A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROV
ING CONTRACT NO. 307 FOR RECONSTRUCTION OF ATLANTIC BOULEVAR "
LOS ANGELES RIVER BRIDGE TO LONG BEACH FREEWAY ON-RAMP" AND
DIRECTING THE GIVING OF NOTICE INVITING SEALED PROPOSALS OR
BIDS IN ACCORDANCE WITH CONTRACT NO. 307 OF THE CITY OF VERNON
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREASI under date of July 31" 19641 D. D. GRAYSON" Traffic
Engineer" submitted to the City Council Contract No. 307 for the reconstructio
of Atlantic Boulevard" Los Angeles River Bridge to Long Beach Freeway On-
Ramll and recommended approval thereof;
NOW" THEREFORE" BE IT RESOLVED:
SECTION 1:
That Contract No. 307 bel and the same is hereby
13 approved for the Reconstruction of Atlantic Boulevardl Los Angeles River
14 Bridge to Long Beach Freeway On...Rampl in the City of Vernon.

SECTION 2:
The City Clerk of the City of Vernon is hereby
16 directed to give notice inviting sealed proposals or bids for the Reconstruction
17 of Atlantic Boulevardl Los Angeles River Bridge to Long Beach Freeway On...
18 Rampl in accordance with Contract No. 3071 and the Notice Inviting Sealed
19 Proposals contained in said Contract No. 307.

SECTION 3:
There being no newspaper of general circulation
21 printed" published and circulated in the City of Vernonl the City Clerk is hereb
22 directed to post said Noticel or cause the same to be postedl in three (3) of the
23 most public places in said City" to wit: at the Northwest corner of 38th Street
24 and Santa Fe Avenue; at the Northeast corner of Leonis Boulevard and Pacific
25 Boulevard; and on the bulletin board in the lobby of the City Hall of the City of
26 Vernon.. located at 4305 Santa Fe Avenue in said City.

SECTION 4:
The first posting of said Notice shall be not less
than ten (l0) days before the date of opening bids for the proposed ~e.constructio .
The Notice shall distinctly state the reconstruction to be done.
SECTION 5:
The City Clerk of the City of Vernon shall certify to
the passage of this Resolution~ and thereupon and thereafter the same shall be

ATLANTIC BOULEVARD RECONSTRUCTION FROM LOS
ANGELES RIVER BRIDGE TO LONG BEACH FREEWAY
ON RAMP" IN ACCORDANCE WITH CONTRACT NO. 307
OF THE CITY OF VERNON.
5 Pursuant to Resolution No. 2719 of the City of Vernonl adopted on
6 the 4th day of August" 19641 directing same" notice is hereby given that sealed
7 proposals or bids will be received by the City of Vernonl California" at the
S office of the City Clerk of said CitYI at the City Hall, 4305 Santa Fe Avenuel
9 until the hour of two (2) olclock P.Mu on the 18th day of August~ 1964" for
10 reconstruction of Atlantic Boulevard from Los Angeles River Bridge to the
11 Long Beach Freeway On-Ramp" in accordance with Contract No. 307 approved
12 by said City. The proposals will be publicly opened and read in the Council
13 Chambers of the City Hall located at 4305 Santa Fe Avenuel Vernon" California
14 on the date and at the time above mentioned. Specifications and contract docu-
15 ments may be obtained at the above-mentioned office of the City Clerk upon
16 payment of a deposit of ten dollars ($10. OO) for each specification.

The construction shall be in accordance with Plan No. P-1713 and
Contract No. 307 heretofore approved by the City Council of said CitYI and now
on file in the office of the City Clerk of said City~ a copy of which may be
secured from the City Engineer of said City.
Bidders are hereby notified thatl pursuant to the provisions of

1 Sections 1770-1781~ inclusive" Labor Code of Californial the City Council of
2 the City 'of Vernon has ascertained the general prevailing rate of per diem
3 wages and rates for legal holidays and over-time in the locality in which this
4 work is to be performed" for each craft or type of workman or mechanic need-
5 ed to execute the contract which will be awarded to the successful bidder" and
6 that the Resolution estab lishing these prevailing rates is on file with the City
7 Clerk of the City of Vernon.
8 Notice is also hereby given that" pursuant to said Labor Code of
9 California~ it shall be mandatory upon the Contractor to whom the contract is
10 awarded" and upon any subcontractor under him" to pay alllaborersl workmen
11 or mechanics employed by them in the execution of the contract not less than
12 the said specified rates" which rates shall be included in the contract to the
13 successful bidder.
14 Notice is further hereby given that all bidders may submit with
15 their bids.. sworn statement of their financial responsibility" technical ability
16 and experience. Such sworn statement may be required before award is made
17 to any particular bidder.
18 To be entitled to consideration" each bid submitted pursuant to this
19 notice shall be made out on a form to be obtained at the Office of the City
20 Engineer; shall be accompanied by a certified check" draft or bid bond" payable
21 at a bank authorized to do business in the State of Californial made payable at
22 sight to the City Clerk of the City of Vernon" in amount equal to ten per cent
23 {10%} of the bid submitted" shall be delivered to the City Clerk of the City of
24 Vernon in a sealed envelope at" or before" the time stated herein~ and must be
25 plainly marked "Proposal for Contract No. 307".
26 The above-mentioned check or bond shall be given as a guarantee
27 that the bidder will enter into a contract if awarded to him and will be declared

2 Unless otherwise required by law" no bidder may withdraw his bid
3 f or a period of thirty (30) days after the date set for the opening thereof.
4 A deposit of ten dollars {$10.00} will be required to secure the
5 Plans and Specifications, as a guarantee that the Plans and Specifications will
6 be returned" which deposit will be refunded in case same are returned to the
7 City in good condition not later than forty"'eight (48) hours after the bids on the
S. work will have been opened.
