2 A RESOLUTION OF THE COUNCIL OF THE CITY OF VERNON FINDING AND
DETERMINING THAT THE PUBLIC INTEREST AND NECESSITY REQUIRE TH

EXTENSION AND PUBLIC IMPROVEMENT CONSISTING OF ELECTRIC
4 LIGHT" HEAT AND POWER LINES IN THE ATLANTIC NO.1.. BANDINI NO. 1
BANDIN1 NO. 2 AND RIVERSIDE NO. 2 ANNEXATIONS TO THE CITY OF
5 VERNON.. AND THE ACQUISITION THEREFOR BY EMINENT DOMAIN PRO-
CEEDINGS OF THE PROPERTY OF THE SOUTHERN CALIFORNIA EDISON
6 COMPANY IN SAID ANNEXATIONS BY THE CITY OF VERNON.
7 BE IT RESOLVED BY THE COUNQL OF THE CITY OF VERNON:

. SECTION 1:
It is hereby found and determined that the public
9 interest and necessity require the acquisitionl construction and completion of
10 a public utility extension and public improvement consisting of electric light..
11 heat and power lines in the Atlantic No.1.. Bandini No.1" Bandini No. 2 and
12 Riverside No. 2 Annexations to the City of Vernon~ to be used for and necessar
13 for:
14 (I) the transmission and distribution of electricity for the
15 purpose of furnishing and supplying electric lightl heat and
16 power to the City of Vernon and the inhabitants thereof; and
17 (2) the proper development and control of such use of
18 such electricitYI at this time~ and the future proper develop-
19 ment and control thereof~
20 as a part of the electrical system owned and operated by the City of Vernon for
21 furnishing and supplying electrical energy to said City and the inhabitants
22 thereof.

SECTION 2:
The public interest and necessity require the takin
and acquisition by the City of V ernon~ for said public utility extension and
public improvement and use~ of the electric light" heat and power distribution
system of the Southern California Edison Company located within said Atlantic
No. 1~ Bandini No. 1~ Bandini No. 2 and Riverside No. 2 Annexations to the
City of V ernon~ including all of the rightl title and interest of Southern
California Edison Company and any and all persons" firms or organizations
associated with said Southern California Edison Company in such ownershipl
whether as lien holdersl trustees or otherwise" in and to the following:
Item 1: All overhead transmission lines.. distribution lines.. street

lighting circuits~ primary lines and secondary lines of said Compan
located in said described Annexations" as shown on Maps numbered
1 through 19 inclusive" attached to this Resolution as Appendix No.
1 hereto" including all feeder lines~ services" and service lines;
all of said Companyts utilization equipment and installations on
consumers' premises; all conductors" crossarms and other support
ing appurtenances~ cutouts" fixtures" fuses~ glassware~ grounding
devicesl guy insulators~ meter boxes~ meters~ metering equipment
mouldingl other poles or interests therein~ pole line hardware and
other hardware~ platforms~ pole top extensions~ pole stubs" protec
tive devices" transformers I wires.. appliancesl apparatus" and
other appurtenances and equipment dedicated to any or all of the
properties described herein or any part thereof and located in said
described Annexations.
Item 2: Any and all rights-cff...way.. easementsl interests" licenses
franchisesl and rights pertaining to any part of said distribution
system of said Company in said Annexations now held" owned~ or
used by said Company for the erection~ construction~ maintenance"
or operation of said lines or of any nature whatsoever used in
connection therewith or used or useful in supplying electric energy
for the purposes of light~ heat" and power to consumers in said
Annexations~ together with the right of entry for all purposes in
connection with said lines and all other appurtenances and incidents
thereto.
Item 3: All commercial and engineering maps and rec ords of said
Company used or useful in locating~ identifying and operating the
above described properties or any part thereof or of the services 0

SECTION 3:
Said public improvement is planned and located in
3 the manner which will be most compatible with the greatest public good and the
4 least private injury.

SECTION 4:
The City Attorney of the City of Vernon is hereby
6 directed to bring an action in the Superior Court of the State of California for
7 the County of Los Angeles in the name of the City of Vernon to condemn by
8 eminent domain proceedings the property described in Section 2 of this Resolu-
9 tion.

SECTION 5:
For the purpose of bringing such an ac tion~ the
11 said City Attorney is hereby empowered to incur in the name of and on behalf
12 of said City~ all obligations and expenses incidental thereto.

SECTION 6:
The City Clerk shall certify to the adoption of this
14 Resolution by the Council of the City of Vernon~ and the same shall be in full
15 force and effect upon its adoption.
16 Adopted by the Council of the City of Vernon~ this 15th day of
17 Septernber~ 1964.
