6 WHEREAS, the Board of Supervisors of the County of Los Angeles has.

WHEREAS, the proposed improvement includes work in 44th Street,
13. Alcoa Avenue and Downey Road in the City .of Vern.on;.
141 NOW", THEREFORE,. BE rr RESOLVED:
15 SECTiON 1: That the public interest and convenience require
16 the acquJ.sition .of necessary rights of way.. the coUection of costs for sewer
17 capacity rights and the construction of sanitary sewers and a water system in
18 Packers Avenue and other rights of way, aU as set forth in the Resolution..of
19 Intention of said Board for this improvement.. a copy of which resolution is
20 attached hereto and made apart hereof.

SECTION 2:
That this City CcmncU hereby consents to the use
22 for said improvement .of those portions of 44th Street.. Alcoa A venue and Downey
'23 Road as described in said ReliH~lutionofXntention.. included w~thin the boundary
24 of said assessment district, and lying within the boundary of the City .of Vernon.
25 SECTION 3: That the consent of this City Council of the City of
26 Vernon;is hereby given to the continuation of proceedings f.or said proposed
27 improvement by the Board of Supervisoraof the County of Los Angeles... and t.o
28 the exercise of exclusive jurisdiction by said Board of Supervisors over all prQ-
29 ceedings necessary the.reto for the purpose of consummating the same.. all in
30 accordance wUh the provisions of Division 12 of the Streets and Highways Code.

The City Clerk of the City of Vernon shall certify

FOR THE ACQUISITION OF NECESSARY RIGHTS OF WAY,
THE CONSTRUCTION OF SANITARY SEWERS
AND
A WATER SYSTEM
RESOLUTION OF INTENTION
WHEREAS 3 it has been determined by the Board of Supervisors of
the County of Los Angeles that proceedings be commenced and conducted
under and in accordance with provisions of the Municipal Improvement
Act of 1913 for the acquisition of necessary rights of way~ the con-
struction of sanitary sewers and a water system and for the collection
of '~osts to purchase capacity rights in existing City of Vernon trunk
sewer under County Improvement No" 2368-M (Packers Avenue); and
WHEREAS 3 it is the intention of the Board to undertake these
proceedings pursuant to Article XIII~ Section 17 of the Constitution
of the State of California, as implemented by Ordinance No. 7647 of
the County of Los Angeles~ to determine whether the public convenience
and necessity require the acquisitions and improvements hereinafter
described, and
WHEREAS 3 if after proper notice and hearing3 the Board determines
by not less than a four-fifths vote of all its members that the public
convenience and necessity require such acquisitions and improvementsq
it may order such improvements without compliance with the provisions
of Division 4 of the Streets and Highways Code of the State of
California; and
WHEREAS 3 by agreement entered into between the County of Los
Angeles and the City of Vernono said City has agreed to sell and
said County has agreed to purchase certain capacity rights in certain
City sewers in order to provide required outlet facilities for this
improvement district; and

The construction of sanitary sewers and a water system including
appurtenances together with the abandonment of existing mainline and
house lateral sewers in
45TH STREET
AND
PACKERS AVENUE
between ALCOA AVENUE and DOWNEY ROAD; and
The cqn$trlJcction of a w;ater/system including appurtenances in
ALCOA AVENUE
adjacent to the intersection thereof with 44TH STREET; and in
DOWNEY ROAD
adjacent to the intersections thereof with 44TH STREET, 45TH STREET
and PACKERS AVENUE; and
The construction of sanitary sewera and a water system including
appurtenances in
ALCOA AVENUE
adjacent to the intersection thereof with 45TH STREET. and PACKERS
AVENUE; and
The reconstruction of a house building sewer in
THE ABOVE DESCRIBED
TEMPORARY RIGHT OF WAY
Fourth: The resurfacing of the trench in the streets and rights
of way wherein aforementioned sanitary sewers and water system are
constructed ~'
SECTION 2.
That the County of Los Angeles shall accept from the City of
Vernon~ for the Improvement Fund for County Improvement No 2368-M3
when such fund is established, the amoc~~t of $30,000 as a contribu-
tion toward-the total cost of the improvement.
SECTION 30
That is hereby found and determined that the territory within
which said improvement is> to be constructed will benefit from the use
of the City of Vernon sewers as an outlet and that the sum of

FIFTEEN THOUSAND DOLLARS ($': 5.,000) is the amount required by said
City for the purchase of.::apacity rights of said City sewers and
such amount shall be intcluded in assessments levied for district
purposes,
SECTION 4
That when Improvement Bonds for subject improvement have been
sold3 assessments collected) work completed and the City of Vernon
has presented a claim for payment] the Treasurer shall ~educt said

sum of $15,000 from the Improvement Found for said improvement and
cause it to be transmitted to the City of Vernon.
SECTION 5.
That the district to be benefited by said acquisition and
improvement and to be assessed to pay the cost and expense thereof)
including aforesaid charges for capacity rights of sewers, and to
be known as the assessment district'l shall be all that part of the
County of Los Angeles, State of California) having exterior bounda-
ries as shown on a map of the district approved by the Board and
endorsed with the certificate of the Clerk of the Boardq which
map is on file in the Office of the Board
Reference is hereby
made to the map for a full and complete description of the aSsess-
ment district and the map shall govern for all details as to the
extent of the assessment districto
SECTION 6,
That this proposed improvement is hereby referred to the County
Engineer and said County Engineer is hereby dire:;ted to make and file
with the Clerk of this Board a report in writing presenting the
following:
Plans and specifications of the proposed improvement 0
20 An estimate of the cost of the proposed acquisition
and improvement including the cost of capacity rights
in above referred to City of Vernon sewers and the
cost of the incidental expenses in ~onnection
therewitho
30 A diagram showing the assessment district above referred

of the respe~tive subdivisions of land within said
distrL:::t, as the same existed at the time of the passage
of the resolution of intention,) each of 'which subdivisions
shall be given a separate number upon said diagram"
4. A proposed assessment of the total amount of the cost
and expenses of the proposed acquisition and improvement
less the portion of the cost covered by the contribution
above referred tOj upon the several subdivisions of land
in said distri~t in proportion to the estimated benefits
to be received by such sl~,bdi visions ~ respectively for
said improvements. Said assessment shall refer to such
subdivisions upon sald diagram by the respective numbers
thereofo
SECTION 7
The Board of Supervisors proposes to find and determine that the
public cOnirenien.:;e and ne~essi ty require such acquisition and improve-
ment. At the time and place fixed for hearing objections to the pro-
posed acquisitionj work or improvement a public hearing will also be
held~ pursuant to County Ordinance Noc 76479 to hear objections to
the making of such finding and determination by the Board, After
such public hearing~ if the Board by no less than a four-fifths vote
of all members thereofj finds and determines that the public.conven-
ience and necessity require said acquisition and improvementj it may
order such acqu:isi tion and improvement wi thout further proceedings
with respect to the debt limitation or majority protest provisions of
Division 4 of the Streets and Highways Code of the State of California.
SECTION 8.
That it is hereby determined and declared that serial bonds shall
be issued in accordance "with Division 7 Streets and Highways Code
(Improvement Act of 19 ')9 to represent each assessment of fifty
dollars ($5'0,00) or more remaining unpaid for thirty (30) days after
th€ date of the recording of the Diagram and Assessment for this
improvement. The serial bonds shall extend over a period ending
