RESOLUTION NO. 2008
A RESOJ,UTION OF THE CITY OOUNCIL OF THE .CITY OF VERNON FIXING
THE COMPENSATION FOR CERTAINBIPLOYEES OF SAID CITY AS OF JULY
1, 1967 ,AUTHORIZING CERTAIN EXPENSE ALLOWANCES, AND REPEALING
ALL RESOLUTIONS IN CONFLICT HEREWITH.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
SECTION 1: Effective July 1, 1967, the following
employees of the City of Vernon shall receive the compensation
or salary hereinafte.,. set forth. This Resolution shall .Bot
affect the eXistfng compensation '.. of any officer or employee Dot
in this Resolution specifica.lly set forth.
SECTION. 2: Employees of the. City of Vernon shall
receive the compensation, and, where authorized, the expense
allowances, as hereinafter set forth:
(a) Engineering,Traffic Engineering and Street
Department, Water and Sewer Systems,asin
Schedule 1.
(b) Fire Department, as in Schedule II.
(c)
(d)
Police Department, as in Schedule III.
Health Department, as in Schedule IV.
(e) Miscellaneous Departments, as in Schedule V.
Said Schedules I through V are attached to this Resolution and
hereby incorporated a.s a part of this Resolution as though herein
set forth in full.
SECTION 3': The salaries herein set forth for the several
officers and employees of the City of Vernon in the different
departments shall be in full force and effect from and after the
1st day of July, .1967.
SECTION' '4: Wherever an allowance is made to any employee
for the use of his personal autom.obile, such allowance shall aot
be payable whenever the employee is on vacation or leave of
absence, and the automobile allowance is reduced at such times in
proportion to the.time of absence.

SECTION 5: Vacation policies for employees of the City
of Vernon are established and recited in Resolution No. 2885.
SECTION 6: In any salary period in which any full-
time employees of the City of Vernon shall, for any reason, not'
work full time, then the pay, salary or compensation of such
employee shall be reduced on the following basis:
(a) Where an employee is paid ona monthly salary
basis, such employee shall be paid the amount produced by multi-
plying the regular mOnthly sall\ry by a fraction having as its
denominator the total nuber of working days in the calendar
month (inaccordance'with the regular work schedule of the
employee in question) and as itsnum~rator the total number of
days actually. worked. "Days actually worked" for the purpose ..of
this computation shall include exclJsed and pa.id absences as here-
after provided for, as well as legal holidays to which.~l1e employee
is entitled under his regula.rworkingschedule during the. pay
period in question and so long<as he is employed by the City of
Vernon. Provided, that, when suchemploY'ee is hired or his
employment is terminated after the beginniag or before the end of
a salary period, no salary shall be payable on account of any <lays
preceding such hiring, or fo.r any days following such termination.,
(b) Where an employee is paid On a daily basis, no
compensation shall be payable for any <lay or portion of a day not
worked.
(c) In either of the Cases.mentioned in sub-sectiens
(a) and (b) a.hove, fractional parts of a. day shall be computed
on the basis of an eight-hour day, excepting members oftb.e Fire
Department who serve on a twenty-f(~)Ur hour shift, and as to said
latter employees fractional parts of a day shallbeeOJlputed on
the baSis of a twenty-four hour day.
(d) ttAbsencett as used in this section shall include,
without being limited to, leaves of absence, suspensions and

1 employees whose employment commences or terminates during a pay,
2 salary or wage period.
~ (e) As an exception to the general rules for deduction
4 or loss of pay for absences as above defined, any department head
5 may, for good cause as determined by such department head, certify
6 for full pa.y an employee who has been absent during a pa.y, salary
7 or wage period.
8 Whenever a department head certifies for pay an
9 absence of an employee, he shall attach to the payroll demand a
10 statement of the reason for paying such employee while absent,
11 his monthly rate of pay, length of service with the City, and
12 number of days absent. The pay of employees for absent time shall
13 remain in the sole_discretion of the City Council.
14 SECTION 7: The City Council hereby makes the following
15 statement of policy relative to salaries and classifications set
16 forth in this Resolution:
17 (a.) Except. as set forth in sub-section (b) which follows
18 promotions or salary increases to higher grades are merit steps
19 only and shall be available to employees as recognition and reward
20 for satisfactory services.
21 (b) New employees shall start at the first step in the
22 salary range for their respective positions unless it is deter-
23 mined that qualified applicants are not available at the salary
24 specified for the first step or grade, or that a specific applica.llt
25 has specia.lqua.lifications justifying a. higher starting rate
26 beyond the first step or grade. New employees startillg at the
27 beginning step or grade shall be advanced to the second step or
28 grade of their salary range effectivCl the first da.y of the' calendar
29 month next following the satisfactory cempletion of their pro-
30 bationary employment, which is hereby fixed at twelv~ (12) months.
31 (c) Promotions to the next step or grade of the em-
32 ployee's respective salary range shall be effective not earlier

than the first day of the calendar !lonth next following the
completion of. satisfactory service and the authorization of said
promotion. It is intended that such promotion "be effective the
first day of the calendar month.
(d) The promotion of an employee shall nat result in
reduction in pay, and the employee being promoted shall be
classified in such manner that he receives the same or more pay
for the pOSition to which he is promoted.
(e) This Resolution .expresses the general wage and
salary policy of . the City of Vernon, and in conjunctionwi.th the
aecompa.nying working conditions for employees of theCi ty of Vernon
now existing is deemed to be fair and adequate. It is not anti....
cipated tha.t adjustments in said salary scales will be necessary"
except as to caseS involving additional responsibility, exceptional
merit, or other special circumstances.
SECTIONS: All Resolutions in conflict with this
Resolutien are hereby repealed.
Section 9: The City Clerk of the City of Vernon shall
certify to the passage of this Resolution and thereupon and there-
after the same shall be in full force and effect.

the California State Board of Registration for Civil and
Professional Engineers.
The Land <Surveyor must,possess a valid Land Surveyor's
LicenEle'issued by the California State Board of Registration for
Civil,and Professional Engineers.
,In addition to said salaries, the City Engineer, the
Superintendent, Water and.. Sewer Systems, and the Traffic Engineer ,
when authorized in advance by the City Council shall receive,
when using their own,l1totor'vehicles in the service of the City,
anadditipnal sumQ"f $T5..00 per month and the Assistant Traffic
Engineer,: Ci:'.'u:l~gfneers, Civil Engineering Associates, Civil'
Engineering A~sistants, Foremen, construction. Inspectors,
Engineering Aides I and, II, when so a.uthorized, shall receive,
when using their O'm:motorvehicles in the service of the City,
an,additional'sum.of$30.00, $50.00 or $75.00 per ntonth" depending

when required to work hours in addition to those regularly
established for their respective job classifications, shall. be.
paid an hourly rate for such additional work computed 'by divi.ding
the monthly salary ofth~employee by ,20 (hereby assumin84;20.

month, being an allowance for the use and mainte~ance of said
motor equipment. Employees of the Police DepartDientshall receive
additional compensation, as hazard pay in the sum of $30.00 per,
month. when assigned to motorcycle duty. In addition to said .
salaries, a flat r..te of $15.00 per appearance will bepatd to
any police officer whp is required to make an off-duty court
appearance.

In addition to said salaries, the City Clerk, the
Assistant Director of Civil Defense, and the Purchasing Agent,
when authorized in advance by the City Council, shall receive,_
when using their own:.,tot' vehicles, inthe service of the City,
an additional sum o'f$50..00 per month. The Superintu4ent of
Buildings, when authorized in advance by the City Coune.il,shall
reeeive,when using his own motor vehicle ln 'the servfce of the
City, an additional sum of $85.00 per mon'th. The Senior
Electrical Inspector, the Senior Mechanical Inspector and the
Building Inspectors, when authorized in advance by the City
Council, shall receive, when using their own motor vehicles in
tht! service of the City, an additional sum of $75.00 per-month.
The City shall not'be responsible for repairs or any additional
costfe>J:'"upkeep, fuel,. lubrication, replacement in whole or in
part,ot" other expenses in connection with any such vehiCle'j,
beyond the amount set forth in this par,agraph. I
