Bonelli today admitted that Chief Adminis- trative Officer L. S. Hol1inger's report on the proposed merger of the Municipal Courts in Los Angeles County appears to substantiate that consolidation of the existing 26 independent judicial districts into one Municipal Court District would effect overall efficiency and economy. Bonelli said: liThe substantial number of requests for additional municipal court judges for the 1965-66 fiscal year--eight from my First Supervisorial District alone, namely; Alhambra, Citrus (West Covina), Downey, El Monte, Los Cerritos (Bellflower), San Antonio (Huntington Park), South Gate and Writtier, and as many as 20 in the entire County-- spotlights the need forlfull evaluation of the problem if we are to avoid the Municipal Courts becoming a 'judicial Frankenstein (monster).' "The Municipal Courts have 10ng been identified, however, as the 'people's courts, I beingistrategically located throughout the County in close proximity to the people for easy availability and convenience. Thus, the home rule concept of Municipal Courts, via their location and with their judges being elected 10cally so as to be immediately responsive to and familar with local community life, becomes a vital part of fully evaluating the courts' efficiency and economy. Of neces- sity, an expression from the cities is paramount and essential before any action is taken by our Board of Supervisors." Bonelli said he will make a motion at the April 6 meeting of the Board of Supervisors that the merger proposal be continued one week to give the cities and existing municipal court districts an opportunity to study a~d evaluate the pIan so that it will be thoroughly under- stood.
