:3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, SUPPORTING
ASSEMBLY BILL NO. 524.

4 THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS:
5 WHEREAS, Assembly Bill No. 524 has been introduced
6 before the State Assembly by Assemblyman Quimby, providing for
7 local regulation of apparel worn in food and beverage locations,
8 and
9 WHEREAS, said Bill would further the previous policy of
10 the City Council of the City of Vernon, wherein the Council
11 accepts and, in fact, desire.s the opportunity for local control of
12 local matters,
13 NOW, THEREFORE, BE IT RESOLVED:

SECTION I: That the City Council of the City of Vernon
15 does urge the adoption of Assembly Bill No. 524 presently pending
16 before the Assembly of the State of California.

SECTION 2: That the City Clerk of the City of Vernon
18 is hereby directed to certify to the passage of this resolution,
19 and thereupon and thereafter the same shall be in full force and
20 effect.
21 ADOPTED and APPROVED this 15th day of April, 1969.

I have introduced legislation that will enable
cities and counties to adopt ordinances that will regu-
late the apparel worn by employees of establishments that
serve food and beverage.
I anticipate strong opposition from organizations
favoring "Topless" bars and restaurants in California.
Thus, I am soliciting your support for this legislation.
Enclosed is a copy of AB 524 for your consideration.
Your prompt reply to this request will be greatly
appreciated, as the hearing is now set for March 26th.

An act to add Section 318.5 to the Penal Oode, relating to the
adoption of penal ordinances by counties, cities, and cities
and counties.
The people of the State of Oalifornia do enact as follows:
1 SECTION 1. Section 318.5 is added to the Penal Code, to
2 read:
3 318.5. Nothing in this, code or in any other law of this
4 state shall invalidate an ordinance of, or be construed to proc
5 hibit the adoption of an ordinance by, a county, city, or city
6 and county, if such ordinance relates to the. regulation of the
7 apparel worn by a waiter, waitress, or entertainer, during the
8 period of his or her employment, in an establishment which
9 serves food, beverages, or food and beverages, including, but
10 n(Jt limited to, . alcoholic beverages, forconsU1nption on the
11 premises of such establishment.

limited to, alcoholic. beverages, for consumption on the premises of
such establishment.
