1 RESOLUTION NO. 3003
:3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, OPPOSING
ASSEMBLY BILL NO. 238.

4 THE CITY COUNC IL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
5 WHEREAS, Assembly Bill No. 238 has been introduced
6 before the state Assembly of the State of California, proposing to
7 consolida te existing judicial districts wi thin the County of Los
8 Angeles into nine (9) judicial districts; and
9 WHEREAS, the City of Vernon has consistently opposed
10 such consolidation in prior years; and
11 WHEREAS, the City Council of the City of Vernon favors
12. the principal of home rule and local courts, and the election of
13 judges to local courts from the communities in which they serve;
14 NOW, THEREFORE, BE IT RESOLVED:

SECTION 1: That the City Council of the City of Vernon
16 does hereby urge that Assembly Bill No. 238 and any other legis-
17 lation introduced providing for a consolidation of Municipal Courts
18 within the County of Los Angeles be rejected.
SECTION 2: That the City Clerk of the City of Vernon be
19
20 and he hereby is authorized and directed to forward a certified
21 copy of this resolution to the League of California Cities, and to
22 State Legislators representing any and all districts in which the
23 City of Vernon is located.

SECTION 3: That the City Clerk of the City of Vernon
25 shall certify to the passage of this resolution and thereupon and
26 thereafter the same shall be in full force and effect.
27 ADOPTED and APPROVED this 18th day of March, 1969.

2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 INGLEWOOD, CALIFORNIA, IN OPPOSITION TO THE
4 LATEST COURT CONSOLIDATION PLAN SUBMITTED TO
5 THE STATE LEGISLATURE AS ASSEMBLY BILL NO. 238.

7 WHEREAS, Assembly Bill No. 238 would consolidate the existing
8 localized judicial districts into nine judicial districts; and
9 WHEREAS, said consolidation has been attempted in varying
10 forms in recent years and in each instance defeated after a hearing thereon;
11 and
12 WHEREAS, a consolidaUon plan utilizing existing court facilities
13 and personnel would not achieve any monetary saving; and
14 WHEREAS, the reorganization of districts into a smaller number
15 would result in requiring witnesses, officers, prosecutors and counsel to
16 travel, in some instances, substantial distances in order to have cases
17 tried; and
18 WHEREAS, said consolidation would make thereby the municipal
19 judicial process more costly in terms of the time of witnesses, defendants,
20 police officers and other officials required by the cities involved in cases to
21 prosecute or defend; and
22 WHEREAS, this City Council favors the principle of home rule
23 as it relates to the election of judges from the communities which they serve;
24 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
25 INGLEWOOD, CALIFORNIA, hereby does strongly oppose AB 238 and any
26 proposal to consolidate the existing judicial districts into a smaller number
'Z7 on the basis that it represents a departure from the home rule principle and
28 will not, if it were effectuated, result in any savings or greater efficiency
29 but on the contrary would result in expense and inconvenience to all
30 persons concerned.
