2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON FIXING THE
COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY AS OF JULY 1,
3 1968, AUTHORIZING CERTAIN EXPENSE ALLOWANCES, AND REPEALING ALL
RESOLUTIONS IN CONFLICT HEREWITH.

5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:

SECTION 1: Effective July 1, 1968, the ,following
7 employees of the City of Vernon shall receive the compensation
8 or salary hereinafter set forth. This Resolution shall not
9 affect the existing compensation of any officer or employee not
10 in this Resolution specifically set forth.

SECTION 2: Employees of the City of Vernon shall
12 receive the compensation, and, where authorized, the expense
13 allowances, as hereinafter set forth:
14 (a) Eagineering Department, Water Department, and
15 Traffic Engineering and Street Department,as in Schedule I.

(b) Fire Department, as in Schedule II.
(c) Police Department, as in Schedule III.
(d) Health Department, as in Schedule IV.
(e) Miscellaneous Departments, as in Schedule V
20 Said Schedules I through V are attached to this Resolution and
21 hereby incorporated as a part of this Resolution as though herein
22 set forth in full.

SECTION 3: The salaries herein set forth for the several
24 officers and employees of the City of Vernon in the different
25 departments shall be in full force and effect from and after the
26 1st day of July, 1968.

SECTION 4: Wherever an allowance is made to any employee
28 for the use of his personal automobile, such allowance shall not
29 be payable whenever the employee is on vacation or leave of
30 absence, and the automobile allowance is reduced at such times in
31 proportion to the time of absence.

SECTION 5: Vacation policies for employees of the City
2 of Vernon are established and recited in Resolution No. 2885.

SECTION 6: In any salary period in which any full-
4 time employees of the City of Vernon shall,. for any reason, not
5 work full time, then the pay, salary or compensation of such
6 employee shall be reduced on the following basis:

(a) Where an employee is paid on a monthly salary
8 basis, such employee shall be paid the amount produced by multi-
9 plying the regular monthly salary by a fraction having as its
10 denominator the total number of working days in the calendar
11 month (in accordance with the regular work schedule of the
12 employee in question) and as its numerator the total number of
13 days actually worked. "Days actually worked" f.or the purpose of
14 this computation shall include excused and paid absences as here-
15 after proyided for, as well as legal holidays to which the employee
16 is entitled under his regular working schedule dur;!..Jilg,the pay
17 period in question and so long as he is employed by the City of
181 Vernon. Provided, that, when such employee is hired or his
19 employment is terminated after the beginning or before the end of
20 a salary period, no salary shall be payable on account of any days
21 preceding such hiring, or for any days following such termination.

(b) Where an employee is paid on a daily basis, no
compensation shall be payable for any day or portion of a day not
worked.
(c) In either of the cases mentioned in sub-sections
(a) and (b) above, fractional parts of a. day shall
be computed
on the basis of an eight-hour day, excepting members of the Fire
Department who serve on a twenty-four hour shift, and as to said
latter employees fractional parts of a day shall be computed on
the basis of a twenty-four hour day.
(d) "Absence" as used in this section shall include

employees whose employment commences or terminates during a pay,
salary or wage period.
(e) As an exception to the general rules for deduction
or loss of pay for absences as above defined, any department head
may, for good cause as determined by such department head, certify
for full pay for an employee who has been absent during a pay,
salary or wage period.
Whenever a department head certifies for pay on
absence of an employee, he shall attach to the payroll demand a
statement of the reason for paying such employee while absent,
his monthly rate of pay, length of service with the City, and
number of days absent. The pay of employees for absent time shall
remain in the sole discretion of the City Council.
SECTION 7: The City Council hereby makes the following
statement of policy relative to salaries and classifications set
forth in this Resolution:
(a) Except as set forth in sub-section (b) which follows,

promotions or salary increases to higher grades are merit steps
only and shall be available to employees as recognition and reward
for satisfactory services.
(b) New employees shall start at the first step in the
salary range for their respective positions unless it is determined
that qualified applicants are not available at the salary
specified for the first step or grade, or that a speci1ic applicant
has special qualifications justifying a higher starting rate
beyond the first step or grade. New employees starting at the
beginning step or grade shall be advanced to the second step or
grade of their salary range effective the first day of the calendar
month next following the satisfactory completion ..CJ-'" their pro-
bationary employment, which is hereby fixed at twelve (12) months.

ployee's respective salary range shall be ef1ective not earlier

3 promotion. It is intended that such promotion be effective the
4 first day of the calendar month.

(d) The promotion of aR employee shall not result in
6 reduction in pay, and the employee being promoted shall be

7 classified in such manner that he receives the same or more pay
8 for the position to which he is promoted.

(e) This Resolution expresses the general wage and
10 salary policy of the City of Vernon, and in conjunction with the
11 accompanying working conditions for employees of the City of Vernon
12 ROW existing is deemed to be fair and adequate. It is not anti-
13 cipated that adjustments in said salary scales will be necessary,
14 except as to cases involving additional responsibility, exceptional
15 merit, or other special circumstances.

SECTION 8: All Resolutions in conflict with this
17 Resolution are hereby repealed.

SECTION 9: The City Clerk of the City of Vernon shall
19 certify to the passage of this Resolution and thereupon and there-
20 after the same shall be in full force aDd effect.

The City Engineer, and Civil Engineers, must possess a
valid Certificate of Registration as a Civil Engineer, issued by
the.CaliforniaStateBoard of Registration for Civil and
Professional Engineers.
The Land Surveyor must possess a valid Land Surveyor's
License issued by the California State Board of Registration for
Civil and Professio~alEngineers.
In addition to said salaries, the City Engineer, the
Superintendent of the Water Department, and the Traffic Enginer,
when authorized :i.;nadvance by the City Council shall receive,
when using their own motor vehicles in the service of the City,
an additional SUm of $75.00 per month and the Assistant Traffic
Engineer, Civil Engineers, Civil Engineering Associates, Civil
Engineering Assistants~.Foremen, Construction Inspectors,
Engineering Aides land II, when so authorized, shall receive,
when using their own motor vehicles in the service of the City,
an additional sum of $30.00, $50.00 or $75.00 per month, depending
on the amount so authorized. Provided, the City Council shall,
by specific action, otherwise determine other methods of
reimbursing personnel of the Engineering, Traffic Engineering and
Street Department, and Water Department, for use of their own
motor vehicles in the serVice of the City. The City shall not
be responsible for repairs or any additional costs for upkeep,
fuel, lubrication, replacement in whole or in part, or other
expenses in connection with any such vehicle beyond the respective
amounts set forth in this paragraph.
Foremen and Utility Men in the Engineering, Traffic
Engineering and Street Department, and Water Department,when
required to work hours in addition to those regularly established
for their respective job classifications, shall be paid an
hourly rate for such adQitional work computed by dividing the
monthly salary of the employee by 20 (hereby assuming a 20 day
working month in all eases) and paying at the rate of 1/8 of
the quotient so obtained for each hour of additional work.

In addition to said salaries, members of the Fire
Department, when authorized in advance by the City Council, shall
receive, when using their own motor vehicle in the service of the
City, an additional sum of $85.00 per month. The City shall not

In addition to said salaries, each officer or policeman
shall receive, when his automobile is used in the service of or
engaged for the use of the City, an additional sum of $85.00 per
month, being an allowance for the use and maintenance of said
motor equipment. Employees of the Police Department shall receive
additional compensation as hazard pay in the sum of $30.00 per
month when assigned to motorcycle duty. In addition to said
salaries, a flat rate of $15.00 per appearance will be paid to
any police officer who is required to make an off-duty court
appearance.

In addition to said salaries, the City Clerk, the
Assistant Director of Civil Defense, and the Purchasing Agent,
when authorized in advance by the City Council, shall receive,
when using their own motor vehicles, in the service of the City,
an additional sum of $50.00 per month. The Superintendent of
Building, when authorized in advance by the City Council, shall
receive, when using his own motor vehicle in the service of the
City, an additional sum of $85.00 per month. The Inspectors
in the Building Department, when authorized in advance by the
City Council, shall receive, when using their own motor vehicles
in the service of the City, an additional sum of $75.00 per month.
The City shall not be responsible for repairs or any additional
cost for upkeep, fuel, lubrication, replacement in whole or in
part, or other expenses. ill connection with any such vehicles
beyond the amount se.t forth in this paragraph.
