SECTION 2: The City Council of the City of Vernon hereby finds that certain items provided for in individual depart- mental budgets are in the nature of community promotion and education, and the City Council of the City of Vernon further finds that the same are for the best interests of the City of Vernon and constitute a reasonable expenditure of public funds.
