RESOLUTION NO. 2936
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON~ OPPOSING
UNNECESSARY INTER-SCHOOL TRANSPORTATION OF SCHOOL CHILuREN.

4 WHEREAS, the Board of Education of the Los Angeles
5 Unified School District has indicated its desire to transport
6 pupils from school areas geographically closer to their residences
7 to other schools within the Los Angeles Unified School District, a d
81 WHEREAS, the City CoUncil of the City of Vernon, as are
9 all other legislative bodies, is concerned with the growing tax
10 burden upon the residents and businesses located within the City 0
11 Vernon, and
12 WHEREAS, all of the City of Vernon comprises a part of
13 the Los Angaes unified School District,
14 NOW, THEREFORE, BE IT RESOLVED:

SECTION I: That the City Council of the City of Vernon
16 does hereby oppose the unnecessary inter-school transportation of
17 school children from one area to the other within the Los Angeles
18 Unified School District.

SECTION 2: That the City Council of the City of Vernon
does hereby urge the Board of Education of the Los Angeles Unified
School District to rescind its previous directive providing for
such inter-school transportation of school children.
SECTION 3: That said School Board continue its policy
to utilize tax receipts for the best educational ad-vantages .of
the children located within the Los Angeles Unified School Distric
and not increase the same by the transportation provided for by
the previous action of said District.
SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution and thereupon and
thereafter the same shall be in full force and effect.

Gentlemen:
Enclosed is a copy of a resolution passed recently by ~he City of
South Gate, opposing the action advocated by the Los Angeles
Board of Education, namely, the bussing of students from one
school district to another.
The recent actions of the Los Angeles Board of Education to
implement such a program will include all the cities in the
Los Angeles School District, one of which, as you are aware, takes
in the school children of Vexnon. Therefore, it is imperative
that you consider the far-reaching effect of such a program in your area.
Other cities in the 52nd Assembly District have taken steps to record
their opposition to such a plan. I would hope that you will also
take such action.
You can be certain that in representing the rights of the residents
of my district, I will oppose any attempt which will violate the
rights of my constituents.

WKEREAS, it has come to the attention of the City Cou~cil
of theCi ty, o{ SouthGate, Ca 1 Horni a, that certain groupS and
individuals have proposed to the Board of Education"of the ,Los
Angeles' Unified School ,District'that pupils be transported among

WHEREAS ,i t appears that. a:great and unnecessary expense

would be incurred in providing the aforementioned transportation;

WHEREAS, it appears that, the taxpayers within the Los Angeles
Unified School District are presently overburdened with taxes
incurred for educational ~urposes;and \
WHEREAS. it appears that the overWhe~ming ma~oritY of persons.~
within the South Gate portion of the Los Angeles. Unified School
,District are opposed to transporting their children from this
area and would refuse to comply wi,th any~such order or regulation;

As you are aware, the Los Angeles City Board of Education has
received an infotmative report from the Superintendent on the
subject of possible programs for integration of the schools.
At the time this report was received, it was referred to a
special committee of the Board. This special committee has
been named and consists of Georgiana Hardy, Chairman,
Reverend James E. Jones and Dr. H. C. Willett. The committee
will meet, commencing on March 13, 1968, on Wednesdays at 9:30
a.m. for approximately four to six weeks. The meetings will be
held in the Board Room (A-160), 450 North Grand Avenue, Los Angeles,
California.
To permit freer discussion, committee meetings are less formal
than Board meetings. There will be no list of speakers compiled
prior to these special committee meetings. Those wishing to
speak to the committee on the subject of the Superintendent's
report should attend and seek the recognition of the Chairman
when they wish to speak. It is hoped that this will permit a
more useful exchange of viewpoints.
