RESOLUTION NO. 2877
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, APPROVING
CONTRACT NO. 279, FOR THE CONSTRUCTION OF VERNON CIVIC CENTER
'.3 RESERVOIR AND PUMPING STATION NO. 1,AND DIRECTING THE GIVING OF
NOTICE INVITING SEALED PROPOSALS OR BIDS IN. ACCORDANCE WITH
4 CONTRACT NO. 279 OF THE CITY OF VERNON.
5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
6 WHEREAS, there has bee-n presented to the City Council of
7 the City of Vernon Contract No. 279, providing for the construction
8 of of Vernon Civic Center Reservoir and Pumping Station No.1, all
9 within the City of Vernon, and
10 WHEREAS, the City Council of the City of Vernon has
11 determined that it is .in the best interests of the City that said
12 contract be awarded in accordance with .'. applicable St~:t~: laws,
13 NOW, THEREFORE, BE IT RESOL~D:

SECTION 1: That Contract No. 279 is hereby approved by
15 the City Council of the City of Vernon.

SECTION 2': Tha t the City Clerk of the City of Vernon is
17 hereby directed to file in his office in the City Hall of the City
18 of Vernon a copy of Contract No. 279.
19
SECTION 3: That the City Clerk of the Ci~y of Vernon is
20 hereby directed to give notice in writing inviting sealed proposals
21 or bids for the construction of Vernon Civic Center Reservoir and
22 Pumping Station No. 1 in accordance with Contract No. 279, and in
23 accordance with this resolution.

SECTION 4: There being no newspaper of general circula-
25 tion printed, published or circulated in the City of Vernon, the
26 City Clerk is hereby directed to post said notice, or cause the
27 same to be posted, in three (3) of the most public places in the
28 City, to wit: The northwest corner of 38th Street and Santa Fe
\
29 Avenue; the northeast corner of Leonis Boulevard and Pacific
30 Boulevard; and on the bulletin board in the lobby of the City Hall
31 of the City of Vernon, located at 4305 Santa Fe Avenue, in said Cit ·

SECTION 6: That the City Clerk of the City of Vernon

15 the date of opening bids for the proposed work. That said notice
16 shall proVide that sealed proposals or bids will be received by
17 the City of Vernon, California, at the office of the Ci'tY Clerk of
18 said City, at the City Hall, 4305 Santa Fe Avenue, until t:b.~hour
19 of two (2) otc10ck P.K., on the 7th day of February, 1967, in
20 accordance with Contract No. 279, approved by said City.

SECTION. 7': The City Clerk of the City of Vernon shall
22 certify to the passage of this resolution, and thereupon and
23 thereafter the same shall be in full force and eIfect.

1 NOTICE INVITING BIDS
2 NOTICE ,INVITING SEALED PROPOSALS OR BIDS FOR CONSTRUCTION OF VERNON
CIVIC CENTER RESERVOIR AND PUMPING STATION NO. 1 IN ACCORDANCE
>.3 WITH CONTRACT NO. 279 OF THE CITY OF VERNON.
4 Pursuant to RESOLUTION No. 2877 of the City of Vernon,
5 adopted on the 3rd day of January, 1967, directing same, notice is
6 hereby given that sealed proposals or bids will be received by the
7 City of Vernon, California at the office of the City Clerk of said
8 City, at the City Hall, 4305 Santa Fe Avenue, until the hour of
9 two (2) O'clock P.M., on the 7th day of February, 1967, for con-
10 struction of Vernon Civic Center Reservoir and Pumping Station
11 No.1, in accordance with Contract No. 279 approved by said City.
12 The proposals will be publicly opened and read in the Council
13 Chambers of the City Hall located at 4305 Santa Fe Avenue, Vernon,
14 California, on the date and at the time above mentioned. Specifi-
15 cations and contract documents may be obtained at the above-
16 mentioned office of the City Clerk, or at the o~fice of James M.
17 Montgomery, Consulting Engineers, Inc., 535 East Walnut Street,
18 Pasadena, California, upon payment of a deposit of $25.00 for each
19 set of specifications and accompanying drawings. Said deposit
20 will be refunded upon return of the specifications and drawings
21 in good condition within 30 days after the proposals are opened.
22 Reduced prints of the original contract drawings are bound in the
23 specifications. The scale of the reduced drawings is about one-
24 half of the original scale. If full-scale drawings are desired,
25 they may be purchased at reproduction cost (not refundable) from
26 James M. Montgomery, Consulting Engineers, Inc.
27 The work to be done under said Contract No. 279 includes
28 the demolition and removal of an existing pumping station, reser...
29 voir and miscellaneous structures, and the construction of a
30 10-million gallon, buried, reinforced concrete reservoir, a 960-hp
31 pumping station and appurtenant structures. The work also inCludes
32 electrical work, yard piping, paving and landscaping. The site of

1 the work is located on City-owned property near the intersection
2 of Santa Fe Avenue and Vernon Avenue in the City of Vernon. The
'.3 owner of the worlt to be performed is the City of Vernon.
4 The construction shall be in accordance with Contract
5 Drawings heretofore listed and Contract No. 279 heretofore approved
6 by the City Council of said City, and now on file in the office
7 of the City Clerk of said City, a copy of which may be secured
8 from the City Engineer of said City.
9 Bidders are hereby notified that, pursuant tC.l the pro-
10 visions of Sections 17110-1781, inclusive, of the Labor Code of the
11 state of California, the City Council of the City of Vern,on has
12 ascertained the general prevailing rate of per di$m wages and rates
13 for legal holidays and for overtime work in the locality in which
14 this work is to be performed, for each craft or type of workman
15 or mechanic needed to execute the contract which will be awarded
16 to the successful bidder, and that :Resolution NO. 2877 of the City
17 of Vernon est,ablishes sa'ip rates, and is on file with the City
18 Clerk of the City of Vernon.
19 Notice isfurtherh.reb"y.given that all bidders may
20 submit with their bids a sworn statement of their financial
21 responsibility, technical ability, and ,experience. Such sworn
22 statement may be required before 'award is made to any particular
23 bidder.
24 To be entitled to consideration, each bid sub.itted
25 pursuant to this notice shall be made out on a form to be obtained
26 at the Office of the City Engineer; shall be accompanied by a
27 certifiedeheck, draft or bid bond, payable at.a bank authorized
28 to do business in the State of California, made payable at sight
29 to the City Clerk of the City of Vernon, in an amount equal to
30 ten per cent (10%) of the bid submitted, shall be delivered to the
31 City Clerk of the City of Vernon in a sealed envelope at, or be-
32 fore, the time.stated herein, and must be plainly .marked-Proposal
