1 RESOLUTION NO. 3002
:3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, RECOMMEND-
3 ING THE ADOPTION OF SENATE BILL 4 INTRODUCED BY SENATOR H. L.
4 RICHARDSON IN THE 1969 SESSION OF THE STATE LEGISLATURE.
5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWE:
6 WHEREAS, questions have arisen regarding the ability of
7 local jurisdictions to enact or enforce local regulations in the
8 fields which the courts of this State have held and may hold in the
9 future to be preempted by State legislation; and
10 WHEREAS, the City Council of the City of Vernon feels
11 that certain activities can best be regulated at the local level
12 in view of particular local problems and circumstances; and
13 WHEREAS, it is desirous that the State of California
14 identify the areas in which the state has preempted local legisla-
15 tion; and
16 WHEREAS, Senate Bill 4, adding Sections 9618 and 9619 to
17 the Government Code of the State of California, has been introduced
18 in the 1969 session of the State Legislature by Senator H. L.
19 Richardson to enable local jurisdictions to determine in what areas
20 the state has preempted local regulations;
21 NOW, THEREFORE, BE IT RESOLVED:
22 SECTION 1: That the City Council of the City of Vernon
23 does hereby urge the enactment of Senate Bill 4 and furthe~ urges
24 the League of California Cities, other local jurisdictions, and
25 State Legislators to support said enactment.
26 SECTION 2: That the city Clerk of the City of Vernon be
27 and he hereby is authorized and directed to forward a certified
28 copy of this resolution to the League of California Cities, and to
29 the state Legislators representing any and all districts in which
30 the City of Vernon is located.
31 SECTION 3: That the City Clerk of the City of Vernon
32 shall certify to the passage of this resolution, and thereupon and
