2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROV-
ING CONTRACT NO. 303 FOR REMODELING TRAFFIC SIGNALS AT THE
3 INTERSECTION OF BOYLE AVENUE AND FRUITLAND AVENUE., AND
DIRECTING THE GIVING OF NOTICE INVITING SEALED PROPOSALS OR
4 BIDS IN ACCORDANCE WITH CONTRACT NO. 303 OF THE CITY OF VERNON.
5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
6 WHEREAS~ under date of March 9.. 1965~ D. D. Grayson.. Traffic
7 Engineer.. submitted to the City Council Contract No. 303 for the remodeling
S of traffic signals at the intersection of Boyle Avenue and Fruitland Avenue and
9 recommended approval thereof;
10 NOW~ THEREFORE.. BE IT RESOLVED:

SECTION 1:
That Contract No. 303 be.. and the same is
12 hereby approved for remodeling traffic signals at the Intersection of Boyle
13 Avenue and Fruitland Avenue in the City of Vernon.

SECTION 2:
The City Clerk of the City of Vernon is hereby
15 directed to give notice inviting sealed proposals or bids for the remodeling of
16 traffic signals at the intersection of Boyle Avenue and Furitland Avenue in
17 accordance with Contract No. 303~ and the Notice Inviting Sealed Proposals
IS contained in said Contract No. 303.

SECTION 3:
There being no newspaper of general circulatio
20 printed.. published and circulated in the City of Vernon~ the City Clerk is here...
21 by directed to post said Notice~ or cause the same to be posted.. in three (3) of
22 the most public places in said City~ to wit: at the northwest corner of 38th
23 Street and Santa Fe Avenue; at the northeast corner of Leonis Boulevard and
24 Pacific Boulevard; and on the bulletin board in the lobby of the City Hall of the
25 City of Vernon# loe.ated at 4305 Santa Fe Avenue# all in said City.

ing. The Notice shall distinctly state the remodeling to be done.
SECTION 5:
The City Clerk of the City of Vernon shall ceni
to the passage of this Resolution~ and thereupon and thereafter the same shall
be in full force and effect.

Pursuant to Resolution No. 2753 of the City of Vern~:m.. adopted on
the 16th day of March.. 1965" directing same" notice is hereby given that
sealed proposals or bids will be received by the City of Vernon.. California~ at
the office of the City Clerk., 4305 Santa Fe Avenue... until the hour of two (2)
0' clock P .1VI.., on the 6th day of April., 196 5 ~ for the remodeling of traffic
signals at Boyle Avenue and Fruitland Avenue.. in accordance with Contract No.
-
303 approved by said City. The proposals will be publicly opened and read in
the Council Chambers on the date and at the time mentioned above. Specifica...
tions and Contract Documents may be obtained at the office of the City Clerk
upon paym.ent of ten dollars ($10. OO)for each specification.
The construction work and materials are approximately as follows:
Remove existing controller and cabinet; install new controller
and cabinet~ vehicle detectors~ and appurtenant wiring.
The construction shall be in accordance with Contract No. 303 and
Plan No. T1718" heretofore approved by the City Council" and now on file in
the office of the City Clerk of said City.
Bidders are hereby notified that" pursuant to the provisions of
Sections 1770-1781" inclusive~ Labor Code of California.. the City Council of
the City of Vernon has ascertained the general prevailing rate of per diem wag s
and rates for legal holidays and over-time work in the locality in Which this
work is to be performed~ for each craft or type of workman or mechanic neede
to execute the contract which will be awarded to the successful bidder .. and that
the Resolution establishing these prevailing rates is on file with the City Clerk
of the City of Vernon.
Notice is also hereby given that" pursuant to said La.bor Code of
California.. it shall be mandatory upon the Contractor to whom the contract is
awarded" and upon any subcontractor under him" to pay all laborers" work.men
or mechanics employed by them in the execution of the contract not less than

the said s.pecified rates.. which rates. shall be included in the cont1"act to the
successful bidder.
Notice is further hereby given that all bidders may submit with
their bids a sworn statement of their financial responsibillty~ technical ability
and experience. Such sworn statement may be required before awa1"d is made
to any particular bidder.
To be entitled to consideration., each bid submitted pursuant to this
notice shall be made out ona form to be obtained at the Office of the City
Engineer; shall be accompanied by a certified check.. draft or bid bond.. pa.yable
at a bank authorized to do business in the State of California.. made payable at
sight to the City Clerk of the City of Vernon~ in amount equal to ten per cent
(10") of the bid submitted, shall be delivered to the City Clerk of the City of
Ve1"non in a 'sealed envelope at.. or before.. the time stated herein.. and must be
plainly marked ftProposal for Contract No. 303".
The above-mentioned check or bond shall be given as a guarantee
that the bidder will enter into a contract if awa1"ded to him and will be declared
forfeited if the successful bidder refuses or neglects to enter into a contract of
the required farm after being requested to do so by the City Clerk of the City
of Vernon~ California. The successful bidder will be required to furnish a
labor and material bond in an amount equal to fifty per cent (50") of the Contr
price, and a faithful performance bond in an amount equal to one hundred per
cent (100~) of the Contract pri~e.
Unless otherwise required by law.. no bidder may withdraw his bid
for a period of thirty (30) days after the date set for the opening thereof.
A deposit of ten dollars ($10.00) will be required to secure the
Plans and Specifications.. as a guarantee that the Plans and Specifications will
be returned~ which deposit will be refunded in case same are returned to the
City in good condition not later than forty-eight (48) hours after the bids on the
work will have been opened.
The City of Vernon reserves the right to reject any and all bids or
waive any informality in the bid.
