the first step or grade. It is not anticipated that adjustments in said salary scales will be necessary" except as to cases involving additional responsibilitYII excep- tional merit.. or other special circumstances. Provided, the City Council shall. by specific action. otherwise determine other methods of reimbursing personnel of theEng~neering# Traffic Engineering and Street Departmentll and Sewer and Water Systems, for use of their own motor vehicles in the service of the City. The City shall not be responsible for repairs or any additional costs for upkeep. fuelll lubrication,? replacement in whole or in part. or other expenses in connection with any such vehicle beyond the respective amounts set forth in this paragraph. Foremen and Utility Men in the Engineeringll Traffic Engineering and Street Departmentll and Water and Sewer Systems, when required to work hours in addition to those regularly established for their respective job classi- fications. shall be paid an hourly rate for such additional work computed by dividing the monthly salary of the employee by 20 (hereby assuming a 20-day working month in all cases) and paying at the rate of 1/8 of the quotient so obtained for each hour of additional work.
