5 THE CITY COUNCIL 'OF THE CITY 'OF VERN'ON RESOLVES AS F'OLLOWS:
6 WHEREAS, there has been presented to the City Council of
7 the City of Vernon Con.tract No. 315, providing for the reCODstruc-
8 tion of Boyle-State street and RandO'lph Street intersection, both
9 within and without the City of Vernon, and
10 WHEREAS, the City Council of the City of Vernon has
11 determined that it is in the best interests of the City that said
12 contract be awarded in accordance with applicable State laws,
13 NOW, THEREF'ORE, be it resolved:

SECTIONl: That Contract No. 315 is hereby approved JJy
15 the City Cou~ci1 of the City of Vernon.

SECTION 2: That the City Clerk of the City of Vernon is
17 hereby directed to file in his office in the City Hall of the City
18 of Vernon a copy of Contract No. 315.

SECTI'ON'3: That the City Clerk O'f the City of Vernon is
20 hereby directed to give notice in writing, inviting sealed proposal
21 or bids for the recoD$truction of Boyle-state Street and Randolph
22 Street intersection, in accordance with Contract No. 315, and. in
23 accordance with this Resolution.
24 SECTION 4: There being no newspaper of general circula-
25 tion printed, published, or circullatedin the City of Vernon, the
26 City Clerk is hereby directed to post said notice, or cause the
27 same to be pOfi;ted in three (3) of the,l'mostpublic places in the
28 City, to' wit: The northwest corner of 38th Street and Santa Fe.
29 Avenue; the northeast corner of Leonis'BOulevard and Pacific
30 Boulevard; and on the bulletin board in the lobby of the City Hall
31 of the City of Vernon, located~at'4g(l)5 Santa,Ji;.e Avenue, in said
32 City.

2 has ascertained the general prevailing rate of per diem wa.ges in

1 Bidd~,rs are hereby notified that, pursuant to the provisions
2 of Sections 1770-1781, inclusive, of the Labor Code of the state
~ of California, the City Council of the City of Vernon has ascer-
4 tained the general prevailing rate of per diem wages and rates
5 for legal holidays and for overtime work in the locality in which
6 this work is to be performed, for each craft or type of workman
7 or mechanic needed to execute the contract which will be awarded
8 to the successful bidder, and that Resolution No. 2859 of the City
9 of Vernon establishes said rates, and is on file with the City
10 Clerk of the City of Vernon.
11 Notice is further hereby given that all bidders may submit
12 with their bids a sworn statement of their financial responsibilit ,
13 technical ability and experience. Such sworn statement may be
14 required before award is made to any particular bidder.
15 To be entitled to consideration, each bid submitted pursuant
16 to this notice shall be made out on a form to be obtained at the
17 Office of the City Engineer; shall be'accompanied by a certified
18 check, draft or bid bond, payable at a bank authorized to do
19 business in the $tate of California, made payable at sight to the
20 City Clerk of the City of Vernon, in an amount equal to ten per
21 cent (10%) of the bid submitted, shall be delivered to the City
22 Clerk of the City of Vernon in a sealed envelope at, or before,
23 the time stated herein, and must be plainly marked "PDoposal for
24 Contract No. 315".
25 The above-mentioned check or bond shall be given as a guar-
26 antee that the bidder will enter into a contract if awarded to
27 him and will be declared forfeited if the successful bidder
28 refuses or neglects to enter into a contract of the required form
29 after being requested to do so by the City Clerk of the City of
30 Vernon, California. The successful bidder will be required to
31 furnish a labor and material bond in an amount equal to fifty per
32 cent (50%) of the Contract price, and a faithful performance bond

1 in an amount equal .to one hundred per cent (100%) of the Contract
2 price.
'.0 Unless otherwise required by law, no bidder may withdraw his
4 bid for a period of thirty (30) days after the date set for the
5 opening thereof.
6 A deposit of ten dollars ($10.00) will be required to secure
7 the Plans and Specifications, as a guarante.e that the Plansa,nd
8 Specifications will. be returned, which deposit will be refunded
9 in case same are re~urned to the City in good condition not later
10 than forty-eight (48) hours after the bids on the work will have
11 been opened.
12 The City of Vernon reserves the right to reject any and all
13 bids or. waive any informality in the bid.
