THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: WHEREAS, there are. presently proposed before the legis- lature of the State of CalifQrnia Assembly Bill No. 2395 and Assembly Constitutional Amendment 74, which provide, in part, that a tax be imposed on the regular monthly recurring charges.paid for intrasta'Fe telephone service, the same to be returned to cities a.nd counties on the basis Qf population, and WHEREAS, prior revenue returned to cities befQre judicial determination that such revenue was uncollectible, was based up()n gross receipts for telephone service received within a city, a.nd WHEREAS, the City of Vernon is a primarily industrial city, bavinga SDUlll residential population, but prOViding muni- cipa,l services substa.ntia.lly the same as that provided for a, municipality of a.pproxima.tely 60,000 persons in popula.tion, and WHEREAS, the above described Assembly Bill and Assembly Constitutioaal Ameadment provide for a. collection from. thetele- phoae companies on the basi.s of gross receipts, NOW, THEREFORE ,BE IT. RESOLVED: SEeTION~~ That .the City Council of the City of Vernon 24 does hereby oppose the adoption of Assem.bly Bill No. 2395 and 25 Assembly Consti tutionalAm.endment 74:in, its present form. 26 SECTION-2': That the .
