RESOLUTION- NO. 2862-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON!PPROVING
CONTRACT NO. 326 FOR.THE 26th STREET WATER MAIN, RELOCATION AT
DOWNEY ROAD UNDERPASS, AND DIRECTING THE GIVING OF NOTICE INVITING
SEALED PlU)POSALS OR BIDS IN ACCORDANCE WITH CONTRACT NO. 326 OF
THE CITY OF VERNON.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, there has been presented to the City Council of
the City of Vernon contract No. 326, providing for the relocation
of a water main at the Downey Road Underpass, all within the City
of Vernon,
WHEREAS, the City Council of the City of Vernon has deter
mined that it is in the best interests of the City that said con-
tract be awarded in accordance with applicable State .laws,
NOW, THEREFORE, BE IT RESOL~:
SECTION 1: That contract No. 326 is hereby approved by
15 the City Council of the City of Vernon.

SECTIONZ: That the City Clerk of the City of Vernon is
17 hereby directed to file in his office in the City Hall of the City
18 of Vernon a copy of cont.ract No. 326.

SECTION' 3: That the City Clerk of the City of Vernon is
20 hereby directed to give notice in writing, inviting sealed pro-
21 posals or bids for the relocation of the 26th Street water main at
22 the Downey Road Underpass, in accordance with contract No. 326, and
23 in accordance with this resolution.

SECTION 4: There being no newspaper of general eircula-
25 tion printed, published, or circulated in the City of Vernon, the
26 City Clerk is hereby directed to post said notice, or cause the
27 same to be posted, in three (3). of . the .1Ilostpublic places in the
28 City, to wit: The northwest corner of 38th street and Santa Fe
29 Avenue; the northeast corner ofL-eonis B01.llevard and Pacific
30 Boulevard; and on the bulletin bo.rd ..iJl the lobby of the City Hall
31 of the Ci tyof Vernon, located at 4305 Santa Fe Avenue,in said
32 City.

SECTIONS': That the City Council of the City of Vernon
2 has ascertained the general prevailing rate of per diem w.ges in
'.3 the locality in which the work described in contract No. 326 is to
4 be performed, for each craft, classification or type of work needed
5 to execute said contract, and that the general prevailing rate of
6 per diem wages, and the general prevailing rate for holiday and
7 overtime work in the locality of the execution of said contract
8 No. 326, for each craft, classification or type of workman needed
9 is set forth in said contract and incorporated by reference at this
10 point for all purposes as if set forth in full, and hereby approved
11 by the City Council of the City of Vernon.

SECTION~h That the citr Clerk of the City of Vernon
13 is directed to post said notice forthwi th,and that the first
14 posting of said noti~e shall not be less than ten (10) days before
15 the date of opening bid~ for the proposed work. That said notice
16 shall provide that sealed proposals or bids will be received by
17 the City of Vernon, California, at the office of the City Clerk of
18 said City" at, the City Hall, 4305 Santa Fe Avenue, until the hour
19 of two (2) o'clockP..., on. the 15th day of November, 1966, in
20 accordance with contract No. 326, approved by said City.

SECTION 7': The City Clerk of the City of Vernon shall
22 certify to the passage of this resolution, and thereupon and
23 thereafter the same shall be in full force and effect.
24 ADOPTED and APPROVED this 1st day of November, 1966.

4 Pursuant to Resolution No. 2862 of the City of VernQn,
5 adopted on the 1st day of November, 1966, directing same, nQtice
6 is hereby giventh.atsealed proposals or bids will be received by
7 the City of Vernon, California, at the office of the City Clerk
8 of said City, ~'t the City Hall, 4~05 Sa~ta Fe Avenlle, until the
9 hour of 'two (2) o\iockP.K., on the 15th day of November, 1966,
10 for construction of a water main, in .accordance with Contract
11 No. 326 approved by said c~ty. The proposals will be publicly
12 opened and read in the Council Cham.bers of the City Hall, located
13 at 4305 Santa Fe Avenue, Vernon, California, on the date and at
14 the time abovementioned. Specifications and contract documents
15 may be obtained at the above-mentioned office of the City Clerk
16 upon payaent of a deposit of .ten dollars ($10.00) for each
17 specification.
18 The construction to be done and materials to be fur-
19 nished under said'Contract No. 326 are approximately as follows:
20 Installi1).g 14 inch diameter cast iron cement 'lined
water main, complete in place 148 lin.ft.

Installing16'inch dialleter iron cement lined
22 water main, with utility hangers, complete in place 123 lin.ft

Constructing standard gate valve manholes, com-
pletein place

25 The construction shall be in accordance with Plan No.
26 WD 1787 and Contract No. 326 heretofore approved by the City
27 Council of said City, and now on file in the office of the City
28 Clerk of said City, a copy of which may be secured from the City
29 Engineer of said City.
30 Bidders are hereby notified that, pursuant to the pro-
31 visions of Sections 1770-1781, inclusive, of the Labor Code of
32 the State of Cali,fornia, the City Council of the City of Vernon

1 has ascertained the general prevailing.rateof per diem wages
2 and rates for legal holidays and for overtime work in the locality
~ in which this work is to be performed, for each craft or type of
4 workman or mechanic needed to execute the contract which will be
5 awarded to the successful bidder, and that Resolution No. 2862 of
6 the City of Vernon establishes said rates, and is on file with the
7 City Clerk of the City of Vernon.
8 Notice is further hereby given that all bidders may
9 submit with their bids a sworn statement of their financial
10 responsibility, technical ability and experience. Such sworn
11 statement may be required before award is made to any particular
12 bidder.
13 To be entitled to consideration, each bid submitted
14 _pursuant to this notice shall be made out on a form to be obtained
15 at the Office of the City Engineer; shall be accompanied by a
16 certified check, draft or bid bond, payable at a bank authorized
17 to do business in the State of California, made payable at sight
18 to the City Clerk of the City of Vernon, in an amount equal to
19 ten per cent (10%) of the bid submitted, shall be delivered to the
20 City Clerk of the City of Vernon in a sealed envelope at, or
21 before, the time stated herein, and must be plainly marked
22 "Proposal for Contract No. 326".
23 The above-mentioned check or bond shall be given as a
24 guarantee that the bidder will enter into a contract if awarded
25 to him and will be declared fOJ:,'feited if the successful bidder
26 refuses or neglects to enter into a contract of the required form
27 after being requested to do so by the City Clerk of the City of
28 Vernon, California. The successful bidder will be required to
29 furnish a labor and material bond in an amount equal to fifty per
30 cent (50%) of the Contract price, and a faithful performance bond
31 in an amount equal to one hundred per cent (100%) of the Contract
32 price.

1 Unless otherwise required by law, no bidder may with-
2 draw his bid for a period of thirty (30) days after the date set
~ for the opening thereof.
4 A deposit of ten dollars ($10.00) will be required to
5 secure the Plans and Specifications, as a guarantee that the Plans
6 and Specifications will be returned, which deposit will be refunded
7 in case same are returned to the City in Good condition not later
8 than forty-eight (48) hours after the bids on the work will have
9 been opened.
10 The City of Vernon reserves the right to reject any and
11 all bids or \yaive any informality in the bid.
