RESOLUTION NO. 3016
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON SUPPORTING
LEGISLATION PROTECTING HOME RULE.
THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS:
WHEREAS, numerous bills are now pending before the State
Legislature to extend the life and jurisdiction.of the San
Francisco Bay Conservation and Development Commission which will
expire this year; and
WHEREAS, many of these bills proposing greater regulatory
powers be given to the Commission to control all types of develop-
ment both at the shoreline and inland up to as much as a thousand
feet have been presented to the Legislature; and
It is being recognized that the granting 0f such extension
of regulatory p0wers to the Commission will materially violate
the proven concepts of home rule, thus removing from existing
local governments the traditi0nal functions of community planning
and zoning and arbitrarily transferring these functions to an
unknown form of regional government;
NOW THEREFORE, BE IT RESOLVED by the City Council of the
City of Vernon that all State legislation be opposed which
directly or indirectly call for the encroachment upon home rule
by the extension of the State or any extension thereof; and
BE IT FURTHER RESOLVED that the State Legislature be
immediately urged to protect the principles of home rule and to
retain the basic rights of community planning and zoning within
the established and workable framework of local government.
That the City Clerk of the City of Vernon is hereby directed
to certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

and Members of the City Council
The State Legislature is now considering a number of bills designed
to control filling of San Francisco Bay. Some bills would create a
State agency empowered to control San Francisco Bay's shoreline for
a depth of 1,000 feet. This control would apply to any and all de-
velopment, and permits for any ground surface or structure modifi-
cation or new construction would be issued by this agency. Such
control would clearly violate the home rule principle under which
cities are now able to exercise the zoning function.
This issue extends beyond the San Francisco Bay area because it in-
dicates a possible trend of state encroachment upon local authority.
We urge your support of legislation designed to protect San Francisco
Bay but emphatically request your opposition to legislation which
would allow state encroachment upon the principle of home rule.
We ask that you join with us in safeguarding the right of cities to
control zoning within their boundaries by adopting a resolution sim-
ilar to that adopted by the Town of Emeryville. Please direct copies
of your resolution to your State Senator and Assemblyman as soon as
possible.
