1 RESOLUTION NO. 2981
:3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ADOPTING
AN ENCROACHMENT FEE AND DEPOSIT SCHEDULE WHICH SHALL APPLY TO ALL
3 ENCROACHMENT PERMITS ISSUED PURSUANT TO ORDINANCE NO. 796.
it THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
5 WHEREAS, Ordinance No. 796 specifies that the City
6 Council of the City of Vernon shall from time to time establish
7 a schedule wherein permit fees and deposits are specified;
8 NOW, THEREFORE, BE IT RESOLVED:
SECTION 1: That a permit issuance fee, payable prior
9
10 to the issuance of a permit, shall be made in the amount of five
11 dollars ($5.00).

SECTION 2: That in addition to an issuance fee, a
13 deposit sufficient to cover anticipated permit fees and charges and
14 calculated to the nearest five dollars ($5.00) shall be required
15 as follows:

A.
Inspections, which shall be estimated at five
dollars ($5.00) per hour.
B.

Street repairs, which shall be calculated at 12
times the amount arrived at by use of the following
table:

The following thickness standards shall be used in
calculating deposit amounts:
1. Current pavement thickness greater than eight
inches (8") shall be calculated on the basis of
eight inches (8n) plus one inch (1ft).
2. Current pavement thickness less than eight inches
(8") shall be calculated on the basis of actual
thickness plus one inch (l't).

3. Excavations involving sidewalks, driveways,
gutters, and curbs shall be calculated on the
basis of current City standard plans.

4. Excavations in un~mproved areas shall be calculated
at one inch (l") thickness.
C. All other work not specifically covered above, which
shall be determined by the Traffic Engineer in
accordance with City standards.
D. The deposit, may be in the form of cash, a certified
or cashiers check, or a surety bond. If a deposit
is in the form of a surety bond, it shall be in an
amount of not less than one thousand dollars ($l,OOO)t
SECTION 3: That permit fees and charges, calculated to
the nearest five dollars ($5.00), shall be charged for all work
completed by the City as follows:
A. Inspection costs calculated at five dollars ($5.00)
per hour.
B. Street repairs determined by the following table:

(The same thickness standards as indicated in
Section 2 for deposits shall apply).
C. Lights, barricades, or warning devices furnished
and/or mai~t~ined, calculated at fifty dollars
($50.00) per service call.
D. Monument replacement as follows:

E. All other direct costs to the City resulting from
the permittee's activity, calculated at actual cost
plus administrative costs of ten per cent (10%).
SECTION 4: That the following exemptions to Section 1 -
30 3 shall apply:

A. Utility companies and governmental agencies making
application for a permit shall hot be required to
make prior payment of issuance fees or make deposits.

The preclusion of deposits and prior payments of
fees, however, does not relieve a utility company
or governmental agency from making prompt payment
of fees upon presentation of a City invoice.
Contractors or others making application on behalf
of a utility company or governmental agency shall
not be relieved of the deposit requirement or prior
payment of fees.
B. The City of Vernon Water Department shall not be
required to pay permit fees inasmuch as costs for
permit services are accounted for internally by
the City Departments.
C. No inspection charges shall be made for the in-
spection of the construction of new curb, gutter,
sidewalk, and roadway.
SECTION 5: That the City Clerk of the City of Vernon
11 shall certify to the passage of this resolution, and thereupon and
12 thereafter the same shall be in full force and effect.
