RESOLUTION NO. 3023 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VJi.;RNON FIXING THE ;3 COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY AS OF JULY 1, 1969, 4 AUTHORIZING CERTAINEXPEIlSE ALLOWANCES, AND REPEALING ALL RESOLU- 5 TIONS IN CONFLICT HEREWITH. 6 7 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: SECTION 1: Effective July 1, 1969, the following employees 8 9 of the City of Vernon sball receive tbe compensation or salary 10 hereinafter set forth. This Resolution shall not affect the 11 existing compensation of any officer or employee not in this 12 Resolution specifically set forth. 13 SECTION 2: Employees of the City of Vernon shall receive 14 the compensation, and, where authorized, the expense allowances, 15 as hereinafter set forth: 16 fa) Engineering Department, Water Department, and Traffic 17 Engineering and Street Department, as in Schedule I. - 18 19 20 21 (b) Fire Department, as in Schedule II. (c) Police Department, as in Schedule III. (d) Health Department, as in Schedule IV. (e) :Miscellaneous Departments, as in Schedule V. 22 Said Schedules I through V are attached to this Resolution and 23 hereby incorporated as a part of this Resolution as though herein 24 set forth in full. 25 SECTION 3: The salaries herein set forth for the several 26 officers and employees of tbe City of Vernon in the different 27 departments shall be in full force and effect from and after the 28 1st day of July, 1969. 29 SECTION 4: Wherever an allowance is made to any employee 30 for the use of his personal automobile, such allowance shall not 31 be payable whenever the employee is on vacation or leave of 32 absence, and the automobile allowance is reduced at such times in 1. .~ . . . . , .... . iI (~. . 1 proportion to the time of absence. 2 SECTION 5: Vacation policies for employees of the City ;3 of Vernon are established and recited in Rescdution No. 30Cil2. 4 SECTION 6: In any salary period in which any full-time 5 employees of the City of Vernon shall, for any reason, not work 6 full time,~hen the pay, salary or compensation of such employee 7 shall be reduced on the following basis: 8 (a) Where an employee is paid on a monthly salary basis, 9 such employee shall be paid the amount produced by multiplying 10 theregular.monthly salary by a fraction having as its denominator 11 the total number of working days in the caleRdarmonth (in accord- 12 ance with the regular work schedule of the employee in question) 13 and as its numerator the total number of days actually worked. 14 ttDays actually workedu for the purpose of this computation shall 15 include excused and paid,absences as hereafter provided for, as 16 well as legal holidays to which the employee is entitled under 17 his regular working schedule during the pay period in question 18 and so . long as he is employed by the City of Vernon. Provided 19 that, when such employee is hired or his employment is terminated 20 after the beginning or before the end of a salary period, no 21 salary shall be payable on account of any days preceding such 22 hiring, or for any days following such termination. 23 (b) Where an employee is paid on a daily basis, no 24 compensation shall be payable for any day or portion of a day not 25 worked. 26 (c) In either of the cases mentioned in sub-sections (a) 27 and (b) above, fractional parts of a day shall be computed on the 28 basis of an eight-hour day, excepting members of the Fire Depart- 29ment who serve on a twenty-four hour shift, and as to said latter 30 employees fra.ctional parts of a day shall be computed on the basis 31 of a twenty-four hour day. 32 (d) uAbsence" as used in this section shall include, 2. " , 11 without.being limited to, leaves of absence, suspensions, and 2 employees whose employment commences or terminates during a pay, ;3 salary or wage period. 4 (e) As an exception to the general rules for deduction 5 or loss of. pay for absences as above defined, any department head 6 may, for good cause as determined by such department head,.. certify 7 for full pay for an employee who has been absent during a pay, 8 salary or wage period. 9 Whenever a department head certifies for pay on 10 absence of an employee, he shall attach to the payroll demand a 11 statement of the reason for paying such employee while absent, 12 his monthly rate of pay, length of service with the City, and 13 number of days absent.. The pay of employees for absent time shall 14 remain in the sole discretion of the City Council. 15 SECTION 7: The.Ci1:;y Council hereby makes the fQllowing 16 statement of policy relative to salaries and classifications set 17 forth in this Resolution: 18 (a) Except as set forth in sub-section (b) which follows, 19 promotions or salary increases to.higher grades are merit steps 20 only and shall be available to employees as recognition and rew.ard 21 for satisfactory services. 22 (b) New employees shall start at the first step in the 23 salary range for their respective positions unless it is determined 24 that qualified applicants are not available at the salary specified 25 for the first step or grade, or that a specific applicant has 26 special qualifications justifying a higher starting rate beyond 27 the first step or grade. New employees starting at the beginning 28 step or grade shall be advanced to the second step or grade of 29 their salary range effective the first day of the calendar month 30 next following the satisfactory completion of their probationary 31 employment, which is hereby fixed at twelve (12) months. 32 (c) Promotions to the next step or grade of the employee's 3. 10 . .,' o' '. . , . J. respective salary range shall be effective not earlier than the 2 first day of the calendar month next following the completion of ;3 satisfactory service and the authorization of said promotion. It 4 is intended that such promotion be effective the first day of the 5 calendar month. 6 (d) The promotion of an employee shall not result in 7 reduction in pay, and the employee being promoted shall be classi- 8 fied in such manner that he receives the same or more pay for the 9 pos i tion to which he is promoted. (e) This Resolution expresses the general wage and salary 11 policy of the City of Vernon, and in conjunction with the accompany 12. ing working conditions for employees of the City of Vernon now 13 existing is deemed to be fair and adequate. Provided, the City Council shall, by specific actiQn, otherwise determine other methods of reim- bursing personnel of the Engineering, Traffic Engineering and Street Department, and Water Department, for use of their own motor vehicles in the service of. the City. The City shall not be responsible for repairs or any additional costs for upkeep, fuel, lubrication, replacement in whole or in part, or other expenses in connection with any such vehicle beyond the respective amounts set forth in this paragraph. Foremen and Utility Men in the Engineering, Traffic 25 Engineering and Street Department, and Water Department, when required to work hours in addition to those regularly established 26 for their respective job classifications, shall be paid an hourly rate for such additional work computed by dividing the monthly 27 salary d. the employee by 20 (hereby assuming a 20 day working month in all cases) and paying at the rate of 1/8 of the quotient 28 so obtained for each hour of additional work. The City shall not be re- sponsible for repairs or any additional cost for upkeep, fuel, lubrication, replacement in whole or in part, or other expenses in c0nnection with any such vehicles beyond the amount set forth in this plragraph. Eligible Fire Department personnel shall be paid an hourly 6 rate for such overtime work computed by dividing the monthly base salary of the employee by 264 hours (hereby assuming an 11. day 7 working month in all cases) and paying at the rate obtained for each hour of additional overtime work. All overtime pay will be 8 paid on the 2nd pay-day of the month (norma.lly the 22nd) immediate- ly following the month in which the overtime pay is earned. Employees of the Police Department shall receive additional compensation as hazard pay in the sum of $45.00 per month when assigned to solo motorcycle duty. Police Department personnel, with the exception of the Police Chief, the Police captains and the Transcriber Typists, shal be paid straight time pay for overtime worked as certified to by the Police Chief, for the following reasons: (a) Disasters such as major fires, civil disturbances, and other emergency situations. (b) Extraordinary circumstances requiring more than ordinary law enforcement or fire protection staffing. (c) Time necessary to maintain budgeted post-position coverage during vacancies or absences. Eligible Police Department personnel shall be paid an hourly rate for such overtime work computed by dividing the monthly base salary (hazard pay not included) of the employee by 20 (hereby assuming a 20 day working month in all cases>: and paying at the rate of 1/8 of the quotient so obtained for each hour of additional overtime work. All overtime pay will be paid on the 2nd pay-day of the month (normally the 22nd) immediately following the month in which the overtime pay is earned. In addition to said salaries, the City Clerk, the Assistant Director of Civil Defense, and the Purchasing Agent, when authoriZed in advance by the City Council, shall receive, when using their own motor vehicles, in the service of the City, an additional sum of $50.00 per month. The Superiltent of BUilding, when authorized in advanceby the City Council, shall receive, when using his own motor vehicle in the service of the City, an additional sum of $85.00 per month. The Inspectors in the Building Department, when authorized in advance by the City Council, shall receive, when using their own motor vehicles in the service of the City, an additional sum of $75.00 per month. The City shall not be responsible for repairs o.r any additional cost for upkeep, fuel, lubrication, replacement in whole or in part, or other expenses in connection with any such vehicles beyond the amount set forth in this paragraph.
