5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:

SECTION I': The Engineering Depar~Dt is established

7 for the purpose of meeting engineering and planning needs of the

10 and construction, and sewer facilities operation and maintenance
11 including the industrial waste program.

13 department head of the Engineering Department. Pursuant to the

responsible for the direction and supervision of the persoDael,
equipment, and facilities assigned to this depar~ent by the City

The Finance Committee reviewed the report entitled "An
Analysis of the City of Vernon PUblic Works Departmentstl as pre-
pared and submitted by David D. Grayson and Morris Vance, dated
July 1967, and discussed the effect the three alternatives as
suggested would have on the City finances.
On October 6, 1967, the Finance Committee sent a written
memorandum to Messrs. Grayson, King and Nelson relative to this
report and the. various alternatives outlined in this report. A
copy of the memorandum is attached for your information.
In compliance with the memorandum, dated October 6, 1967,
Messrs. Grayson, King and Nelson, under date of December 15, 1967,
responded with a written report to the Finance Committee present-
ing a comprehensive plan for re-organizing the Engineering Depart-
ments. A copy of the memorandum, dated December 15, 1967, from
Messrs. Grayson, King and Nelson is enclosed for your information
and study.
The Finance Committee met on December 27, 1967 for the
purpose of reviewing the plan submitted ,by Messrs. Grayson, King
and Nelson, dated December 15, 1967, and for the purpose of re-
viewing the financial aspects of the plan as submitted.
The Finance Committee feels that the plan of re-organ-
ization as submitted is a workable and equitable one, and there-
fore, it makes the following recommendations:

(1) That the City Attorney be instructed to draft a
resolution~setting forth the purpose of the Engineering Department,
the Water Department, and the Traffic Engineering and St~eet
Department1 and establishing the responsibilities of the three
Department Heads;
(2) That the resolution be substantially in the form as
transmitted in the memorandum from Messrs. arayson, King and
Nelson, dated December 15, 1967;
(3) That the effective date of the resolution be
January 1, 1968;
(4)

In accordance with memorandum dated October 6, 1967, from
the finance committee to the undersigned, the following materials
are herewith submitted:
(A) Draft Resolution - setting forth the purpose for
each of the three departments and establishing the
responsibilities of each of the three department
heads.
(B) Comprehensive lists of activities together with lists
of personnel and equipment related to these activities
for each of the three departments.
The materials have been developed with the cooperation and
participation of all persons involved, with each department head
contributing directly to the effort. The undersigned look forward
to meeting with the committee to review and discuss the contents
of this report.
It may be of interest to the committee to know the processes
and steps undertaken in the development of these materials. Soon
after receipt of the committee memorandum, the three department
heads met to determine the steps to take to meet the objec-
tives outlined in the memorandum.
It was decided that the first
order of business was to identify the broad goals or purposes for
each department. By doing this, it was felt each department head
would have a clearer understanding of his specific area of
responsibility. Each department head prepared a goal statement
and responsibility charge and submitted it to the other department
heads involved so that a general feeling of agreement for
individual responsibility could be established.
The next step involved breaking down these goals to specific
activities and functions for each of the three departments, and
also identifying the related personnel and equipment.
At this point, key personnel from each department were
called in to contribute to the completeness and accuracy of
the study material. These meetings contributed much, not
only to the finalized materials, but also to a feeling of
solidarity within each department. Although there was staff
participation, the final result is the responsibility of the
undersigned.
It is felt that the material submitted herewith represent
a workable and comprehensive plan. We are confident that the
wishes of the Finance Committee will be met by this plan. If
acceptable, it is recommended that the draft resolution be
forwarded to the City Council for their consideration.

Goal Statement & Department Head Charge
The Water Department is established to efficiently operate
and maintain all Water Department facilities, to construct
certain new facilities, to do certain force account construction,
to aid and assist business and industry in solving their water
problems, to cooperate and assist the Engineering Department in
all water department engineering. and to cooperate with all other
departments in matter relating to the Water Department.
The Warehouse and Shops Section is established to provide
facilitating services to the Water Department, the Engineering
Department, and the Traffic Engineering and Streets Department.
This section shall be under the direction of the Superintendent
of the Water Department.
The Superintendent of the Water Department shall be the
department head of the Water Department. Pursuant to the policies
established by City Council, he shall plan, organize, and administer
the activities of the Water Department to sucessfully accomplish
the purpose as outlined. above. He Shall be responsible for the
direction and supervision of the personnel, equipment and facilities
assigned to this department by the City Council. In addition, he
shall act in an advisory capacity in conBection with sewage and
industrial waste work, and such other duties as may be assigned by
the City Council.

The City Engineer of the City of Vernon shall be the
department head of the Engineering Department. Pursuant to
the policies established by the City Council, he shall plan,
organize and administer to meet the above listed needs. He
shall be responsible for the direction and supervision of
the personnel, equipment, and facilities assigned to this
department by the City Council. In addition, he shall perform
such other duties as may be assigned by the City Council, City
Code, and state statue.

TRAFFIC ENGINEERING AND STREET DEPARTMENT
Goal Statement & Department Head Charge
The Traffic Engineering and Street Department is established
for the purpose of meeting the street and traffic needs of the
businesses, industries, and citizens of the City of Vernon,
including planning and evaluating the need for street and traffic
facilities, present and future, their related design and construc-
tion, and their operation and maintenance to a high level of
service in keeping with the needs of this industrial community.

Pursuant to the policies established by the City Council, he
shall plan, organize, and administer the traffic engineering and
street activities of the City toward the attainment of the above
stated purpose. He shall be responsible for the direction and
supervision of the personnel, equipment, and facilities assigned
to this department by the City Council. He shall also perform
those duties assigned by law to the Superintendent of Streets.
In addition, he shall perform such other duties as may be assigned
by the City Council.

TRAFFIC ENGINEERING AND STREETS DEPARTMENT
Fuhctions - Activities
The activities of the Traffic Engineering and Streets
Department pre~e~tly include: a program for street and traffic
planning through research, data collection, programming, and the
formulation and maintenance of the master street transportation
plan; the design and construction of street and traffic projects;
the translation of the master street transportation plan into a
continuous program for street and traffic improvement; the
promulgation of standards and design criteria for street and
traffic construction; a city street lighting program: a traffic
safety program; a program for regulating and inspecting
encroachments of the street system; a program for the continuous
evaluation & improvement of traffic operating conditions; the
maintenance of records showing the physical condition of the
street system and the system's traffic d~vices; a continuous program
of street maintenance to keep the street system in repair through
correction of defects; street cleaning; street painting and sign
maintenance; landscaping and street tree maintenance; a program
for maintaining favorable relations with the public; a personnel
program; promulgation and maintenance of departmental policies and
procedures; maintenance of departmental records and references;
and secretarial services.
