Resolution No. 2902 29 . . 1 2 '.3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 RESOLUTION NO. 2902 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, URGING THE ADOPrION OF ASSEMBLY BILLS 806 and 877, AS PRESENTED TO THE 1967 ASSEMBLY OF THE STATE OF CALIFORNIA. THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: WHEREAS,.by virtue of a long line of appellate cases~ questioi,1s have arisen regarding the authority of looal government to enact laws, regulations, and ordinances covering certain fields 'Which may have betln pre-empted by the State Government, and W:H:&REA,.S, the City Council of the City of Vernon wishes to express its COncern regarding fields 'Which have historically been the problems of loca.l government, but 'which may be occupied by State legislation. and WHEREAS,. there has beenpz:e,sexftedto the California S1a te Assembly during its regular session of 1967, Assembly Bills Nos. 806 and 877, providing in part that it is not the intent of the legislature to.pre-empt the field of distribution to minors of matter appealing to their prurient interests, nor to occupy the field of regulation to the exclusion of local regulations, police and sanitary regulations, NOW, THEREFORE, BE IT RESOLVED: SECTION 1: That the City Council of the City of Vernon 22 does hereby urge the adoption of Assembly Bill No. 806 and Assembly 23 Bill No. 877 heretofore presented to the 1967 Assembly of the State 24 of California. 25 SECTION' 2: The City Clerk of the City of Vernon shall 26 certify to the passage of this resolution, .and thereupon and there-- 27 after the same shall be in full force and effect. 28 AOOPrEDand APPROVED this 16th day of 1la.y, 1967. 30 ATTEST: ~CitY ,J;?t .r;df?,~~ ~~t1ititn~, Mayr \, 31 32 Clerk 1. .... -" ~.. ... .. ~ ... ,. 1 STATE OF CALIFORNIA ) ) ss. 2 COUNTY OF LOS ANGELES ) :3 4 I, F. Assembly Bills 806 and 877 are two which must be considered by every local government. In effect, they return the right to enact local ordinances to individual city governing bodies. A copy of each of these measures is included with this letter. I would hope that you will carefully peruse them and pass them on to each of your council members for his consideration. The Los Ange:Es County Board of Supervisors recently gave their support to these legislative measures. I believe that you, too, will see the need for their enactment and will want to add your support by adopting a resolution calling for such action by our State Legislature.
