2 A RESOLUTION OF THE CITY .COUNCIL OF THE C1TYOF VERNON, APPROVING
CONTRACT NO. 322 FOR THE ALAMEDA STREET-EAST ROADWAY CONSTRUCTION

BIDS lN ACCORDANCE WITH CONTRACT NO. 322' OF THE CITY OF VERNON.

5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
6 WHEREAS,there has been presented to the City Council
7 of the City of Vernon Contract No. 322 providing for Alameda
8 Street-East Roadway construction, all within the City of Vernon, an
9 WHEREAS, the City Council of the City of Vernon has
10 determined that it is in the best interests of the City that said
11 contract be awarded in accordance with applicable State laws,
12 NOW, . THEREFORE, BE IT RESOLVED:

SECTIONl: That Co.n:tract No. 322 is hereby approved by
14 the City CouIlcil.o,f the City of Vernon.

16 is hereby directed to file in his;'offiGe in theCi ty Hall of the
17 City of Vernon a copy of contract,~o. 322..

SECTION' 3: That the CityCl~rk of the City of Vernon
19 is hel'eby directed to given()tice ,ill.,\'{ri.ting i:p.viting sealed
20 proposals or bids for Alameda Street-East Roadway construction,
21 in accordance with Contract No. 322, and in accordance with this
22 resolution.

SECTION 4: There being no newspaper of general cirou-
24 lation printed, published or circulated in the City of Vernon, the
25 City Clerk is hereby directed to post said notice, or cause the
26 same to be posted, in three (3) 9f the most public places in the
27 City, to wit: The northwest corner of 38th Street and Santa Fe
28 Avenue; the northeast corner of Leonis Boulevard and Pac.ific
29 Boulevardjand on the bulletin board in the lobby of the City Hall
30 of th.e City of Vernon, loca ted at 4305 Santa Fe Avenue, in sa id City.

SECTIONS: That the City Council of the City of Vernon
32 has ascertained the general prevailing rate of per diellWiages in

1 the locality in which ~he work described in Contract No. 322 is to
2 be performed, for each craft, classification or type of work needed
'.3 to execute said contract, and that the general prevailing rate of
4 per diem wages, and the general prevailing rate for holiday and
5 overtim~ work in the locality of the execution of said contract
6 No.322, for each craft, classification or type of workman needed
7 is set forth in said contract and incorporated by reference at this
8 point for all purposes as if set forth in full, and hereby approved
9 by the City Council of the City of Vernon.

SECTION 6: That the City Clerk of the City of Vernon
11 is directed to post said notice forthwith, and that the first
12 posting of said notice shall not be less than ten (10) days before
13 the date of opening bids for the proposed work. That said notice
14 shall provide that sealed proposals or bids will b& received by
15 the City of Vernon, California, at the office of the City Clerk of
16 said City, at the City Hall, 4305 Santa Fe Avenue, until the hour
17 of two (2) 0' clock P. M., on the 22nd day of January, 1967, in
18 accordance with contract No. 322 approved by said City.

SECTION 7: The City Clerk of the City of Vernon shall
20 certify to the passage of this resolution, and thereupon and
21 thereafter the same shall be in full force and effect.

5 adopted.on the 3rd day of January, 1967, directing same, notice
6 is hereby given that sealed proposals or bids will be received by
7 the City of Vernon, California, at the office of the City ~nerk
8 of said City, at the City Hall, 4305 Santa Fe Avenue, until the
9 hour of tW'o (2) o'clock P.M., on the 22nd day o.f January, 19.67,
10 for Alameda-East Roadway construction, in accordance with. Contract
11 No 322, approved by said City. The proposals will be publicly
12, opened and read in the Council Chambers of the City Hall, located
13 at 4305 .Santa Fe Avenue, Vernon, California, on the date and at
14 the time above mentioned. Specifications and contract Qocuments

may be obtained at the above-mentioned office of the City Clerk
upon payment of a deposit <of ten dollars ($10.00) for each $peci-
fication
The construction.to be done and the materials to be
furnished under Contract No. 322 are approximately as follows:
Heater remixing and resurfacing of the East R.oadway of Alameda
Street between 25th Street and SlausonAvenue,an9-repairing and
reconstru9ting certaincurbs,gutters,and sidewalks.

The construction shall be in accordance with Contraci:
No. 322, her.etofore approved bY th~ City Council of said City, and
now on fIle inthe.office of the City Clerk of said City,. copy of
which may be secured from the ~ityEngineer of said City.
Bidders are hereb,~notif,ied that, pursuant to the pro-
visions of Sections 1710 to 1781, inclusive, of the Labor Code of

1 workman or mechanic needed to execute the contract which will be
2 awarded to the successful bidder, and that Resolution No. 2882 of
~ the City of Vernon establishes said rates, and is on file with the
4 City Clerk of the City of Vernon.
5 Notice is further hereby given that all bidders may
6 submit with their bids a sworn statement of their financial
7 responsibility, technical ability and experience. Such sworn
8 statement may be required before award is made to any particular
9 bidder.
10 To be entitled to consideration, each bid submitted
11 pursuant to this notice shall be made out on a form to be obtained
12 at the office of the City Engineer; shall be accompanied by a
13 certified check, draft or bid bond, payable at a bank authorized to
14 do business in the state of Califprn~a, made payable at sight to
15 the City Clerk of the City of Vernon, in an amount equal to ten per
16 cent (10%) of the bid submitted, shall be delivered to the City
17 Clerk of the City of Vernon ina sealed envelope at, or. before, the
18 time stated herein, and must be plainly marked ttProposal for
19 Contract No .322. tf
20 The above-mentioned check or bond shall be given as a
21 guarantee that the bidder will enter into a contract if awarded to
22 him, and will be declared forfei tedif the successful bidder refuses
23 or neglects to enter into a contract of the required form after
24 being requested to do so by the City Clerk of the City of Vernon,
25 California. The successful bidder will be required to furnish a
26 labor and material bond in an amount equal to fifty per cent (50%)
27 of the contract price. and a faithful performance bond in an amount
28 equal to one hundred per cent (100%) of the contract price.

Unless otherwise required by law, no bidder may withdraw
30 his bid for a period of thirty (30) days after the date set for the
31 opening thereof.
32 A deposit of ten dollars ($10.00) will be required to

1 secure the Plans and Specifications, as a guarantee that the Plans
2 and Specifications will be returned, which deposit will be refunded
Z in case same are returned to the City in good condition not later
4 than forty-eight (48) hours after the bids on the work will have
5 been opened.

The City of Vernon reserves the right to reject any and
7 all bids or waive any informality in the bid.
