WHEREAS, the report of the Governor's Water Resources
Task Force issued in May, 1967, and the response thereto issued in
September, 1967, by the Department of Water Resources, confirmed
that insufficient money is available to finance construction of

the initial. facilities of the State Water Project as originally
scheduled by the Department; and
WHEREAS, subsequently various agencies and individuals
interested in the State Water Project, at separate hearings
conducted by the Department and the California Water Commission
and by the Senate Subcommittee on Water Resources of the Senate
141 General Research Committee and the Assembly Committee on Water,

recommended that additional State tideland oil and gas revenues,
originally committed to the water program but sharply curtailed
in recent years, be rededicated to assure completion on schedule
of initial facilities of the State Water Project; and
WHEREAS, State tideland oil and gas revenues committed
to the State Water Project for its reimbursable costs will be
repaid in full with interest by the State water service contractors;
and
WHEREAS, Governor Reagan has recently announced that
his administration will submit two bills to the Legislature at
its 1968 Regular Session which if enacted would provide the
necessary additional short-term financing to the extent of $64
million from State tideland oil and gas revenues through fiscal
year 1972-73 to enable toe essential features of the project to be

completed on schedule; and
WHEREAS, Senator Gordon Cologne, Chairman of the Senate
Committee on Water Resources, and Assemblyman Carley V. Porter,
Chairman of the Assembly Committee on Water, have pledged their
support in obtaining .the approval of such legislation, and

.11 WHEREAS, the City Council of the City of Vernon wishes
2 to endorse and recommend approval of such proposed legislation,
3 and commends the Governor and his administration, Senator Cologne
4 and Assemblyman Porter for their successful endeavors to devise
5 and agree on a program which could be presented for legislative
6 approval;

NOW, THEREFORE, BE IT RESOLVED: That the City Council
8 of the City of Vernon strongly endorses the program recommended by
9 the Governor for additional short-term financing for the State
10 Water Project and urges the enactment of the necessary legisla-
11 tion as early as possible at the 1968 Regular Session of the
12 California Legislature.

BE IT FURTHER RESOLVED: That the City Clerk of the City
14 of Vernon is hereby directed to forthwith transmit copies of this
15 resolution to Senators Gordon Cologne, Lawrence E. Walsh,
16 Assemblymen Carley V. Porter and Floyd L. Wakefield.

Dear Sir:
Water is the life blood of any community, large or small;
hence, construction of the State Water Project as scheduled is
essential to protect our interest in this regard for many years
in the future. Under the terms of the original enabling act,
$11,000,000 per annum of tideland oil revenue was ear-marked
for State Water Project construction purposes. Recently, other
agencies have discovered the availability of the tideland oil
fund, and are leaving no stone unturned to encroach upon the
State Water Project ear-marked funds.
The Metropolitan Water District, of which I am a Director,
and the Central Basin Municipal Water District of which I am
President, have adopted the enclosed resolution urging that our
allocated amount of tideland oil revenues not be diverted to
other uses.
On behalf of the two above mentioned agencies I feel
privileged to bring this matter to your attention, and hope
most sincerely that you will support our stand in this matter
by adopting a similar resolution.

OF CENTRAL BASIN MUNICIPAL WATER DISTRICT
RELATING TO ADDITIONAL SHORT-TERM
FINANCING FOR THE STATE WATER PROJECT
WHEREAS, the report of the Governor's Water Resources

Regular Session of the California Legislature.
BE IT FURTHER RESOLVED, that the Secretary is hereby
directed to forthwith transmit copies of this resolution
to Senators Gordon Cologne, Lawrence E. Walsh, Assemblymen
Carley V. Porter and Floyd L. Wakefield, as well as to all
cities in the Central Basin area.

PORTER INTRODUCES BILL '1'0 COMPLETE FEA'1IHER RIVER PROJECT
Assemblyman Carley V. Porter, Chairman of the Assembly Water
Conunittee, today introduced legislation with 12 members of the
Conunittee as co-authors to provide additional short-range financing
for the State's Feather River Project.
,
The Conunittee Chairman, co-author of the Burns-Porter Water
Bond Act which financed the State's giant Project, said that "this
legislation will make it. possible to construct the Project with
minimum deferment of important facilities and represents a program
agreed upon by the Governor and the Director of Water Resources."
One provision of the legislation will remove the "offset" provision
of the Burns-Porter Act.
"By taking this action," Porter said, "the
$11 million intic1elands oil revenues which is dedicated annually
to Project construction will not result in the setting aside of
an equal amount of Burns-Porter Act Funds for future projects to augment
the Sacramento-San Joaquin Delta. In effect, this means that the
State will be actually doubling the $11 million available for use
on the Project. The Department of Water Resources assures me that
the initial North Coastal facilities to augment the Delta can be
financed without the 'offset' provision."

The second major provision of the bill will increase annual
tidelands oil allocations for the Feather River project from
$11 million a year to $25 million a year beginning with the
1970-71 fiscal year. This will bring the total tidelands oil
revenues annually dedicated to the Water Project to $30 million,
including the $5 million annually set aside for recreation development at
projects under legislation which Assemblyman Porter sponsored in
1966.
Assemblyman Porter added, "The modest increase in tidelands oil
funds to be made available for the Feather River Project under my bill
is particularly appropriate at this time, for it simply recalls a
small fraction of tidelands funds that were originally dedicated
to completion of the Project. When the Burns-Porter Act was passed
in 1959, these tidelands funds were made available for water develop~
ment in unlimited amounts." Porter recalled that the present $11
million a year limit on tidelands revenues for water development was
adopted in 1964.
Assemblyman porter said that his new legislation, admittedly
a stop-gap program, will make it unnecessary for him to introduce
a $600 million bond issue at this session of the Legislature.
"But
this is not to say another bond issue will never be necessary,"
Porter said, "for I am convinced, and the Governor seems to agree,
that ultimately additional Project needs will require a second bond
issue. HoweVer, this new legislation, together with the possible use
of other funds which can be made available to the Department for.the

Project, should give us the time needed to carefully assess
our coming requirements so that we can agree on a future bond issue
which will be realistic and adequate for foreseeable needs."
Porter said that the Department estimates that his legisla.tion
will make available approximately $64 million in additional funding
for the Project through the fiscal year 1972-73. He emphasized
that the bill will have no effect whatsoever on the Governor's
Budget f0r the next two years.
Assemblyman Porter's legislation is also co-authored by Senator
Gordon Colog-ne, Chairman of the Senate Water Resources Committee.
