Resolution No. 2943 II .,.. .< .. ...~ .J.I RESOLUTION NO. 2943 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, APPROVING CONTRACT NO. 331 FOR HEATER REMIXING AND ASPHALT RESURFACING OF :3 CERTAIN STREETS, AND DIRECTING THE GIVING OF NOTICE INVITING SEALED PROPOSALS OR BIDS IN ACCORDANCE WITH CONTRACT NO. 331 OF 4 THE CITY OF VERNON. 5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: 6 WHEREAS, there ,has been presented to the City Council 7 of the City of Vernon Contract No. 331, providing for heater 8 remixing and asphalt resurfacing of certain streets within the 9 Ci ty of Vernon, and 10 WHEREAS, the City Council of the City of Vernon has 111 determined that it is in the best interests of the City that said I 121 contract be awarded in accordance with applicable State laws, 13 NOW, THEREFORE, BE IT RESOLVED: 14 SECTION 1; That Contract No. 331 is hereby approved 15 by the City Council of the City of Vernon. SECTION 2: That the City Clerk of the City of Vernon 16 17 is hereby directed to file in his office in the City Hall of the 18 City of Vernon a copy of Contract No. 331. 19 SECTION 3: That the City Clerk of the City of Vernon 20 is hereby directed to give notice in writing, inviting sealed 21 proposals or bids for heater remixing and asphalt resurfacing of 22 certain streets located within the City of Vernon, in accordance 23 with Contract No. 331, and in accordance with this Resolution. 24 25 26 27 281 29 30 31 32 SECTION 4, There being no newspaper of general circu- lation printed, published or circulated in the City of Vernon, the City Clerk is hereby directed to post said notice, or cause the same to be posted in three (3) of the most public places in the City, to wit: The northwest corner of 38th Street and Santa Fe Avenue; the northeast corner of Leonis Boulevard and Pacific Boulevard; and on the bulletin board in the lobby of the City Hall of the City of Vernon, located at 4305 Santa Fe Avenue, in said City. 1. I' I .. ,1 SECTION 5: That the City Council of the City of Vernon 21 31 h~s ascertained the general prevaLling rate of per diem wages in the locality in which the work described in Contract No. 331 is to 4 5 6 7 8 9 10 lli I , 12 13 14 be performed, for each craft, classification, or type of workman needed to execute said contract and that the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality of the execution of Contract No. 331 for each craft, classification,or type of workman needed is set forth in said contract and incorporated by reference at this point for all purposes as if set forth in full, and hereby approved by the City Council of the City of Vernon. SECTION 6: That the City Clerk of the City of Vernon is directed to post said notice forthwith and the first posting of said notice shall not be less than ten (10) days before the 15 date of opening bids for the proposed work. That said notice 16 shall provide that sealed proposals or bids will be received by 17 the City of Vernon, California, at the office of the City Clerk 18 of said City at the City Hall, 4305 Santa Fe Avenue, until the 19 hour of 2:00 o'clock P.M. on the 5th day of March, 1968, in 20 accordance with Contract No. 331, approved by said City. 211 SECTION 7: The City Clerk of the City of Vernon shall 22' certify to the passage of this resolution and thereupon and 23 thereafter the same shall be in full force and effect. 24 ADOPTED and APPROVED, this 20th day of February, 1968. 25 26 27 28' 29 30 31 ATT~ F. NOTICE INVITING SEALED PROPOSALS OR BIDS FOR HEATER REMIXING AND ASPHALT RESURFACING OF CERTAIN STREETS, IN ACCORDANCE WITH 3 CONTRACT NO. 331 OF THE CITY OF VERNON. 4 Pursuant to Resolution No. 2943 of the City of Vernon, 5 adopted on the 20th day of February, 1968, directing same, notice 6 is hereby given that sealed proposals or bids will be received 7 by the City of Vernon, California, at the office of the City 8 Clerk of said City, at the City Hall, 4305 Santa Fe Avenue, 9 until the hour of two (2) o'clock P. M., on the 5th day of March, 10 1968, for heater remixing and asphalt resurfacing of certain 111 streets, in accordance with Contract No. 331 approved by said 12 City. The proposals will be publicly opened and read in the 131 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 291 I 30 31 32 Council Chambers of the City Hall located at 4305 Santa Fe Avenue, Vernon, California, on the date and at the time above mentioned. Specifications and contract documents may be obtained at the above-mentioned office of the City Clerk upon payment of a deposit of ten dollars ($10.00) for each specification. The construction to be done and materials to be fur- nished under said Contract No. 331 are approximately as follows: Heater Planing and Header Cutting 122,820 sq.ft. 515,280 sq. ft.. 900 tons 1,600 tons 68 each Heating and Remixing Existing Surface Constructing A.C. Pavement Constructing Asbestos A. C. Pavement Resetting Manhole Frames and Covers The construction shall be in accordance with Plan No. P 1797 and Contract No. 331 heretofore approved by the City Council of said City, and now on file in the office of the City Clerk of said City, a copy of which may be secured from the Traffic Engineer of said City. Bidders are hereby notified that, pursuant to the provisions of Sections 1770-1781, inclusive, of the Labor Code of the State of California, the City Council of the City of Vernon I. "'^' "-' \.. , .... ,1 has adcertained the general prevailing rate of per diem wages 2 and rates for legal holidays and for overtime work in the locality 3 in which this work is to be performed, for each craft or type of 4 workman or mechanic needed to execute the contract which will be 5 awarded to the successful bidder, and that Resolution No. 2943 of 6 the City of Vernon establishes said rates, and is on file with the 7 City Clerk of the City of Vernon. 8 Notice is further hereby given that all bidders may 9 submit with their bids a sworn statement of their financial 10 respoasibili ty, technical ability and experience. Such sworn 11 statement may be required before award is made to any particular 12 bidder. 13 To be entitled to consideration, each bid submitted 14 pursuant to this notice shall be made out on a form to be obtained 15 at the office of the Traffic Engineer; shall be accompanied 16 by a certified check, draft or bid bond, payable at a bank 17 authorized to do business in the State of California, made payable 18 at sight to the City Clerk of the City of Vernon, in an amount 19 equal to ten per cent (IO%) of the bid submitted, shall be 20 delivered to the City Clerk of the City of Vernon in a sealed 21 envelope at, or before, the time stated herein, and must be 22 plainly marked "Proposal for Contract No. 33P~. 23 The above-mentioned check or bond sbill be given as a 24 guarantee that the bidder will enter into a contract if awarded 25 to him and will be declared irfeited if the successful bidder 26 refuses or neglects to enter into a contract of the required 27 form after being requested to do so by the City Clerk of the City 28 of Vernon, California. The successful bidder will be required to 291 furnish a labor and material bond in an amount equal to fifty 30 percent (50%) of the Contract price, and a faithful performance 31 bond in an amount equal to one hundred per cent (100%) of the 32 Contract price. 2. 311 32 .. . , .... Unless otherwise required by law, no bidder may with- draw his bid for a period of thirty (30) days after the date set for the opening thereof. A deposit of ten dollars ($10.00) will be required to secure the Plans and Specifications, as a guarantee that the Plans and Specifications will be returned, which deposit will be refunded in case same are returned to the City in good condition not later than thirty (30) days after the bids on the work will have been opened.
