RESOLUTION NO. 2715
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROV
ING CONTRACT NO. 270 FOR 25TH STREET RECONSTRUCTIONII SANTA FE
AVENUE TO ALAMEDA STREET.. AND DIRECTING THE GIVING OF NOTICE
INVITING SEALED PROPOSALS OR BIDS IN ACCORDANCE WITH CONTRACT
NO. 270 OF THE CITY OF VERNON.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, under date of July 14# 1964, D. D. GRAYSONII Traffic
Engineerll submitted to the City Council Contract No. 270 for 25th Street
Reconstruction, Santa Fe Avenue to Alameda Street and recommended approval
thereof;
NOW ~ THEREFOREII BE IT RESOLVED:
SECTION 1:
That Contract No. 270 be~ and the same is hereby
approved for 25th Street Reconstruction, Santa Fe Avenue to Alameda Street#
in the City of Vernon.
SECTION 2:
The City Clerk of the City of Vernon is hereby
directed to give notice inviting sealed proposals or bids for 25th Street
Reconstruction, Santa Fe Avenue to Alameda Street, in accordance with Con-
tract No. 270, and the Notice Inviting Sealed Proposals contained in said
Contract No. 270.
SECTION 3:
There being no newspaper of general circulation
printedll published and circulated in the City of Vernon, the City Clerk is here-
by directed to post said Notice, or cause the same to be posted~ in three (3)
of the most public places in said City, to wit: at the Northwest corner of 38th
Street and Santa Fe Avenue; at the Northeast corner of Leonis Boulevard and
Pacific Boulevard; and on the bulletin board in the lobby of the City Hall of the
City of Vernon. located at 4305 Santa Fe Avenue in said City.
SECTION 4:

The first posting of said Notice shall be not less
than ten (10) days before the date of opening bids for the proposed l'econstructich.
The Notice shall distinctly state the reconstruction to be done.
SECTION 5:
The City Clerk of the City of Vernon shall certify
to the passage of this Resolution, and thereupon and thereafter the same shall
be in full force and effect.

IN ACCORDANCE WITH CONTRACT NO. 270
OF THE CITY OF VERNON.
5 Pursuant to Resolution No. 2715 of the City of Vernon, adopted on
6 the 21st day of July, 1964, directing same. notice is hereby given that sealed
7 proposals or bids will be received by the City of Vernon, California, at the of-
8 fice of the City Clerk of said City, at the City Hall, 4305 Santa Fe Avenue,?
9 until the hour of two (2) o'clock P.M., on the 4th day of August. 1964, for
10 reconstruction of 25th Street from Alameda Street to Santa Fe Avenuell in ac-
11 cordance with Contract No. 270 approved by said City. The proposals will be
12 publicly opened and read in the Council Chambers of the City Hall located at
13 4305 Santa Fe Avenue# Vernon, California, on the date and at the time above
14 mentioned. Specifications and contract documents may be obtained at the
15 above-mentioned office of the City Clerk upon payment of a deposit of ten
16 dollars ($10. OO) for each specification.
17 The construction to be done and materials to be furnished under
18 said Contract No. 270 are approximately as follows:

The construction shall be in accordance with Plan No. P-1599 and
Contract No. 270 heretofore approved by the City Council of said City, and now
on file in the office of the City Clerk of said City# a copy of which may be
secured from the City Engineer of said City.
Bidders are hereby notified that, pursuant to the provisions of
Sections 1770-17811 inclusive 1 Labor Code of California, the City Council of
the City of Vernon has ascertained the general prevailing rate of per diem wage~
and rates for legal holidays and over-time work in the locality in which this
work is to be performed# for each craft or type of workman or mechanic needec
to execute the contract which will be awarded to the successful bidder. and that
the Resolution establishing these prevailing rates is on file with the City Clerk
of the City of Vernon.
Notice is also hereby given that, pursuant to said Labor Code of
California, it shall be mandatory upon the Contractor to whom the contract is
awarded,? and upon any subcontractor under him, to pay all laborers,? workmen,
or mechanics employed by them in the execution of the contract not less than
the said specified rates. which rates shall be included in the contract to the
successful bidder.
Notice is further hereby given that all bidders may submit with
their bids a sworn statement of their financial responsibility,? technical ability
and experience. Such sworn statement may be required before award is made
to any particular bidder.
To be entitled to considerationl each bid submitted pursuant to this
notice shall be made out on a form to be obtained at the Office of the City
Engineer; shall be accompanied by a certified check, draft or bid bond,? payable
at a bank authorized to do business in the State of California,? made payable at
sight to the City Clerk of the City of Vernon, in amount equal to ten per cent

1 {100/0} of the bid submitted, shall be delivered to the City Clerk of the City of
2 Vernon in a sealed envelope at, or before, the time stated herein# and must
3 be plainly marked "Proposal for Contract No. 270".
4 The above-mentioned check or bond shall be given as a guarantee
5 that the bidder will enter into a contract if awarded to him and will be declared
6 forfeited if the successful bidder refuses or neglects to enter into a contract
7 of the required form after being requested to do so by the City Clerk of the
8 City of Vernon, California. The successful bidder will be required to furnish
9 a labor and material bond in an amount equal to fifty per cent {500/0} of the
10 Contract price# and a faithful performance bond in an amount equal to one
11 hundred per cent {lOO%} of the Contract price.
12 Unless otherwise required by law # no bidder may withdraw his bid
13 for a period of thirty {30} days after the date set for the opening thereof.
14 A deposit of ten dollars ($10. OO) will be required to secure the
15 Plans and Specifications, as a guarantee that the Plans and Specifications will
16 be returned, which deposit will be refunded in case same are returned to the
17 City in good condition not later than forty-eight (48) hours after the bids on the
18 work will have been opened.
19 The City of Vernon reserves the right to reject any and all bids or
20 waive any informality in the bid.
21 Dated at the Office of the City Clerk of the City of Vernon this 21st
