Resolution No. 3022 . ... t. ... .~ I . . 1 RESOLUTION NO. 3022 2 A RESOLUTION OF THE CITY COUNCIL, ESTABLISHING VACATION POLICIES FOR EMPLOYEES OF THE CITY OF VERNON, AND REPEALING ALL RESOLUTIONS 3 IN CONFLICT HEREWITH. 41 THE CITY CooNC IL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS: 5 WHEREAS, the City Council desires to establish policies 6 governing vacations that will be fa.ir and equitable to all City 7 employees; and 8 WHEREAS, the working schedules of various employees of the 9 City Departments are not the same; 10 NOW, THEREFORE, BE IT RESOLVED: 11 SECTION 1: That certain employees of the Police, Fire and 12 Water Departments of the City of Vernon, whose duties are such 13 that they do not have or receive the time off benefits of regular 14 legal holidays, shall be entitled to three calendar weeks vacation 15 during the second year of sa id service and each year thereafter, 16 at full pay. 17 SECTION 2: That each employee of the City, except those 18 specifically mentioned in Section 1 of this resolution, shall be 19 entitled to ten (10) working days vacation during ~he second year 20 of said service and each year thereafter at full pay. Permanent, 21 full-time employees, except those specifically mentioned in Section 22 1 of this resolution, who have completed ten (10) years of con- 23 tinuous service, shall be granted fifteen (15) working days annual 24 vacation leave with pay. This section shall apply, but not be 25 limited, to employees of the Police, Fire and Water Departments of 26 the City of Vernon who have or receive the time off benefits of 27 regular legal holidays. 28 SECTION 3: That all permanent, full-time employees of the 29 Police and Water Departments of the City of Vernon, whose duties 30 8E such that they do not receive the benefits of regular legal 31 holidays, who have completed ten (10) years of continuous service 32 shall be granted four (4) calendar weeks annual vacation leave 1. f . '.. !, ..s ,. ~.. .. 1 with pay, with a stipulation that employees entitled to four (4) :3 calendar weeks annual vacation with pay may not take more than ;3 :three (3) calendar weeks at anyone time. The only exception 4 to the above policy is that a Department head may for good reason, 5 in his discretion, authorize an eligible employee to take all 6 four (4) weeks at the same time. It is the intention of the City 7 Council that the fourth week granted to eligible employees be 8 taken at some time other.than the normal or regular vacation period 9 so that it will be unnecessary to employ additional personnel 10 during vacation periods, and that said fourth week be taken any 11 time during the calendar year that is satisfactory to the Departmen 12 Head. 13 SECTION 4: That this section becomes operative during the 14 calendar year 1970, and each calendar year thereafter. All 15 permanent, full-time employees of the Fire Department, whose 16 duties are such that they do. not receive the benefits of regular 17 legal holidays, who have completed ten (10) years of continuous 18 service, shall be granted an extra weekts pay in lieu of the extra 19 week annual vacation leave previously granted by Section 3 of 20 Resolution Mo. 2885. It is the intention of the city Council 21 that Section 3 of Resolution No. 2885 apply to eligible Fire 22 Department personnel during the calendar year 1969. Warrants 23 shall be issued to all eligible Fire Department personnel during 24 the month of April of each year,commencing with April, 1970. The 25 amount each eligible person shall receive shall be 7/30 of his 26 monthly salary based on his monthly salary as of April 1st of the 27 current year. Eligible Fire Department personnel.shall be those 28 that have completed ten years or more of continuous service with 29 the City as of each calendar year, commencing with Apri. 1, 1970. 30 On April 1st of each year, the Fire Chief shall submit to the City 31 Clerk-Director of Finance a certified list of Fire Department 32 personnel who are eligible to receive the extra weekts pay as 2. .4 " ,.J 1 authorized by this section. 2 SECTION 5: Th2lt permanent, full-time Miscellaneous Empl.oye s 3 (as defined by the Public Employees Retirement System), with the 4 exception of certain employees in the water Department that pre- 5 sently receive four weeks vacation after ten years of continuous 6 service, who have completed fifteen (15) years of continuous 7 service, be granted twenty (20) working days annual vacation leave 8 with pa.y, to offset some of the benefits enjoyed by the Safety 9 Members. Employees entitled to twenty (20) working days annual 10 vacation leave with pay, may not take more than fifteen (15) 11 working days at any one time. The only exception to the above 12 policy is that a Department Head may for good reason, in his dis.. 13 cretion.,authorize an eligible employee to take all twenty (20) 14 working days at tbe same time. It is the intention of the city 15 Council that the five (5) additional working days granted to 16 eligible employees be taken at some time other than the normal or 17 regular vacation period so that it will be unnecessary to employ 18 additional personJ.').el during vacation periods and that the addition- 19 al five (5) working days be taken a.n.y time during the calendar 20 year that is satisfactory te the Department Head. 21 SECTION. 6: It is the intention of the City Council that 22 the maximum vacation leave that any. employee shall be entitled t. 23 in any calendar year shall be four weeks for those empleyees desig- 24 nated in Section 3 and twenty (20) working days for those employees 25 designated in Section 5. 26 SECTION. 7: All vacation periods shall be arranged or 27 approved by the Administrative Head of each Department and shall 28 be taken by said employee or employees at any time during the 29 calendar year that is satisfactory to the Department Head. 30 SECTIONS: No vacation for any employee of the City of 31 Vernon shall be accumulated from calendar year to calendar year, 32 nor shall the same be compensated for if not utilized during a 3. '- ~ '" ~ ,~... , VI I J. calendar year. 2 SECTION 9: That Resolution No. 2885, wit~ the exception ;3 of Section 3, is specifically repealed, and all Resolutions in 4 conflict with this Resolution are hereby repealed.
