RESOLUTION NO. 2964
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, OPPOSING
SENATE BILL 715.

4 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
5 WHEREAS, the twenty-six County Sanitation Districts in
6 Los Angeles County encompass and include all or a portion of
7 seventy-one of the seventy-seven incorporated cities of the County,
8 and unincorporated territory of the County; and
9 WHEREAS, the composition of the Board of Directors as
10 now provided by the law, has provided an efficient, effective, and
11 harmonious form of organization for their respective governing
12 bodies; and
13 WHEREAS, Senate Bill 715 proposes to compel substantial
14 and drastic changes in the composition of boards of directors of
15 county sanitation districts which are deemed by this Board of
16 Directors to be detrimental to the continued efficient, effective
17 and harmonious operation of this District and its cooperation with
18 other County Sanitation Districts;
19 NOW, THEREFORE, BE IT RESOLVED:

SECTION 1: That the City of Vernon does hereby oppose
21 Senate Bill 715 and urges the members of the State Legislature
22 to reject said Bill and preserve the existing provisions of law
23 relating to composition of boards of directors of county sanitation
24 districts.

SECTION 2: That the City Clerk of the City of Vernon
26 shall certify to the passage of this resolution, and thereupon and
27, thereafter the same shall be in full force and effect.

Sanitation District would like us to adopt for District
No. 23, opposing Senate Bill No. 715. This bill tends
to increase the number of directors by adding directors
from the Sanitation or Public Works Depts. and all the
districts felt that they were represented well enough by
the present directors.
