A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, CREATING
A FUND TO BE KNOWN AS THE GENERAL CONSTRUCTION AND CITY BETTERMENT
FUND, AND INSTRUCTING THE CITY TREASURER TO TRANSFER CERTAIN
MONEYS FROM THE GENERAL FUND TO SAID FUND.
THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS:
WHEREAS, the City of Vernon has adopted a long ra.nge
construction and betterment program, and
WHEREAS, the City Council of the City of Vernon desires
to provide for the funding of said program without a bond issue,
if possible, due to the limited rate of interest on municipal
bonds, and the resulting inability to properly sell the same,
and the possibility of said bond interest becoming excessive,
which may in some instances, more than double the cost of a long
range construction and betterment project,
NOW, THEREFORE, BE IT RESOLVED:
SECTION 1: That there is hereby created a special fund
17 in the City's General Fund to be known as the General Construction
18 and City Betterment Fund.

SECTION 2: That the City Treasurer of the City of Vernon
20 is hereby authorized and airected to transfer from the General
21 Fund of the City of Vernon to the General Construction and City
22 Betterment Fund certain moneys from time to time that, in the
23 opinion of the City Treasurer and the City Clerk-Director of
24 Finance, may be transferred to the General Construction and City
25 Betterment Fund without interfering with the every day operating
26 expenses of the City of Vernon.

SECTION 3: That the City Treasurer of the City of Vernon
28 is authorized and directed to transfer from the General Constructi>n
29 and City Betterment Fund to the General Fund of the City of Vernon
30 certain moneys from time to time that in the opinion of the City
31 Treasurer and the City Clerk-Director of Finance are needed to
32 pay the general obligations of the City of Vernon.

SECTION 4~ That any interest derived from the investment
2 of moneys in the General Construction and City Betterment Fund be
;3 allocated to and deposited with the General Fund of the City of
4 Vernon.
SECTION 5: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
ADOPTED and APPROVED this 1st day of JUly, 1969.

Mr. Pete Romo, utility Man, Water Department, has
advised me that he plans to retire from the service of the City
effective at the close of the working day, July 14, 1969.
Mr. Romo joined the City on March 19, 1947. He has
been a valued and loyal employee of the City of Vernon and his
service of over 22 years is to be commended.
It is recommended that his resignation be accepted with
deep appreciation and recognition of faithful, capable and loyal
service.
