KESOLUTION NO. 2896
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON FINDING AND
DETEmnNING THAT THE PUBLIC INTEREST AND NECESSITY REQUIRE THE
ACQUISITION, CONSTRUCTION AND COMPLETION OF A PUBLIC UTILITY
EXTENSION AND PUBLIC IilPROVDENT CONSISTING OF ELECTRIC LIGHT,
HEAT A.NO POWER LINES IN THE PACKERS ISLAND ANNEXATION AND OTHER
RELATED 16.5 KV LINES WITHIN THE CITY OF VERNON, AND THE ACQUISI-
TION THEREOF BY EMINENT DOMAIN, PROCEEDINGS OF THE PROPERTY OF THE
SOUTHERN CALIFORNIA EDISON COKPANY IN SAID ANNEXATION AND SAID
16.5 KV LINES BY THE CITY OF VERNON.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
SECTION 1: It is hereby found and determined that the
9 public interest and necessity require the acquisition, construction
10 a.ndcompletion of a public utility extension and public improve-
11 mentconsisting of electric ligbt, heat and power lines in the
12 Packers Island Annexation and other related 16.5 Kv electric
13 transmission lines withiil the City of Vernon, to be used for and
14 necessary for:
15 (l) The transmission and distribution of electricity
for the purpose of furnishing and supplying electric light,
16 heat and power to the City of Vernon and the inhabitants
thereof; and

(2) The proper developJnent and control of such. use
18 of such electricity, at this time,8nd the future proper
development and control thereof,

20 as a part of the electrical system owned and operated by the City
21 of Vernon for furnishing and supplying electrical energy to said
22 City and the inhabitants thereof.

SECTION'2: The publiC interest and necessity require
24 the taking 'a.nd acquisition by the City of Vernon, for said public
25 utility extension and public improvement and use, of the electric
26 light, heat and power distribution system of the Southern Californi
27 Edison Company located within the City of Vernon, including said
28 Packers Island Annexation, to the City of Vernon, including all
29 of the right, title and interest of Southern California Edison
30 Company and any and all persons, firms or organzationsassociated
31 with said Southern California Edison Company in such ownership,
32 whether as lien holders, trustees or otherwise, in and to the

ductors,cross,Z1ils and other supporting appurtenances,
cutouts,:fiJJ:~ures,fuses, glassware,gro\1ndiag devices, guy
insulators',. meter boxes:t~ters,me~ering equipment, mOQ.lding,
other poles or interests. "therein, "pole line hardware and
other hardware, platforms, pole top extensions, pole stubs,
protective devices, transformers, wires, appliances, appa-
ratus, and other appurtelllances and equipment dedicat~dto
any and all of the prop$rties descri.bed herein or any part
thereof, a.nd located within the City of Vernon, including
said Packers Island Annexation.

Item 2. Any and all rights-of-way, easements, inter-
ests, licenses, fr.anchises, and rights pertaining t.o .any
part of saiddistr'buti~n system of said company within the
City of Vernon, including said Packers Island Annexation,
now held,owned,o.rused.bysaid company for the erection,
construetion, maintenance, or operation of said lines or
of. any nature whatsoever used in connection therewith or
used or useful in supplying electric energy for the purposes
of light, heat, . and power to consumers in said Annexat:;i.on,
togetherwith.the right of entry for all purposes in con-
nectionwith.said lines and all other appurtenances and
incidents thereto.
Item 3. All commercial and engineering maps and
records of said com.panyused or useful in locating, identifyin
and operating the abOve described properties or any part
thereofor.of the services or of the service rendered thereby,
meter rec.ords, transformer re.cords, billing records J ..service
r.ecords, consumers' service contracts and listings, and all
other records necessary or convenient in recording, billing
or.. collecting for electric service in said Annexation. and
for maintaining said system and each and every part thereof.
SECTION 3': Said public improvement is planned and
23 located in the manner which will be most compatible with the great-
24 est public good and the least private injury.

SECTION '4: The City Atto.rney of the City of Vernon is
26 hereby directed to bring an action in the superior Court of the
27 State of California for the County of Los Angeles, in the name of
28 the City of Vernon to condemn by eminent do.main proceedings the
29 property described in Section 2 of this Resolution.

SECTION 5: For the purpose of bringing such an action,
the said City Attorney is hereby empowered to incur in the name of
and on behalf of sa.id City, all obligations and expenses incidental

SECTION 6: The City Clerk shall certify to the adoption
~ of this Resolution by the City Council of the City of Vernon, and
4 the same shall.. be in full force and effect upon its adopti,on.
5 ADOPTED by the City Council of the City of Vernon this
67th day of March, 1967.
