A RESOLUTION OF THE CITY.COUNCIL OF THE CITY OF VERNON APPROVING
CONTRACT NO. 325, FOR CONSTRUCTION OF WATER DIN, BOYLE AVENUE
TO ALCOAAvDuE NORTB OF RANDOLPH. STRUT, AND D.IRECTING THE GIVING
OF NOTICE INVITING SEALED PROPOSALS OR BIDS IN ACCORDANCE WITH
CONTUCT NO. 325 OF THE CITY OF VERNON.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOW'S:
WHEREAS, there has been presented to the City Council of
tile City of Vernon Contract No. 325, providing for the construction
of a water. main froa Boyle Avenue to Alcoa Avenue, north of
Randolph street, all within the City of Vernon,
WHEREAS, the city Council of the City of Vernon has
determined that it is in the best interestsof.the City that said
contract beawarcied in accordance with applicable State laws,
NOW, THEREFORE, BElT RESOLVED:
SECTION 1'.: That Contract No. 325 is hereby approved by
15 the City Council of the City of Vernon.

SECTION 2: That the City Clerk of the City of Vernon is
17 hereby directed to file in his office in the City Ball .of the City
18 of Vernon a copy of Contract No. 325.

SECTION' 3: That the City Clerk of the City of Vernon is
20 hereby directed to givenQtice in wri ting,invi ting sealed pro-
21 posals or bids for the construction of a water main between Ioyle
22 Avenue and Alcoa Avenue, north of Randolph Street, in accordance
23 with Contract No. 325, and in accordance with this Resolution.

SECTION 4": There being no newspaper" of general circula-
25 tion printed, published, or circulated in the City of Vernon, the
26 City Clerk is hereby dire.cted to post said notice, or cause the
27 same to be posted in three. (Slof the most public.places in the
28 City, to wit: The northwest eorner of 381th Street and Santa Fe
29 Avenue; the northeast corner of Leonis Boulevard and Pacific
30 Boulevard; and on tbe bulletin board in the lobby of the City Ball
31 of the City of Vernon, located at 4305 santa Fe Avenue, in said
32 City.

ascertained the general prevailing rate of per diem wages in
locality in which the work described in Contract No. 325 is to
4 be performed, for each craft, classification or type of work needed
5 to execute said contract, and that the general prevailing rate of
6 per diem wages, and the general prevailing rate for holiday and
7 overtime work in the locality of the execution of said Contract
8 No. 325 for each craft, classification or type of workman needed
9 is set forth in said contract and incorporated by reference at this
10 point for all purposes as if set forth in full, and hereby approved
11 by the City Council of the City of Vernon.

SECTION '5: That the City Council of the City of Vernon

SECTION 6: That the City Clerk of the City of Vernon
13 is directed to post said notice forthwith, and that the first
14 posting of said notice shall not be less than ten (10) days .before
15 the date of opening bids for the proposed work. That said notice
16 shall provide that sealed proposals or bids will be received by
17 the City of Vernon; california, at the office of the city Clerk of
18 said City, at the City Hall, 4305 Santa Fe Avenue, until the hour
19 of 2:00otclock P.M., on the 1st day of November, 1966, in accord-
20 ance with Contract. No. 325, approved by said City.

SECTION'7': The Ci ty Clerk of the City of Vernon shall
22 certify to the passage of this Resolution, and thereupon and
23 thereafter the same shall be in full force and effect.

ACCORDANCE WITH CONTRACT NO., 325 OF THE CITY OF VERNON. '
Pursuant to Resolution No. 2861 of the City of Vernon,
adopted on. the 18th day of October, 19Ei6, directing same, notice is
hereby given that sealed proposals or bids will be received by the
City of Vernon, California, at the office of the City Clerk of said
City, at the City Hall, 43()5 Santa Fe Avenue, until the hour of
two (2) o'clock P.M., on the 1st ,day of <November, 1966, for con-
struction of a water main, in accordance with Contract NO. 325
11 approved by said City. The proposals ""ill be publicly opened and
12 read in the Council Cbambers of the City Hall, located at 4305 santa
13 Fe Avenue, Vernon, california, on the date and at the tilDeahove
14 mentioned. Specifications and contract documents may be obtained

at the above-mentioned office of the City Clerk upon payment of. a
deposit often dollars ($10.00) for each specification.
The construction to be done and materials to be furnished
under said Contract No. 325 are approximately as follows:
Installing 8 inch diameter cast iron cement line4
water lI1ain, complete in place 1,30011n. f .
Installing 8 inch diameter cast iron cement 1~~f4
water main, including jacked casing, complete
in place 88 line
Constructing standard gate valve manholes,
complete in place
6 ea.
24 The construction shall be in accordance with Plan No.
25 'ID 1786 and Contract NO.' 325 heretofore approved by tbe City
26 Council of said City, and now on fllein the office of the City
27 Clerk of said City, a copy of which may be secured from the City
28 Engineer of said City.
29 Bidders are hereby notified that, pursuant to the pro-
30 visions of Sections 1770-1781, inclusive, of the Labor Code of the
31 State of California, the City Council of the City of Vernon has
32 ascertained the general prevailing rate of per diem wages and rates

1 for legal holidays and for overtime work in the locality in which
2 this work is to be performed, for each craft or type of workman or
~ mechanic needed to execute the contract which will be awarded to
4 the successful bidder, and that Resolution No. 2861 of the City of
5 Vernon establishes said rates, and is on file with the City Clerk
6 of the City of Vernon.
'1 Notice is further hereby given that all bidders may
8 submit with their bids a sworn statement of their financial
9 responsibility, technical ability and experience. Such sworn
10 statement maybe required before award is made to any particular
11 bidder.
12 To be entitled to consideration, each bid submitted
13 pursuant to this notice shall be made out on a form to be obtained
14 at the Office of the City Engineer; shall be accompanied by a
15 certifi~d check, draft or bid bond, payable at a bank authorized to
16 do business in the state of California, made payable at sight to
17 the City Clerk of the City of Vernon, in 2I,namount,equal to ten
18 per cent (10%) of the bid submitted, shall be delivered to the City
19 Clerk of the City Of Vernon in a sealed envelope at, or before, the
20 time stated herein, and must be plainly marked "Proposal .for
21 Contract No. 325".
22 The. above-mentioned check or bond shall be given as a
23 guarantee that the bidder will enter into a contract if awarded to
24 him and will be declared forfeited if the successful bidder refuses
25 or neglects to enter into a contract of the required form after
26 being requested to do so by the City Clerk of the City of Vernon,
27 California. The successful bidder will be required to furnish. a
28 labor and material bond in an amount equal to fifty per cent (50%)
29 of the contract price, and a faithful performance bond in an
30 amount equal to one hundred per cent (100% of the contract price.
31 Unles$otherwise required by' law, no'bidder may withdraw
32 his bid for a period of thirty (30) days, after the date set for

1 the opening thereof.
2 A deposit of ten dollars ($10.00) will be required to
'.3 secure the Plans and Specifications, as a guarantee that the Plans
4 and Specifications will be returned, which deposit will be refunded
5 in case same are returned to the City in good condition not later
6 than forty-eight (48) hours after the bids on the work will have
7 been opened.
8 The City of Vernon reserves the right to reject any and
9 all bids or waive any informality in the bid.

post three (3) copies of NOTICE INVITING SEALED PROPOSALS OR BIDS
FOR CONSTRUCTION OF WATER MAIN BOYLE AVENUE TO ALCOA AVENUE NORTH
OF RANDOLPH STREET, IN ACCORDANCE WITH CONTRACT NO. 325 OF THE
CITY OF VERNON,' one in each of the following places, to wit:
At the northwest corner of 38th Street and Santa Fe Avenue;
at the northeast corner of Leonis Boulevard and Pacific Boulevard;
and on the bulletin board in the lobby of the City Hall of the
City of Vernon, located at 4305 Santa Fe Avenue in said City,
there being no newspaper of general circulation printed and
published in the City of Vernon.
