Pursuant to the 14 policiesestablish~d by the City Council,ae ~hall pla~, organize 15 16 17 and administer to meet the above listed needs., He shall be responsible for the direction and supervision of the persoDael, equipment, and facilities assigned to this depar~ent by the City 18 Council. Grayson and Morris Vance, dated July 1967, and discussed the effect the three alternatives as suggested would have on the City finances. On October 6, 1967, the Finance Committee sent a written memorandum to Messrs. Grayson, King and Nelson relative to this report and the. various alternatives outlined in this report. A copy of the memorandum is attached for your information. In compliance with the memorandum, dated October 6, 1967, Messrs. Grayson, King and Nelson, under date of December 15, 1967, responded with a written report to the Finance Committee present- ing a comprehensive plan for re-organizing the Engineering Depart- ments. A copy of the memorandum, dated December 15, 1967, from Messrs. Grayson, King and Nelson is enclosed for your information and study. The Finance Committee met on December 27, 1967 for the purpose of reviewing the plan submitted ,by Messrs. Grayson, King and Nelson, dated December 15, 1967, and for the purpose of re- viewing the financial aspects of the plan as submitted. The Finance Committee feels that the plan of re-organ- ization as submitted is a workable and equitable one, and there- fore, it makes the following recommendations: ~. . ..._1II ' J' 1 (1) That the City Attorney be instructed to draft a resolution~setting forth the purpose of the Engineering Department, the Water Department, and the Traffic Engineering and St~eet Department1 and establishing the responsibilities of the three Department Heads; (2) That the resolution be substantially in the form as transmitted in the memorandum from Messrs. arayson, King and Nelson, dated December 15, 1967; (3) That the effective date of the resolution be January 1, 1968; (4) the memorand\UIl and Nelson, be 1968; and That the personnel and equipment, as outlined in dated December 15, 1967 from Messrs. ~rayson, King assigned to each Department Head as of January 1, (5) That the following exhibits be attached to the resolution, for future reference only, and not be considered as an integral part of said resolution: (a) Comprehensive lists of activities of each of the three Department Heads; and (b) Lists of personnel and equipment related to the activities of each of t~e three Department Heads and as assigned to each of the three Department Heads as of January 1, 1968. Grayson, King, and Nelson -----------------~------------------._--_._------.------------------- In accordance with memorandum dated October 6, 1967, from the finance committee to the undersigned, the following materials are herewith submitted: (A) Draft Resolution - setting forth the purpose for each of the three departments and establishing the responsibilities of each of the three department heads. (B) Comprehensive lists of activities together with lists of personnel and equipment related to these activities for each of the three departments. The materials have been developed with the cooperation and participation of all persons involved, with each department head contributing directly to the effort. The undersigned look forward to meeting with the committee to review and discuss the contents of this report. It may be of interest to the committee to know the processes and steps undertaken in the development of these materials. Soon after receipt of the committee memorandum, the three department heads met to determine the steps to take to meet the objec- tives outlined in the memorandum. It was decided that the first order of business was to identify the broad goals or purposes for each department. By doing this, it was felt each department head would have a clearer understanding of his specific area of responsibility. Each department head prepared a goal statement and responsibility charge and submitted it to the other department heads involved so that a general feeling of agreement for individual responsibility could be established. The next step involved breaking down these goals to specific activities and functions for each of the three departments, and also identifying the related personnel and equipment. At this point, key personnel from each department were called in to contribute to the completeness and accuracy of the study material. These meetings contributed much, not only to the finalized materials, but also to a feeling of solidarity within each department. Although there was staff participation, the final result is the responsibility of the undersigned. It is felt that the material submitted herewith represent a workable and comprehensive plan. We are confident that the wishes of the Finance Committee will be met by this plan. If acceptable, it is recommended that the draft resolution be forwarded to the City Council for their consideration. Pursuant to the policies established by the City Council, he shall plan, organize, and administer the traffic engineering and street activities of the City toward the attainment of the above stated purpose. He shall be responsible for the direction and supervision of the personnel, equipment, and facilities assigned to this department by the City Council. He shall also perform those duties assigned by law to the Superintendent of Streets.
